9 TECHNICAL SERVICES POLICIES 9.1 TECHNICAL SERVICES 9.1.15 Directional Information Structures Background & Issues Main Roads Western Australia’s policy for roadside directional signage is to limit the number of signs on a directional sign stack to a maximum of five, with only one stack on an intersection. Directional signs are intended to guide visitors to a business. Main Roads Western Australia’s restriction on signage at intersections creates an impediment where multiple business owners requiring signage exceed the number of places provided under the policy. In order to resolve this issue, it is Main Roads Western Australia policy to require information bays to be constructed where the number of required signs exceeds five. The effectiveness of these information bays, in their generic form, however, is dubious, and an improved facility is desired. Objective 1. To identify appropriate limits on the proliferation of signs on sign stacks and the proliferation of sign stacks in the Shire in order to protect visual amenity and safety in a manner that recognises the importance of advertising for local businesses. 2. To outline Council’s role and the role of others in the development and installation of Roadside Information Bays across the Shire. 3. To set a specification for Directional Information Structures. 4. To guide the funding, development and installation of Directional Information Structures. Area of Application This Policy applies to the whole of the Shire of Manjimup. This policy does not apply to major information bays constructed by the Shire for each town. Policy Measures 1. Responsibility for Directional Information Structures 1.1. The intent of Council is not to subsidise business through the funding of structures and signage for the purpose of promoting an individual business. However, Council recognises its strategic importance in businesses. Council’s role is to coordinate the coming together of businesses in the development of infrastructure. Pre-funding infrastructure with the intent of recovering the capital investment through 1 of 6 9 TECHNICAL SERVICES POLICIES 9.1 TECHNICAL SERVICES 9.1.15 Directional Information Structures fees, and supply of suitable sites, where such sites are available on public land. 1.2. As Council’s financial capacity is constrained, priority for directional information structure construction will be given to existing sites where roadside information stacks are used due to the inability to comply with Main Roads Western Australia’s directional signage policy. 1.3. When a request for a directional information structure is received, a survey of businesses that would be included on the roadside information structure will be conducted. The survey will seek a commitment from the businesses to contribute the required annual fee, and acknowledgement that other directional signage will be removed. 1.4. A minimum of 10 businesses will be required to commit to paying the annual fee, before consideration will be given to pre-funding the information bay. 1.5. When a directional information structure is installed, all directional signage associated with businesses, except signage immediately adjacent to the business, on the subject road (and associated intersections) or in the subject area will be removed. 1.6. The full cost for advanced warning signage shall be met by the relevant businesses. 1.7. The Shire of Manjimup will undertake routine maintenance of the directional information structure, landscaping and all other facilities. The cost associated with updating signage or adding additional businesses to the directional information structure will be met by the relevant business. 2. Directional Information Structure Shelter Dimension and Colour 2.1. A standard shelter will apply throughout the entire Shire to maintain uniformity and consistency in design and construction. The shelter shall be 3.60 metres long by 3.310 metres wide by 2.100 metres and 2.585 metres high at the lower point and apex of the roof respectively. The roof of the shelter shall be curved roof panels and sit over natural galvanized steel structure with two (2) galvanized steel posts. The roof of the shelter shall be dark green on the roof top and earth brown on the underside. 2 of 6 9 TECHNICAL SERVICES POLICIES 9.1 TECHNICAL SERVICES 9.1.15 Directional Information Structures Directional Information Structure standard shelter design. 2.2. The shelter shall be located over a 6.0m by 6.0m area of earth red brick paving. 3. Information to be Incorporated on Sign Boards 3.1. The sign board shall only advertise the merits and services of the Shire and local businesses. 3.2. The sign board will incorporate a map of the Central Business District or road, relevant to the business area where the directional information structure is located. The directional information structure will also contain a map of the Shire of Manjimup and the Shire’s Logo. 3.3. The style of the information board will be as follows. 3.3.1. Local businesses information to be placed either side of the central map and Shire Logo section. 3.3.2. The signs will be metal or plastic signs set into aluminium extrusion. 3.3.3. Each sign will be arranged under the most relevant heading, such as: (a) accommodation; (b) restaurants and wineries; (c) tours and attractions; and (d) galleries, art and craft. 3.4. The Council reserves the right to install community or local government service signage on the information bay, at the Shire’s cost. 3.5. Businesses will pay for the installation and any maintenance of their own signs. 3 of 6 9 TECHNICAL SERVICES POLICIES 9.1 TECHNICAL SERVICES 9.1.15 Directional Information Structures 3.6. Each business location will be limited to one sign, irrespective of the number of separate businesses operating from that location. The dimensions of the individual signs are to be no greater than 1040mm wide by 60 mm high. All individual signs are to be uniform in size, with white lettering engraved or painted on a black background, as illustrated below. Additional symbols can be used to reflect multiple activities for the one tourism location. Use of symbols, such as star ratings, or advertising slogans, is not permitted. 3.2. Only information in respect of a business’ physical location within the area to which the directional information structure relates is to be displayed on the sign board. 4. Production, installation and maintenance of business signage on sign boards 4.1. The Shire will produce, install and maintain business signage at the individual business’ cost. 4.2. Where a business ceases to operate, or the business fails to pay the annual fee, the business’ sign will be removed from the directional information structure. 4.3. Where the number or requests for inclusion on the directional information structure exceeds the number of available spaces, selection of businesses for inclusion on the sign board will be based on the order the applications are received. Where initial surveys suggest, or the known number of businesses in the applicable area suggests, that a particular directional information structure will require a large amount of signage, the design of the structure will be adjusted, or the size of each sign will be limited, in order to allow room for the likely number of businesses. Location of the Pull-off Bay 5.1. Where the directional information structure is not readily accessible from the road and there is no safe parking bay on the road then a pull-off bay will be constructed a minimum of 30 metres from any intersection. The selection of the location of the pull-off bay is the responsibility of the 4 of 6 9 TECHNICAL SERVICES POLICIES 9.1 TECHNICAL SERVICES 9.1.15 Directional Information Structures Shire. Where a suitable location is not available, generally an information bay will not be installed. 5. Pull-off bay standards of design and construction 6.1. The design standards are generally as follow, however, where land constraints prohibit the installation of an information bay to this standard, a standard as close as reasonable will be adopted: 6.2.1. Pull-off accessway: to comprise a 2 lane at minimum 5.0m wide seal vehicle carriageway; 0.5m wide gravel shoulders on each side of seal carriageway; 6.2.2. Crossover width: 6.0m wide and constructed in accordance with the Shire of Manjimup Crossover Specification; 6.2.3. Crossover location: the crossover must be located a minimum of 30 metres from any intersection; 6.2.4. Seal type: two coat ship seal or asphalt; 6.2.5. Design speed: 10 km/hr; 6.2.6. Drainage design: 1 in 5 year ARI storm; 6.2.7. Vegetation clearance (within constraints of clearance regulation): clear of bushy vegetation and visible from the road; 6.2.8. The information shelter: the structure and shelter are to be located on the verge of the sealed (driveway) area on the side away from the main road. Administration The Administration of this Policy is by the Manager Technical Services.
