General admission will be Adult $5.00 & Children/Students (5-18) 2.00. Senior Adults 55& Over $2.00. Programs are available through the Tifton Sertoma Club. Entry Fee is $150.00 for a single elimination format. POINTS OF INTEREST 1. Players with striped helmets are eligible to punt and kick on kick-offs/field goal attempts (All Kicking is Dead Ball Plays) – No fake punts or kicks allowed per Bowl Rules. All other ball handling rules apply. Punts in 12/125 can still be returned. 2. The age control date is AGE PRIOR TO SEPTEMBER 1 of the current year. 3. Entry Forms are due October 21st, 2016. All Program Rosters, Official Rosters and Birth Certificates must be received no later than Friday, October 28th, 2016 (close of business day). An additional charge of $50 will be assessed if birth certificates are not received by October 30, 2016. In order to be in our program, all rosters must be returned by Monday Oct.31st, 2016. 4. Players may only have to be weighed ONE TIME, with the following exceptions: Players may choose to weigh in ONE HOUR PRIOR TO THEIR FIRST SCHEDULED GAME OR FIRST SCHEDULED GAME OF THEIR WEIGHT/ AGE DIVISION. Player’s not meeting weight requirements for their first scheduled game may weigh in prior to any following games. Players absent from their first game must weigh in prior to any following games. Once the weight requirement is met, that player does not have to be reweighed unless eligibility is questioned. If coaches want to personally witness opposing team weigh, they should be in scale room no later than one hour prior to game time. *All players will be weighed regardless of position and the actual weight will be recorded on the official roster prior to the first game played. Each team will be allowed two-weight protests per game. If player is deemed eligible, protesting team will be charged with a time out. If all time outs have been used, then an unsportsmanlike penalty will be assessed. If a player is deemed ineligible, it will result in the player and coach ejections and/or disqualification of team from tournament. All protests must be made prior to the conclusion of the game. BIRTH CERTIFICATES ARE MANDATORY FOR EACH PARTICIPANT. NO TEAM WILL BE ALLOWED TO PLAY WITHOUT “PROOF OF AGE” (BIRTH CERTIFICATES ONLY). BIRTH CERTIFICATES ARE TO BE SUBMITTED WITH THE REGISTRATION FORM. TCRD SERTOMA THANKSGIVING BOWL PLAYING RULES: 1. GOVERNING BODY – Georgia High School Rules will prevail except in the special rules listed here (high school position numbering system will not be used). The Tift County Recreation Department will make all decisions in any controversy, which might arise through misunderstanding or conflict. 2. ELIGIBILITY – Official weigh-in will be ONE HOUR prior to the first scheduled game with the following exceptions: A. Players not making weight for their first scheduled game may weigh in prior to any following games. B. Players absent from their first game must weigh in prior to any following games. Once weight requirements have been met players do not have to be reweighed again, Exception: Eligibility Weight Challenge/Protest (5 lb Variance Rule). *If a player is found to have not weighed in, a penalty for player and/or coach will be as follows: EJECTION FROM FACILITY AND PLAYER EJECTION FOR THE REMAINDER OF TOURNAMENT. 3. WEIGH IN PROCESS AND PROCEDURES: All players will be weighed regardless of position and the actual weight will be recorded on the official roster prior to the first game played. Each team will be allowed two weight protests per game. If player is deemed eligible, protesting team will be charged with a time out. If all time outs have been used, then an unsportsmanlike penalty will be assessed. If a player is deemed ineligible, it will result in the player and head coach ejections and/or disqualification of team from tournament. All protests must be made prior to the conclusion of the game. (All protested players must weigh within a five pound variance for the actual recorded weight prior to the first game). Participants may weigh in shorts/ girdle and t-shirt, if necessary. Unofficial weigh-in will be available at TCRD convenience. If a player is found to be overweight at official weigh-in, he will be ineligible to carry or advance the ball in that game. He may weigh in again for the next game. THERE WILL BE NO EXCEPTION TO READING OF OFFICIAL SCALES! Any team(s) found utilizing ineligible players will be penalized either by player ejection and/ or team forfeiting the game. 3 2016 TCRD/ SERTOMA 54th THANKSGIVING BOWL TIFTON GEORGIA November 15th, 17th, 19th, 21st, 22nd & 23rd, 2016 STRIPED HELMET: A striped helmet represents an interior lineman in a down position from tackle to tackle on both defense and offense. EXCEPTION: Players with striped helmets are eligible to punt and kick on kick-offs/field goal attempts (all kicks are dead ball plays- no fake kicks allowed). If a player and/or coach is observed or found to have removed the stripe from their helmet, Coach and/or Player will be ejected from the game with an unsportsmanlike penalty being assessed and possibility of forfeiting the game. Clarification: A striped helmet player may recover a fumble or intercept the ball; however, at the time of recovery or intercept the player CANNOT ADVANCE the ball- (they must be under weight class to carry/handle the ball, exception punt/kick). Play is dead from the spot once recovery or intercept has occurred. Penalty: after warning or if player continues to try and advance the ball, it will be considered illegal participation and the penalties outlined in GRPA SAC Manual Section C #2 will be enforced (see info pasted below). Illegal participation, (already stated in C#2 line 7) by a maximum weight player, during the game will result in the player being removed for minimum one game (4 quarters) suspension, and a minimum two games (8 quarters) suspension for the head coach. THERE WILL BE NO EXCEPTION TO READING OF OFFICIAL SCALES! Any team(s) found utilizing ineligible players will be penalized either by player ejection And / or team forfeiting the game. Exception Below: 5 lb. Variance and then discovered outside 5 lb. during event (see below) Eligible ball carriers being challenged and then found to be outside of the five pound variance (variance is five pounds from original weigh in weight) will be striped and unable to carry the ball and must play tackle to tackle from that point on until weight limits are met. Striped helmet players may handle the ball and kick on kick-offs, punts, and field goal attempts. Please remember if this is not the scenario then the penalties outlined in the packets and manual will apply. The child above must have been eligible to carry the ball and then found to be outside the five pound variance. If they are inside of the five pound variance there is no penalty and the challenging team will be assessed a timeout or an unsportsmanlike penalty. (Started 2012) If coaches want to personally witness opposing team weigh, they should be in scale room no later than one hour prior to game time. If you are not present other team will be allowed to weigh in. Coaches are welcomed and encouraged to watch the weigh-in of the opposing team, but may not become involved in the process and may be asked to leave if necessary. 4 2016 TCRD/ SERTOMA 54th THANKSGIVING BOWL TIFTON GEORGIA November 15th, 17th, 19th, 21st, 22nd & 23rd, 2016 BALL HANDLING LIMITS: Players in the: *8/100 division shall not be 9 before September 1 and un-striped players cannot weigh more than 100 pounds. *10/115 division shall not be 11 before September 1 and un-striped players cannot weigh more than 115 pounds. *10/125 division shall not be 11 before September 1 and un-striped players cannot weight more than 125 pounds *12/125 division shall not be 13 before September 1 and un-striped players cannot weigh more than 125 pounds. In all divisions, interior line weights are unlimited. Age-roster sheets (full names & numbers) must be certified by TCRD. Roster changes may be made prior to team’s first game, at which time they become final. No participant’s name may appear on more than one roster (for example: on both a 10/125 and 12/125-team roster). The Tift County Recreation Dept. will have the right to at any time to ask coaches of any team to show proof of age with a copy of a certified birth certificate. If any player’s age is found to be incorrect or he is too old, or if birth certificate has been altered in any way, the game will be forfeited. **TCRD reserves the right to place all travel or non-GRPA Teams in the proper weight division and corresponding age group in a separate division. If this division does not make (due to number of teams) we will notify the teams in that division and you will be refunded your entry fee. 4. EQUIPMENT/ UNIFORMS: Spalding J5Y, Wilson TDY or TDJ, Wilson K2, or Macgregor youth football will be used. Another ball may be used if agreeable to both coaches. All players must be fully equipped while playing with similar shirts with numbers on the back. COLORED MOUTHPIECES ARE MANDATORY: Shoes must be worn during games and must be tennis-type shoes or athletic cleats meeting National Federation and GHSA rules. No jewelry of any type (except pre-approved medical) may be worn on the body or the uniform. Towels and other cloth on the uniform must be within GHSA and National Federation rules. CHIN STRAPS ARE MANDATORY: Chin Strap must be worn at all times during games and can either be a 4-point or 2 –point chin strap. 5. ROSTERS: List players on roster (full names) in numerical order (corresponding with jersey number listed on roster). ONLY PLAYERS AND UP TO FIVE (5) COACHES listed on the roster WILL BE ALLOWED ON THE FIELD. (TCRD reserves the right to limit the number of non-players admitted free to the game or allowed on the sideline). No player may be on more than one roster. A team may not add to a roster once play begins for that team. A team must begin with 11 players but may continue with fewer. 6. INSURANCE: Each team will be responsible for its players being covered by insurance. 5 2016 TCRD/ SERTOMA 54th THANKSGIVING BOWL TIFTON GEORGIA November 15th, 17th, 19th, 21st, 22nd & 23rd, 2016 7. PLAYING FIELDS: ALL GAMES WILL BE AT THE FRIENDLY CITY FOOTBALL COMPLEX/OPTIMIST PARK (80X53-yard playing area for Pee Wee & 100x53-yard playing area for Mite & Midget Divisions). Championships will still take place at FRIENDLY CITY FOOTBALL COMPLEX or OPTIMIST PARK. 8. OFFICIALS: High School registered officials will be used. 9. PLAYING TIMES/SCORING: Length of quarters will be eight minutes. In the case of a tie, overtime procedure will be used. Extra points may be made by run or pass. Run counts 1 point, pass counts 2 points. Dead ball kick counts 1 point. Field Goals count as 3 points and are a dead ball. If a field goal is missed inside the 20-yard line, the ball will be placed at the 20-yard line. If a field goal is missed outside the 20-yard line, the ball will be placed at the spot of the kick. 10. COACH/PLAYER CONDUCT: The officials will not tolerate any type of arguing about officiating. After being warned by an official, a coach/player can be removed from the playing field. A forfeit could be awarded for their coach/players’ conduct. 11. TIE-BREAKER PROCEDURE: The Kansas Plan (10-yard line) tiebreaker procedure will be used: A. The line-to-gain shall always be the goal line. B. No try will be made if the winner of the game has been determined. C. If team B scores a safety or touchdown during A’s series, the game is ended. D. If a safety is scored by A, the succeeding spot is the 10-yard line in possession of Team B, provided Team B’s series has not concluded. E. If Team B gains possession, the series for Team A ends immediately. F. No free kick privileges are available following a fair catch or awarded fair catch. Prior to the overtime, both teams return to their team box for a 3-minute intermission. A coin toss is held to determine which team will put the ball in play and which end of the field will be used for the first extra period. Each team is permitted one additional time-out for each extra period or series. In addition, a team retains any unused time-outs from the second half of regulation play. If after two possessions for each team, the game is tied, the ball will be placed on the 3 yard line and each team will have one play plus an extra point if needed to attempt to score. This will continue with alternating possessions until the tie is broken. If more than one extra period is required, a two-minute intermission is provided between each additional period. The first choice of options is alternated for each additional period required. The team scoring the most points in any extra period is the winner. The final team scores are the total points scored in regulation plus any points scored in the extra period(s) by each team. 6 2016 TCRD/ SERTOMA 54th THANKSGIVING BOWL TIFTON GEORGIA November 15th, 17th, 19th, 21st, 22nd & 23rd, 2016 EXCEPTIONS FOR VARIOUS AGE GROUPS FOUND IN NEXT SECTION – These exceptions will override any discrepancy not listed above. 8/100 Division Exception Rules: 1) Equipment: Wilson TDJ or K2 will be the official game ball. 2) The ball will be placed on the 20-yard line to start the game or following a score. 3) Only One coach will be allowed on the field during the game. 4) No instruction is to be given after the huddle has broken (Coach will receive a verbal warning on first offense. Thereafter may result in coaching from sideline only). 5) Coaches must stay at least ten yards from the furthest backfield player. 6) No nose guard or any defensive player lined up over either shoulder of the center. Defensive down lineman must lineup heads up on the offensive guard. *Linebackers cannot blitz to either left or right “A” Gap (between center and guard). 7) No quarterback sneak to either left or right “A” gap is allowed when quarterback is lined up under center at any time. Quarterback must follow a back if running between the guards. 8) If a team elects to punt, they must announce it to the officials. Players with striped helmets are eligible to punt and kick on kick-offs/field goal attempts (all kicks are dead ball plays- no fake kicks allowed) All other ball handling rules apply. The ball will be advanced 9) 20 yards. (Exception) The ball may not be moved inside the opponent’s 20- yard line. Georgia High School position numbering will not be used. 10/115, 10/125, 12/125 Division Exception Rules – Punt: The offensive team must verbally state their intention of punting before leaving their huddle. After a verbal declaration of punting, the clock will stop until the change of possession. 9-10 division punts will be a dead ball kick; all defensive players will take a knee during the kick except for one defensive punt receiver. The ball must be spotted where the receiver catches or controls the ball. All punts must be from long snapped formation. Players with striped helmets are eligible to punt and kick on kick-offs/field goal attempts (All Kicking is Dead Ball Plays) – No fake punts or kicks allowed per Bowl Rules. All other ball handling rules apply. Delay of game can still be called even though punts are dead ball. In 11-12 division, players with striped helmets are eligible to punt and kick on kick-offs/field goal attempts punts will become live once the official whistles in that the punter has control of the snapped football, which at that moment makes the punt returnable or gives the opportunity for a blocked punt – No fake punts or kicks allowed per Bowl Rules. All other ball handling rules apply. Punts in 12/125 can still be returned. 1) No fake punts will be allowed. 2) Georgia High School position numbering will not be used.
