REGISTRATIONANDCREDENTIALS
GENERAL:ThisisaClassITournament;opentoUSSF,USYSA,USClubSoccer,SuperYLeague,and
FIFAaffiliatedteams.
REGISTRATION:TeamsmustregisterattheMANDATORYREGISTRATION.Mandatory
Registrationisatthefieldoffirstdayofplayaminimumof1hourbeforetheteam’sfirstgame.
Failuretoappearontimeatmandatoryregistrationwillresultinautomaticdisqualificationfrom
thetournamentwithoutarefund.Atthediscretionoftournamentstaff,thedisqualifiedteammay
beallowedtocompeteasa"Guestteam.”(SeeGuestTeamrule.)Gamesnotplayedwillbe
classifiedasaforfeit.
CREDENTIALS:Teamsarerequiredatamandatorycheck-in1-hourbeforeyourfirstgameon
Saturday.ThereisnoFridayCheck-in.AttheMandatoryRegistration,teamsmustprovidethe
requiredcredentials.Allteamsmustsupply,atCheck-in,arosterfortheteam.Thiscanbea
Gotsoccer,USClub,orUSYSroster.GuestplayersmaybewrittenontotherosteratCheck-in.
AllU.S.teamsmustprovidevalidlaminatedPlayerI.D.Cardswithphotographs,andsignedMedical
ReleaseForms.YourUSYSAStateAssociationmayrequireadditionalpaperworktoplayinour
tournament,includingTravelPapersand/orPlayerLoanForms.Itisuptoyoutocomplywithallof
yourStateAssociation’srules.TeamsinRegionIVofUSYSAdonotneedanyadditionalpaperwork.
U.S.teamsregisteredthroughAYSO,SuperYLeague,USSForUSClubSoccermustprovidethe
appropriatetraveldocumentation(forUSClub,anapprovedrosterfromtheUSClubwebsite)for
theorganizationtowhichtheyareaffiliated.Internationalteamsmustprovideacertifiedteam
roster,LeagueIdentificationCards,medicalreleaseforms,TravelPapers,andPassports.
ForUSSoccerDevelopmentAcademyteams,eachteamistosupply4copiesoftheDAGameReport
whichincludesplayersnames,jerseynumbersandphotos.USSDAteamsdonotneedtoCheck-in1hourbeforegametime.
IntheeventanInternationalteamdoesnothaveLeagueIdentificationCards,aphotographofeach
playershouldbeprovidedviapassport.
Allnon-DAplayersmusthavealaminatedapprovedplayercardtoparticipate.Noplayercard,no
play.

HALFTIME:HalfTimewillbeexactlyfive(10)minutes;USSoccerDevelopmentAcademyteam
gameswillhaveahalftimeoften(10)minutes.
GAMECHECK-INCONDUCT:Priortothestartofeachscheduledgame,therefereeswillperforma
safetycheckforallplayers.TeamManagersshouldholdontoallplayercardsbutcrossoffany
playernotparticipatingineachgameontheGameCard.Donotgivetheplayercardstothereferee.
Therefereewillonlyaskforaplayercardforanyplayersentoffviareceiptofadouble-yellowcard
orstraightredcardsend-off.

SUBSTITUTIONS:Teamsmaysubstituteonlywiththereferee'spermissionandonlyatthe
followingtimes
Substitutionsshallbeunlimitedexceptwherespecifiedotherwiseintherulesandregulationsfora
specialcompetition.
ForUSSoccerDevelopmentAcademy2002,2003,and2004teamsONLY,sevensubstitutionswill
beallowedpergamewithnore-entryover3stoppages.
Substitutionsmaybemade,withtheconsentofthereferee,atanystoppageinplay.(USYSARule
302CalSouthRule2.9)
PLAYERS’ EQUIPMENT: It will be at the game Referee's discretion to determine the safety and
suitabilityofplayerequipmentincludingthewearingofahardbrace.
COACHING:AllCoacheshavetotalresponsibilityfortheconductoftheirplayers,substitutes,friends
andspectatorsatalltimes.Coachingfromthesidelines(givingdirectiontoone'sownteamonpoints
ofstrategyandposition)ispermitted,provided:
• Nomechanicaldevicesareused;
• Thetoneofthevoiceisinstructiveandnotderogatory;
• Eachcoachorsubstituteremainswithin10yardsoneithersideofthehalfwayline;
• Nocoach,substitute,orspectatormakesderogatoryremarksorgesturestothereferees,
othercoaches,players,substitutes,orspectators;
• No coach, substitute, or spectator uses profanity or incites, in any manner, disruptive
behavior.
CAUTIONSANDEJECTIONS:Aplayerreceivingtwocautions(yellowcards)inasinglegamewillbe
givenanejection(redcard).Aplayerwhohasbeenejected(sentoff),willnotbereplaced.Aplayer
whohasbeenejectedwillnotreturnforthatgameandwillnotbeallowedtoparticipateinthenext
scheduledgame(s).Aplayerwhoisejectedforviolentconductorseriousfoulplaywillnotbe
allowedtoparticipateinthenextTWOscheduledgameswithpossiblesuspensionfortheduration
ofthetournamentatthediscretionoftheTournamentDirectorbasedontheseverityofthesendoff.
AnyplayerorcoachwhoassaultsarefereewillbeexpelledfromtheTournament.Acoachwhohas
beenejected(sentoff)willbesuspendedthesameasaPlayerejection.
Duringgamesuspension(s)forcoaches:therecanbeNOcontactbetweentheteamandthecoach
duringthegameandthecoachmustbeoutofsightandsoundofthefield.Additionally,thecoach
mustnotbeinvolvedinunacceptableconduct(definedascoachinghis/herplayersbyanymeansor
method,orharassmentofopponents/players/referees/staff).Failuretoadheretothisrulewill
resultanimmediateejectionfromthetournamentforthecoach.
Parentsendoffswillresultintheparentbeingsuspendedfromattendinganyfurthergamesforthe
remainderofthetournament.Aparentsendoffcanalsoresultintheteamforfeitingthatgameand
allremaininggames.
SUSPENDEDANDTERMINATEDGAMES:Ifintheopinionoftherefereeagamemustbe
suspended(forreason),thegamemayberesumed,butissubjecttobeingendednotlessthanfive
(5)minutespriortothescheduledstartofthenextgame.Ifintheopinionofthereferee,agame
mustbeterminatedformisconductofplayers,bench,coaches,orspectators;theoffendingteam
couldbesuspendedfromfurtherplayandwillforfeitthatgameandallremaininggames.All
previouspointsearnedremainasplayed.Additionally,thehomeleagueandStateAssociationwill
becontactedasappropriate.Allfinaldecisionsongamesbeingterminatedwillbemadeby
TournamentDirectororDesignatedOfficial.

INJURY:Delaysofthegameduetoinjurywillnotresultintimebeingaddedtothegame.However,
allpreliminarygameswillbeterminatednotlessthanfive(5)minutespriortothescheduledstart
ofthenextgame.Allgameswillbeplayedonarunningclockwithnostoppagetime.
TOURNAMENTCOMPETITION
REFEREEDECISIONS:Thedecisionsoftherefereeregardingfactsconnectedwithplayarefinal.
Therefereemayonlychangeadecisiononrealizingthatitisincorrector,athis/herdiscretion,on
theadviceofanassistantreferee,providedthathe/shehasnotrestartedplay.
DETERMININGWINNERS:Teamswillbeawardedpointsonthefollowingbasis:
-Three(3)pointsforeachwin
-One(1)pointforeachtie
-Zero(0)pointsforeachloss
Intheeventtwoteamsaretiedinpointsattheendofbracketplay,theteamstoadvancewillbe
determinedasfollows:
1. Thewinnerinheadtoheadcompetition
2. Bestgoaldifferentialinoverallcompetition
3. Mostgoalsfor
4. Mosttotalwins
5. Mostshutouts
6. Fewestredcardsinoverallcompetition
7. Ifatiestillexistsaftersteps1through6,acointosswillbemadewithtwotournament
officialspresenttheresultofwhichwillthenbecommunicatedtoeachteammanager.
Intheeventthreeormoreteamsaretiedinpointsattheendofbracketplayorinthe
determinationofawildcardteam,thetournamentwilllooktoeliminateoradvanceteamsbased
onapplyingcriteria2through7aboveuntilteamsareadvancedoreliminated.Afterapplyingeach
tiebreakingcriteria,thetournamentwillattempttofillthespot(s)availablefromtheremaining
teams.Ifatiepreventsallspotsfrombeingfilled,theteamswhoqualifywillbeadvanced,theteams
notinvolvedinthetiefortheremainingspotswillbenotbeadvanced,andtheteamstiedforthe
remainingspotswillbeevaluatedunderthenextcriteriaonthelist.Intheeventthatalltiebreaking
procedureshaveleftthreeormoreteamstied,teamnameswillberandomlyselectedbydrawbyat
leasttwotournamentofficialspresenttheresultofwhichwillthenbecommunicatedtoeachteam
manager.
Asanexample,inthefollowingscenarioinwhichthereare3wildcardsavailableandfiveteams
tiedwith5points:

Thetournamentwillapplycriteria2(goaldifferential)totheaboveteamstofillthreespots.
TeamAfillsthefirstspot,butthreeteamsaretiedwitha+3differential.TeamEiseliminated,
andTeamsB,CandDareevaluatedunderthenextcriteria(goalsfor).TeamsBandCare
awardedthefinaltwospots.
HOMETEAM:TheHomeTeamwillbetheteamwhoappearsfirstonthegameschedule.Thegame
ballswillbesuppliedbytheTournament.ThegameballswillbesubjecttoRefereeapproval.The
HomeTeamwillberequiredtoswitchtoalternatejerseystoaccommodateacolorconflictas
declaredbythereferee.IftheHomeTeamcannotsupplyalternatejerseys,theHomeTeamwill
forfeitthegame.TheHomeTeamwillhavetheselectionofthebenchtheywishtoplayfrom,and
thedirectioninwhichtheywouldliketoplaybeforetheinitialkickoff.
VISITINGTEAM:TheVisitingTeamwillbetheteamwhoappearssecondonthegameschedule.
TheVisitingTeamshallbeawardedtheinitialkickoff.
SPECTATORS:AllspectatorsaretobeontheoppositesideofthefieldfromtheTeamBenches.In
thespiritofsportsmanship,weaskspectatorstobeonthesamehalfastheirteam.
FORFEITS:Anautomaticforfeitwillbegivenifanyofthefollowingoccur:
1. Ateamisnotpresentandreadytoplaywithaminimumnumberofeligibleplayers,an
eligiblecoach,andverifiedplayercardswithin5minutesaftertheoriginalkickofftime.
2. Ahometeamisunabletosupplyalternatejerseysinthecaseofcolorconflict.
3. AteamfailstocheckinatMandatoryRegistration.
4. Ateamwhoseactionsasdeterminedsolelybytherefereecausethegametobeterminated.
Allteamswhoforfeitwillhavethegame(s)scoreda0-1loss.Thewinnerwillbeawardedthree
(3)tournamentpoints.
Withregardsto#1aboveandinthecasethatplayers,coachorplayercardsarriveafterthe
matchhasbeenforfeited,bymutualconsenttheteamsmayelecttoplayashortenedmatchthat
mustendatleast5minutespriortothenextgame’sscheduledstarttime.
PROTESTS:NOPROTESTSWILLBEALLOWED.
DISPUTES:Gameconductisunderthejurisdictionoftherefereeandthetournamentwillnot
overruleareferee’sdecision.AlldisputesoffthefieldofplaywillbesettledbytheTournament
Directororbythedesigneeandthedecisionwillbefinal.
SURFCUPSPORTSPARKRULES:AllparticipantsandspectatorsmuststrictlyadheretoPark
rules:
1. Stayawayfromthestablesandhorsesatalltimes.
2. NodogsareallowedattheSportsPark.
3. Keepoffofabovegroundsprinklersandirrigationequipment.
4. Drivecarsonlyindesignatedareas.FollowallsignsandParkingAttendants.No
overnightparking.Carsleftovernightaresubjectedtobeingtowedatowner’s
expense.
5. Noartificialnoisemakersareallowedduringthetournament.
6. NoparticipantsorspectatorsareallowedintheSportsParkpriorto6:30am.
SOCALSPORTSCOMPLEXRULES:AllparticipantsandspectatorsmuststrictlyadheretoComplex
rules:
1. Stayofftheslopesandfences.
2. NodogsareallowedattheSportsComplex.
3. Drivecarsonlyindesignatedareas.FollowallsignsandParkingAttendants.

Tournamentscontrolleadingtoacompletecancellationoftheeventinwhichnogamesareplayed,
SurfCupSportsmayrefundamaximumof25%oftheTournament’sregistrationfees.

ALLDIVISIONSEXCLUDINGUSSDATEAMS
Allagegroupsanddivisionsareguaranteedfour(4)gameswithamaximumof5gamesforthe
teamsthatmakethefinals.PoolplaygameswillbescheduledonbothSaturdayandSunday,May
27thand28th.AllteamswillplayonMonday.FinalsareonMonday.Semi-finalscanbeeitherSunday
orMondayasscheduled.
USSDADIVISIONS
Teamswillplayatotaloffourgames,onegameperdayonMay25th,26th,28thand29th.
AllDAdivisionswillbeplayedbyUSSoccerRulesandRegulationsregardingsubstitutionpolicies
andgamelengths.
ThereareNODOGSallowedateithertheSurfCupSportsParkandtheSoCalSports
Complex.Anyonethatbringsadogwillneedtoleavewiththedog.
