JOB PROFILE TITLE: BC COMBATIVE SPORTS COMMISSIONER CLASSIFICATION: STRATEGIC LEADERSHIP JOB OVERVIEW To lead the establishment of the Provincial Athletic Commission under the Athletic Commissioner Act, which provides regulatory control and supervision for professional combative sports events held in British Columbia. The position leads the planning, development, delivery and evaluation of provincial programs and policies relating to professional combative sports. ACCOUNTABILITIES Required: Responsible for the regulation and supervision of professional contests or exhibitions in combative sports in accordance with the Athletic Commissioner Act and its regulations as well as any licensing and permitting under the Act and the enforcement of the Act and the regulations. Acts as a statutory decision maker under the Athletic Commissioner Act. Establishes and maintains effective working relationships with all Ministry groups, external agencies and organizations including police and health agencies, local government offices, and the private sector. Leads the development and implementation of strategies, plans, standards and policies. Manages human resources, budgets, facilities, contracts and agreements for the Athletic Commission. Directs, negotiates and manages professional service contracts for regional compliance/inspection officers, including official provincial licensing protocols for this service. Provides leadership to regional compliance/inspection officers in the application and interpretation of legislation, regulations and policies related to combative sports in BC and on the resolution of areas of conflict. Develops financial forecasts to aid in budget preparation by undertaking revenue analysis. Leads pro-active consultation with the public, local government, law enforcement and medical stakeholders relating to the combative sports industry to develop and maintain cooperative working relationships conducive to the achievement of provincial goals. Represents the ministry and/or the Assistant Deputy Minister on committees and in meetings on issues with stakeholders and other jurisdictions with the authority to negotiate solutions Develops and manages delivery of required monitoring, reporting and information management for professional combative sports programs and policies in BC. Implements provincial policy and recommends changes and improvements to policies connected to the Athletic Commissioner Act and professional combative sports in BC. Provides advice to the Minister, Deputy Minister, Ministry Executive, senior government officials on the Athletic Commissioner Act and the provincial role in the professional combative sports industry in British Columbia. Leads and/or contributes to the development of any new or related legislation connected to the Athletic Commissioner Act. Develops and directs the implementation and evaluation of performance standards, service levels and operations relating to the implementation of the Athletic Commissioner Act. Develops annual and long term business and service plans for the Commission for incorporation in the ministry service plan. Supervises staff including assignment of work, development and evaluation of performance plans, approval of leave, and has the delegated authority to respond to grievances at Step 2, up to and including recommendation for dismissal. JOB REQUIREMENTS Related degree or diploma or equivalent. Experience in the management and supervision of geographically dispersed staff and/or contractors. Experience in a senior management role leading new business development projects. Experience establishing collaborative relationships with senior leaders across the Provincial Government, across Municipalities and with the private sector. Experience in strategic business planning, contract management and financial management. Experience in the interpretation and application of legislation Prefer experience in leading a regulatory or compliance and enforcement agency Prefer experience developing and implementing a provincial regulatory scheme involving licensing, inspections or investigations and reporting Prefer experience in conducting quasi-judicial or administrative hearings and issuing decisions Prefer experience in managing multiple resources in a delegated model Prefer experience in developing, implementing and publicizing policies and procedures within a regulatory agency Successful completion of security screening requirements of the BC Public Service, which may include a criminal records check, and/or Criminal Records Review Act (CRRA) check, and/or enhanced security screening checks as required by the ministry (Note: It is important that you read the job posting carefully to understand the specific security screening requirements pertaining to the position).
