Lead delivery of new build programme. Help facilitate and support delivery of new affordable homes programme with partners in Bolton. The post holder will be employed by Bolton at Home, report to the Chair of BCH, and be based with the Housing Strategy team to maximise the benefits and opportunities of partnership working. Qualifications: Educated to degree level or equivalent eg HNC/HND Experience: Experience of working in local government or housing / regeneration Main areas of work: To plan and manage the BCH Budget planning process and day to day budget management To ensure effective resource procurement and investment for BCH to deliver its objectives. To manage the staff in the BCH Team, including directing workloads, managing performance and personal development. To support the development and delivery of Housing Strategies, including a lead role in developing Strategies on Affordable Homes and Development To ensure BCH Ltd and the Strategic Partnership operate effectively, including developing appropriate administration and management processes Responsible for developing Affordable Housing Policy and lead on negotiations with developers regarding Affordable Housing Provision and Requirements on new residential development proposals To act as Company Secretary and to ensure timely and accurate completion of all company returns and audits to Companies House. 3 To work with colleagues in Development and Regeneration Department in identifying, analysing and informing partners, other Council Departments, Elected Members and customers of the implications and requirements of national and regional policy initiatives and developments To make a significant contribution to the monitoring and performance improvement of the housing system in the Bolton area To ensure BCH projects are effectively delivered and monitored. To advise BCH Board members on the longer term planning for BCH Ltd and Strategic Partnership To represent BCH and the Council on a range of issues with the Homes & Communities Agency, Bolton MBC and Elected Members To contribute to the development of Housing and Regeneration Strategies as appropriate by playing an active role in the relevant management teams To assist BCH to play a full role in the emerging Greater Manchester agenda for housing, planning and public service reform in conjunction with the Head of Housing Strategy To support BCH Members in maximising the benefits they bring to, and receive from the partnership To establish relevant links between BCH and wider Vision and Greater Manchester partnerships to ensure that the wider benefit’s of housing are recognised and able to deliver opportunities for our communities in Bolton. To actively develop appropriate joint services and delivery mechanisms to improve services for BCH customers To deliver the decisions of BCH and feedback regular progress reports, including, where appropriate, reports to Bolton Council and partners To represent BCH and Bolton Council at appropriate meetings with AGMA regarding the provision and delivery of affordable housing To coordinate and ensure that BCH partners participate and contribute to the delivery of the Community Strategy, including representation at the Bolton Vision Partnership 4 Competencies: There are seven Technical competencies, six Leadership competencies and five Organisational competencies for this role.
