ITA Protest/Appeals Procedures
DUALMATCH
1)Howandwhentofileaprotest:
AnycoachwhowishestosubmitamatchprotesttotheITAofficemustdosousingtheITATeamMatchProtestonlineformfound
ontheITAwebsite(underthe“Coaches”tab>rules).PerITAregulations,theprotestingcoachmustalsoinformtheopposing
coachinwritingoftheirintenttoprotest.BothschoolsmustbeactiveITAmembersandacoachmustfileanonlineprotestwithin
48hoursofthestartofthematch.Thisisnecessaryeveniftheopposingcoachanddesignatedrefereewereinformedofthe
protestatthetimeofthematch.OncetheITAofficereceivesaprotestitwillasktheopposingcoachtosubmitinwritingtheirside
ofthesituationwithin24hours.Whenappropriate,thedesignatedrefereewillalsobeaskedtoprovideawrittenexplanation.If
youhaveaquestionaboutITArulesandwhetherornotyoucan/shouldprotestamatch,youshouldcontacttheChairsoftheITA
RulesCommittee.
Also,pleasenotethatifamatchisbetweentwoschoolsfromthesameconference,anyprotestmustbesentdirectlytoand
handledbytheconferenceoffice,andtheITAisnotpermittedtogetinvolved.TheITAisalsonotpermittedtobeinvolvedin
anyconferenceorothernationalgoverningbodiespostseasontournament(i.e.NCAAChampionships).Noexceptions.
2)Whoreviewsaprotest?
Onceaprotesthasbeenfiled,itwillbesenttoa)anITARegionalRankingCommitteeifitinvolvesteamsfromthesameregion,or
b)theITANationalRankingCommitteeifitinvolvesteamsfromdifferentregions.AprotestmayalsobesentseparatelytotheITA
EthicsandInfractionsCommittee,ifthecasewarrantsit.Acompletelistingofregionalandnationalrankingcommitteesislocated
ontheITAwebsite(underthe“AboutITA”tab>committees).
3)Additionalinformation:
AnITARankingCommitteehastherighttomakearulingonaprotestand,ifappropriate,reverseoroverturnaresultforITA
Rankingpurposes.TheCommitteemayalsodecidethatthereshouldbenowinnerawardedforthematch.ForDivisionI,
individualmatchresultswillcounttowardsITAIndividualRankings,regardlessofwhetherornottheyhavebeenreversedor
suspendedfortheteamscorebecausetheyhavebeenplayedingoodfaith(AdoptedMay2012,ITAOperatingCommittee). The
ITAwillthenrecommendtheNCAA,NAIAorNJCAAcommitteesconsiderthisrulingforpostseasonselection/seeding.Acoachalso
hastherighttoappealaprotestrulingmadebyanITARegionalRankingCommitteetotheNationalRankingCommittee(thereare
noappealsforITANationalCommitteerulings).AconferencerulingcannotbeappealedtotheITA.Aformtosubmitmatch
protestsisavailableontheITAwebsite(underthe“Coaches”tab>rules).
ITApolicydoesnotpermitcoachestocontactcommitteemembersbeforeorafteraprotestdecisionismadetoquestionthis
decisionoraskforadditionalinformation.
THIRDPARTYPROTEST
InNCAADivisionsI,II,IIIandNAIAonly,coacheswillbeallowedtoprotestaviolationoftheITA“1positionmove”rule(RuleI.F.4),
evenifhe/sheisnotdirectlyinvolvedwiththematch.Thismeansthatifacoachisnotcompetingagainstateamwhoselineupis
inviolation,he/shecanreportthisinfractiontotheITA.Coachesthathavetheirline-upprotestedwillbemadeawareofwho
submittedtheprotest.The“1positionmove”ruleistheONLYrulewherea3rdpartyprotestcanbefiled.PleaseseetheITA
websiteforfurtherdetailsontheseprotestprocedures.
ITANATIONALTEAMTOURNAMENT
Priortothestartoftheevent,iftheconcerninvolvesranking/tournamentselectionoramatch/playermatter,theissueshouldbe
presentedtotheITANationalRanking&TournamentCommittee;oriftheconcerninvolvesanethicalorbehavioralsituation,the
issueshouldbepresentedtotheITAEthicsandInfractionsCommittee.Onceon-siteatanITAnationaltournament,thefirstlineof
recourseistheon-siteTournament/GamesCommittee.Whenimmediateactionisnecessary,theTournament/GamesCommittee
isresponsibleforreviewingthesituationandmakingallfinaldecisions.
ITASANCTIONEDORREGIONALTOURNAMENT
At a Sanctioned or ITA Regional Tournament, the Tournament/Games Committee makes the on-site decision and subsequently
notifiestheparty(ies).AllappealsmustbemadetotheRegionalCommittee.Ifthematterinvolvesethicalorbehavioralsituations,
itmustbepresentedtotheITAEthicsandInfractionsCommittee.
GENERALAPPEALS
AppealsmaybemadeonaregionalleveltotheITARegionalCommittee;onanationalleveltotheITANationalTournamentand
RankingsCommittee;ortotheITAEthicsandInfractionsCommitteeforissuesinvolvingethicalofbehavioralconcerns.Thereare
noappealsforITANationalCommitteerulings.
