Report Developed for: California Youth Advocacy Network CYAN 3-E-3 Policy Record July 2016 1 Background The California Youth Advocacy Network (CYAN) strives to reduce the burden imposed by tobacco in all California communities by empowering youth and young adults to advocate for local policy change. CYAN’s College Program facilitates the adoption and implementation of 100% smoke or tobacco-free policies on California college and university campuses. The program provides presentations, trainings, and resources designed to support colleges in strengthening tobacco-related policies as well as tobacco prevention and cessation programs. Additionally, CYAN’s College Program coordinates a statewide advocacy coalition, Campuses Organized and United for Good Health (COUGH), which aims to eliminate tobacco from all colleges and universities in the state. Objective 3 specifically aims to facilitate the adoption and implementation of a 100% smoke or tobacco-free policy at a minimum of 50 college and university campuses, including community colleges and trade and technical schools by June 30, 2019. To meet the requirements of Objective 3’s Activity 3-E-3, between July 2015 and June 2016, CYAN reviewed existing tobacco-related policies at California public colleges and universities. The policies were evaluated according to their strength with the use of an established rating system. Policies reviewed will be tracked over the five-year project cycle in order to monitor how many policies have been amended to become stronger and the number of new policy adopted. See Appendix A for a complete listing of colleges tracked. Zetetic Associates, Inc., an external evaluation firm, analyzed and reported the policy assessment results. Collecting and Scoring College Policies College tobacco use policies were evaluated according to their strength with the use of an established rating system. These policies are collected on a regular basis and recorded in the 3E-1 database. In June, CYAN does a massive policy search of all public colleges and universities to confirm the recorded policies are correct. The first collection of policies occurred in July 2014 (baseline data), second round in June 2015, and the current round of policies reviewed for this report were confirmed in June 2016. The rating system was developed by looking at the various types of tobacco use policies a college can adopt. The highest level or rating was given to colleges with a tobacco use policy that included 100% smoke-free, tobacco-free, and vape-free language. These policies were the most aggressive regarding tobacco use; therefore, they received a rating of "100" points. In contrast, college policies with a rating of "70" points allow tobacco use in parking lots only. The colleges without a documented tobacco use policy received a rating of "0" points. It is important to note that colleges scoring “0” are not in compliance with Smoke-free Entry Law Assembly Bill 846, which amended the California Government Code Sections 7596-7598. This law requires all publicly-owned businesses, including California public colleges, prohibit smoking within 20-feet of a main entrance, exit, and any operable windows. Policies could CYAN 3-E-3 Policy Record July 2016 2 receive an additional 5 "bonus" points if the policy includes language on electronic smoking devices. Table 1 reviews the policy rating and rating description used. Table 1. The policy language was gathered from the CYAN’s College Policy Database. The database is updated throughout the year to include current tobacco use policies on public colleges and universities. CYAN obtains copies of college policy through a variety of channels including college websites, policy manuals, and course catalogs. If CYAN is unable to locate the current smoke or tobacco-free catalog, staff contacts the college/university to request an official copy of the policy. CYAN has maintained the College Policy Database for 14 years. Findings Strong Comprehensive Policies As of May 2016, 54 (37%) of California’s 146 public colleges and universities are 100% smoke or tobacco-free. Of these, 41 campuses are 100% smoke/tobacco-free including e-cigarettes. During the 2014-2015 academic year, eight campuses adopted a stronger policy. During the 2015-2016 academic year, nine campuses adopted a stronger policy. Within the last few years, most institutions adopted policies addressing the use of all tobacco products (including ecigarettes) versus smoke-free or secondhand smoke policies. City College Moorpark Community College Sacramento City College Saddleback Community College CYAN 3-E-3 Policy Record July 2016 4 E-Cigarettes In the past three years, many college campuses have amended their existing policies to prohibit e-cigarettes and other electronic smoking devices in the same locations where combustible tobacco products are prohibited. In July 2014, 66 public colleges included e-cigarettes in their smoke or tobacco-free policies. As of May 2016, 101 campuses have amended their existing policies or adopted new, stronger policies to include e-cigarettes. On June 9, 2016, the use of e-cigarettes will be prohibited in state-owned buildings and within 20-ft of buildings. If a college/university campuses has a policy that does not include e-cigarettes, students, faculty, staff, and visitors may be allowed to use e-cigarettes in locations where other tobacco products are prohibited under the tobacco use policy. Smoke/Tobacco-Free Policies by System UNIVERSITY OF CALIFORNIA The University of California (UC) system, including 10 educational campuses and five medical hospitals, is 100% smoke/tobacco-free, including e-cigarettes. The entire system went smoke/tobacco-free in January 2014 (UCLA, UCSF, and UCSD implemented policies prior to this date) after a systemwide policy was adopted by the University of California Office of the President in January 2012. CALIFORNIA STATE UNIVERSITY In 2002, the California State University (CSU) Board of Trustees granted authority to the 23 CSU Presidents to adopt and implement campus-specific policies. Shortly after Presidents were given this authority, all but one CSU campus strengthened their policies to prohibit smoking within 20-ft of buildings or limit smoking to designated areas. In August 2013, CSU Fullerton became the first campus in the system to adopt a 100% smoke-free policy. Shortly thereafter, on January 1, 2014, San Diego State University became the first 100% smoke/tobacco-free CSU campus. Currently, five CSU campuses have officially adopted 100% smoke/tobacco-free policies including e-cigarettes. These campuses include: Long Beach, Northridge, San Diego, San Jose, and Sonoma. Table 2. Currently, 34% (38/113) of community colleges are 100% smoke or tobacco-free. Of these, 26 campuses are 100% smoke/tobacco-free including ecigarettes, one campus is 100% smoke/tobacco-free not including e-cigarettes, 10 are 100% smoke-free including e-cigarettes, and one is 100% smoke-free not including e-cigarettes. In 2013, the Health Services Association of California Community Colleges wrote A White Paper on Tobacco Prevention and Control in the California Community Colleges to encourage the creation of 100% smoke/tobacco-free environments at all 113 community college campuses. Percent of California Community Colleges that are 100% Smoke or Tobacco-Free by Year 100% 50% 0% 2014 2015 100% smoke or tobacco free 2016 Less than 100% Summary and Moving Forward CYAN is making progress towards their objective to facilitate the adoption of 100% smoke or tobacco free policies at a minimum of 50 campuses by the end of the grant term in June of 2019. Since the start of the grant term in July of 2014, 17 public colleges and universities have adopted new policies. In addition, CYAN has worked with two private college campuses on their new policies, for a total of 19 new policies. With the introduction of Assembly Bill 1594 that would make all public colleges and universities 100% smoke/tobacco-free, CYAN is shifting their focus to private colleges. A Policy Database is being created in order to catalogue and rate the tobacco policies for the over 2,000 private colleges in California. Currently, the database is being broken down by length of time to earn a degree or certificate: <2 year, 2 year, and 4 year and funding structure of institution: for profit vs non-profit.
