PRE-QUALIFICATION NOTICE
Government of the Punjab is going to implement the following scheme mentioned in the table,
Separate application are invited for Pre-Qualification for each scheme as given below from technically
and financially capable contractors/firms who had been enlisted/renewed with HUD & PHE Department
for the year 2017-18, having excellent reputation in the construction of large scale Public Health
Engineering Departments Projects (PEC category CE-09 and CE-10) to undertake the projects.

The willing contractor / firm falling in the category of estimated cost of the project are required to
submit their application along with the following information/ documents for Pre-Qualification for above
mentioned schemes submitted by hand up to17.08.2017 (Tuesday)at 3:00 PM in the office of
Executive Engineer Public Health Engg: Division Bahawalnagar.
QUALIFICATION CRITERIA AS PER PPRA GUIDELINES
1. Name of firm/ contractor, Partnership Deed/ Article of Association in case of company/ limited
firm, complete address and telephone number of person with Power of Attorney in favor of
person authorized by the firm/contractor.
2. Attested copies of Enlistment / Renewal for the year 2017-18 with HUD & PHE Department in
category “A” and or higher (Rs. 100.000 Million) and above and registration of Pakistan
Engineering Council in Specification Category CE-09 and CE-10 (Water Supply and Sewerage/
drainage and general Civil Engineering Works/ Projects) for the financial year 2017-18.

(i) Year of Establishment of firm/company with proof.
(ii) Number of similar nature works, cost of each work (equal or greater amount)
Scope of work with verification from concerned Executive Engineer.
(iii) Name of similar project already completed during last three years with completion certificate
from the concerned officer and number of projects presently in hand along with their magnitude
and period and report about quality and pace of work from the client department.
4. Proof of financial standing duly supported with Documentary Proof /Bank Certificate (Balance
sheet duly certified by the concerned bank officer be provided.)
5. Proof of registration with the Income Tax Department and registered with Punjab Revenue
Authority along with a certificate of payment tax for the last three financial years.
6. Particulars of specified construction equipment/machinery available with the firm/ contractor with
verified ownership documents, specially mention equipment the applicants intend to deploy to the
work/ works Applicant should also include the yearly increase in T&P in the last three years.
7. List of equipment with its number/make/model/condition and location along with proof of its
ownership.

(i) Permanent business management, financial management and technical staff
(ii) List of Graduate Engineer, Sub Engineer, Surveyors and Draftsman on the Pay Roll of firm
(with proof) along with their experience and standing with the company/firm and appointment
letter, proof of payment of salary of technical clerical staff.
9. (i) The applicant must establish its financial soundness and a certificate from chartedAccounts
firm. Copy of up to date balance Sheet should also be part of application.
(ii) Bank certificate and Bank statement clearly indicating financial strength of the firm
Contractors for last three years.
(iii) Bank documents to establish financial bid capacity & Proof of Credit line if any.
10. Details of any Arbitration/Litigation or similar proceeding against any Government or SemiGovernment Department, showing extent and result.
11. Undertaking on judicial paper Rs. 100/- that the firm was never black listed by any of the
Government of Semi Government organization.
RULES & REGULATIONS
1. The contractor not pre-qualifying will be communicated the reason for non-Pre-Qualifying.
2. Any concealment about the information detail mentioned above will result into disqualification of
the firm.
3. In case of incomplete information, Pre-Qualification/application will be rejected and will not be
considered for Pre-Qualification.
4. No court proceeding against the pre-qualification committee will be allowed and the decision of
the committee will be final.
5. Applicant Firm/Contractor is required to give undertaking that they have carefully studied the PreQualification Notice/Documents and will abide by the rules & regulations.
NOTE:
Pre-Qualification Proforma will be issued at cost of Rs. 3000/- Non-Refundable (for each package)
up to 27.07.2017 (Thursday) Documents fee and for documents which will be issued by the Head Clerk
which are to be filled in and submitted along with other documents before the last date of submission of
documents for Prequalification).
These documents preformed should be filled in and signed by the original contractor and not be
any authorized persons.
