It has the responsibility for integrated multi-modal transportation planning, providing the financing for the design and construction of major transportation projects, and developing partnerships with local governments and with the private sector for the provision of transportation infrastructure. In addition, the Partnerships Department is responsible for developing and delivering transportation infrastructure projects through partnerships that are characterized by cost sharing with, or cost recovery from, users and other beneficiaries, and capturing the enhanced value of public land with the cooperation of local governments. The Partnerships Department also has the responsibility to generate significant revenue from non-highway use of rights-of-way and titled land held for future transportation infrastructure requirements and surplus property resulting from the development of new transportation infrastructure. The department undertakes extensive project monitoring, evaluation and review activities to ensure that projects funded by the Ministry of Transportation and Infrastructure are delivered within approved scopes, schedules and budgets. The Properties and Land Management Branch is responsible for several billion dollars in land and water assets held by the BC Transportation Finance Authority (BCTFA) or Provincial Crown. Land areas are comprised of regional public airports, ferry terminals, port leases, abandoned railways and properties held, or no longer required, for Transportation Project purposes. The branch generates $25 million annually through property sales and an additional $2 million in tenure revenues. Of significant importance is the branch’s role in promoting investment by the private sector and other levels of government in transportation infrastructure. The branch identifies and participates in the establishment of complex partnership and contribution agreements to facilitate infrastructure development, and delivers on multi-year land development and marketing projects resulting from those agreements. The branch also plays a key role in the planning and engineering of transportation projects to ensure optimum land use and value. PURPOSE OF POSITION The Land Project Manager is responsible for managing land improvement projects to gain significant enhancements in land value and/or land use and, plays a key role in administering partnership and contribution agreements. This position is also responsible for marketing of surplus lands and administration of leases, licenses and other revenue producing responsibilities. 90042 and 105351 LandProjMgr May 25, 2012 NATURE OF WORK AND POSITION LINKS The position reports to the Manager, Property Development and Marketing managing projects that contribute to meeting annual revenue targets. Property Assets under the responsibility of the Properties and Land Management Branch include BC Transportation Finance Authority (BCTFA) titled properties, ferry terminals, abandoned rail lines, provincial Crown land designated for regional public airport use, and port leases, and properties formerly used as gravel pits. Position Links: Ministry Staff – lead the development of formal partnership and contribution agreements and participate in identifying regional projects where opportunities exist to better the value of land. Local Governments/First Nations – liaise/consult on land development issues and address areas of concern. Other Ministries – collaborate on the development of lands and confer on land development projects. Public – respond to inquiries about development of land. Landowners and Developers – liaise on the development of lands and possible impacts to privately owned lands. SPECIFIC ACCOUNTABILITIES / DELIVERABLES Land Improvement or Marketing Projects 1. Identify opportunities for land improvements that may benefit from development of value-added services. 2. Prepare land development plans and lead development projects. 3. Determine resources required, estimate costs, and acquire project resources (e.g., project managers, land engineers, appraisers, surveyors, etc.). 4. Manage the gathering of detailed information about the property and region ( managing contracts for geotechnical studies, environmental assessments, land use assessments, appraisals, etc.). 5. Negotiate and administer partnership agreements and project contribution opportunities. 6. Prepare business cases to support recommendations regarding new property acquisitions to improve existing land value or use. 7. Establish relationships and negotiate key components of land and infrastructure improvements with First Nations, Utilities and Local Governments to obtain their acceptance of the enhancement strategy. 8. Identify opportunities for property consolidation and/or acquisition in order to maximize land values. 9. Follow all required processes for marketing of surplus properties and lead on assigned marketing strategies. 10. Allocate or ensure the allocation of revenues resulting from the project in accordance with partnership agreements. First Nations Consultation 1. Implement the consultation structure and processes for Land Management Branch. 2. Participate in development of consultation strategies for specific land disposition projects. 3. Recommend enhancements to Branch consultation processes based on research of consultation methods. 4. Ensure consultation processes, and consideration of First Nations’ aboriginal interests and/or treaty rights and/or accommodations, are documented. 5. Coordinate consultation processes. 6. Negotiate or oversee the negotiation of property disposition agreements with representatives of First Nations. 7. Assess aboriginal interests potentially affected by Crown land dispositions. 8. Ensure government’s legal obligations towards First Nations are met. 9. Draft and review consultation letters and, reviews/prepares consultation summaries. FINANCIAL RESPONSIBILITY Contribute to the management of a range of activities that affect: An average of $25 million in annual revenues generated. $1.2 – 1.5 billion in assets managed. $3 to 4 million annual operating budget related to property development.
