Guidance for Parents/Carers completing the declaration form
Note: parents may choose to split their Free Entitlement between two providers. Some providers do have a sole
provider policy where the maximum 15 hours of childcare are offered. If you wish to split your entitlement you
should establish the childcare offer from your chosen providers. If a provider is not able to offer 15 hours you may
choose to access your remaining entitlement with a second provider.

Entitlement - this form, along with providing evidence of your child's identity and date of birth, is the provider's
auditing requirement to prevent the possibility of fraudulent applications for funding. By completing and
signing this declaration you are entering into a contractual agreement for the entire spring 2014 term. If you
decide to remove your child this could prevent your childcare provider claiming funding on your behalf and
therefore leave you liable to pay childcare fees.
Parents will also be liable for fees where over claims or double funding is identified.
SECTION A should be completed where your child spends his/her hours of Free Entitlement funding with one
provider. Options include state nursery classes, a private/voluntary nursery or pre-school or an
independent/private school. There are places available through childminders however presently only accredited
childminders are contracted to offer the funded places.
SECTION B should be completed where you have decided to split your child’s Free Entitlement between two
childcare providers. This informs the providers that you are proposing to split your entitlement up to the
maximum of 180 hours permitted for the spring 2014 term.
N.B. If you have chosen to register your child to access a place at a state school reception class (your child will
be included on the school census register) you will no longer be eligible to claim Free Entitlement funding.

If a provider is offering fewer than 38 weeks in a school year (e.g. an independent school) your entitlement will
be reduced in accordance with the number of weeks offered. The minimum number of weeks offered in a term
is eleven, equivalent to 33 weeks in total over the course of a school year.

If the desired hours you wish to claim exceed the maximum Free Entitlement limit you must reach an
agreement with your provider(s) how this should be split and who you will pay. Your decision should be made
quickly as each provider is required to submit a headcount claim based on your chosen hours as at 16th January
2014.

All childcare providers are required to have a contract with the London Borough of Redbridge in order to claim
Free Entitlement funding. Where possible this is offered up to 15 hours per week ‘flexibly’. Providers may claim
your weekly allowance of childcare up to a maximum of 180 hours for the spring 2014 term. The annual
maximum entitlement is limited to 570 hours (38 weeks x 15 hours). Providers can offer the entitlement over an
extended period up to 51 weeks. However, if the provider(s) do offer this flexibility your total hours are still
required to be within the maximum allowed each term and for the year.
4. Providers must offer between 2.5 and 15 funded hours per week, and claim in 0.5 hour segments. Redbridge
requires providers to be compliant with the National Code of Practice (September 2013) and the Redbridge Free
Early Education Entitlement contract effective from 1st April 2013.
5. Hours cannot be increased after the headcount date of 16th January 2014. If you increase hours after the
headcount the provider can charge for these additional hours for the remaining weeks in the term. We ask that
the terms and conditions relating to unfunded hours are clearly explained in the policies/contracts that
providers have with parents. Providers will be in breach of contract if parents are asked to commit to more
hours than they wish to access or if it is suggested claiming the maximum entitlement when you are accessing
childcare for fewer than 2 days a week.
