House Rules (US INDOOR SOCCER RULES are ammended only for the sake of helping the Paducah Regional Sports Plex best serve our patrons) 11/8/08, 11/23/08, 11/3/10, 10/30/14 Purpose of All Leagues and Tournaments @ the PLEX Modeling Positive Adult Behavior Teaching Principles of Teamwork Encourage Passionate Competition Under Control Pattering Attitudes for Success Good Sportsmanship Rules of the GameIt is the team managers/coaches responsibility to be aware of the guidelines, policies, and rules of Paducah Regional Sports Plex. 1. All Free kicks are direct. When a free-kick is being taken, the defending team must be a minimum of 15 feet from the ball (5 yards). A goal may be scored directly from a kickoff on U12-Adult Leagues. Not on U6, U8 and U10. 2. The ball does not have to go forward on a kick-off. Advantage Rule is used on referee’s discretion. 3. U6 size 3 ball & 2 – 12 minute halves; U8 size 3 ball & 2 – 15 minute halves; U12 size 4 ball & 2 – 20 minute halves; U13-Adult size 5 ball & 2 – 20 minute halves 4. All fouls committed against the attacking team in the goal box will result in a penalty kick. All Penalty kicks are placed on the free kick mark neared the attacking goal. The player taking the kick may not be the first person to touch the ball after it hits the wall directly from his/her shot. If the keeper touches it at any point between the kick and his next touch then it is legal to continue play. All Players on both teams stand behind the quarter line. 5. 3 Line violations. A 3 line violation occurs when a player propels the ball in the air across the 3 yellow lines toward an opponent’s goal without touching another player, the wall or a referee. The game will restart with a direct free kick from the offending teams restart mark on the quarter line. 6. Girls playing on Boys Teams and competing on Boys Divisions are NOT considered as COED teams and will be awarded only 1 point if they score. 7. Girls teams (only girls on the team) playing against Boys Teams (only boys) on U8-U19 Division will be awarded two points. 8. All goals on U8 and lower will be 1 point. 9. The maximum goal difference will be ten (10). The game does not stop, but the display of the score on the board does (TEN POINT MERCY RULE). 10.There is NO OFFSIDE. 11.Two points awarded for goal scored from behind the first yellow line on U12-Adult Leagues. 2 points will not be given from a direct freekick that goes in the net and was not touched in the run of play. 12.Playoffs will be played as following: Playoffs will be played depending on how many teams are on each division and how they finished after their regular season games. 13.All players can wear soccer cleats or indoor shoes on the large field. All players must wear indoor shoes, tennis shoes, flats on the small soccer field. NO METAL CLEATS ARE ALLOWED!!! All players must wear shin guards. Socks must completely cover shin guards. 14.Goalkeepers must wear different colored shirt than the field players. For games where jersey colors conflict, the away team shall change to a distinguishable color. 15.A goalkeeper may not play the ball with his/her hands if the ball has been passed back by a teammate using the foot. A penalty kick will be given. Goalkeeper (GK) is allowed to play the ball in a goalkeeper manner. They are not allowed to slide tackle feet first however they are allowed to challenge in goalkeeper fashion. That is up to the ref's discretion. If the GK is charged with a 2 minute penalty, they must serve the penalty. Punting, dropkicking, or throwing are allowed. 16.U10 - Adult Leagues play 7 V 7 (6 plus the goalie). A game may be played with two (2) less players than the maximum allowed for that game, i.e. 7 V 5. If a team is unable to meet the minimum number of players allowed, it must forfeit the game. 17.Substitutions are on the fly. It is at the referee’s discretion to decide, if the substitution interferes with the play and no unfair advantage shall be obtained by the team making the substitution. The player entering the field is unable to play the ball until the player being replaced has totally left the field. Violations shall direct in a direct kick for the opponent, and the offending player being a blue card violation. 18.The game shall be played in two equal halves of up to 20 minutes each (depending on the age group). Half-time interval shall be 2 minutes. Both teams are allowed a 1 minute timeout each half. Time outs can only be called following a goal by either team or by the keeper in possession of the ball. 19. All Players must serve their own time penalties. 20. Ball out of Play: A ball which strikes the side netting will result in a free-kick. A ball which strikes the ceiling will result in a free-kick directly down from the offending teams restart mark. A ball which strikes the netting behind the goal and between the corner spots will result in a goal-kick or a corner kick. If the ball is deflected and hits the ceiling, it will be considered out of play and will result in a free kick. 22. Accumulation of cards and time of penalties: 1Blue Card = 2 minutes 2 Blue Cards = a Yellow Card (5 minutes) 2 Yellow Cards = a Red Card (penalized team must play with player down for the rest of the game) 2 Red Card within a 12 month period = 12 month suspension of any soccer leagues at the PLEX. Penalties will end when the 2 or 5 minutes end or a goal is scored against the penalized team. 1 Red Card = player or coaches ejection from the game and one game suspension NO EXCEPTIONS! 23. A blue card shall be assessed for the following offenses: Slide tackles Boarding Persistent infringement Spitting Abusive Language towards a player or a referee. 24. A direct red card shall be assessed for the following offenses: Violent conduct Foul or abusive language Fighting 25. Any Player(s) observed verbally or physically intimidating another player/coach/referee during play will be addressed by the on field referee as follows. 1st offense) Verbal Warning. 2nd offense) Blue Card or Yellow Card. 3rd offense) Red Card, Game Forfeit and one game suspension for offending player(s). 26. We have added a 5 foul rule. The scorekeeper will keep track of each team's fouls each half (handballs, fouls, etc.). On the 5th foul, the scorekeeper will make the ref aware and a PK will be given. Every 5th, 10th, 15th, etc. foul will result in a PK each half. Halftime will cancel the fouls that were previously made the half before. We have added this rule to help keep the play as safe as possible. Play hard but play smart! ABSOLUTELY NO FIGHTING WILL BE TOLERATED! All parties involved in a dispute may be ejected from the game, league and/or facility at the discretion of the referee and facility. ****Any and all rules can be changed and/or altered at the discretion of the management. *Paducah Regional Sports Plex has the right to reclassify a team or player in order to provide a competitive program. All age groups must be combined as needed. Adult and Youth Co-Ed Soccer Rules Referees will enforce the following additional playing rules for ONLY COED Leagues: 1. Females will be awarded 2 points per goal. 2. All goals scored by a male player are scored as one point. 3. Teams must have 3 female players on the field at all times (a female GK does count as 1 of the 2 players) 4. “Own goals” will count as one point only. 5. If female is playing goalie, boys cannot take shots inside the goalkeeper area. If they score, it will be not counted as a goal. Any and all rules can be changed and/or altered at the discretion of the management. Paducah Regional Sports Plex has the right to reclassify a team or player in order to provide a competitive program. All age groups Standards of Conduct must be combined as needed Sport Plex members and guests assume an obligation to conduct themselves in a manner compatible with the Plex function as a recreational facility. When individuals agree to join patronize the Plex as aguest, the person indicates, by their presence, that they agree to act morally, cooperate with staff, anddisplay sportsmanship-like behavior while utilizing the facility. All members and guests areencouraged to exercise good judgment in caring for the safety of others, themselves and the facility.Guidelines of Conduct include, but are not limited to, the examples outlined below:1. OFFENSIVE WORDS OR ACTIONS: Spitting is strictly prohibited. Use of obscenity, insulting language,swearing, or profanity is prohibited. Harassment and/or hazing of other members or staff areprohibited. Such actions could include, but are not limited to any activity that might reasonably bringembarrassment or emotional, psychological or physical harm to an individual or might degrade orotherwise compromise the dignity of an individual.2. VANDALISM: Vandalism is the willful or malicious destruction or defacementof property. Zero tolerance for any damage caused by vandalism. TheExecutive Director and/or Board of Directors will determine disciplinary action taken due tovandalizing.3. DISORDERLY CONDUCT: Personnel has the authority to demand that unrulymembers and/or guests leave the facility. Examples include, but are not limited to:vandalism, spitting, hanging from basketball rims, yelling, fighting, profanity,and/or violating any other rules and regulations.The Paducah Regional Sports Plex reserves the right to enforce all rules and regulations of the facility. Staff members and/or Board Members have the right to enforce strict disciplinary action, up to and including permanent removal from the facility for persons violating the rules and regulations.
