LAW 01 - The Field of Play 1.1. Field Dimensions and Goal Size All field dimensions and goal sizes are determined by the Park and Recreation Departments for the cities of Plano, Murphy, and McKinney. In general, the field dimensions listed in the table below are a guideline to the fields provided to PSA. All Goals are NOT to be removed from the fields for any reason. All goals should be properly anchored to the ground and deemed safe by the Referee crew before any games will be allowed to be played. Nets & Corner Flags All Nets and Corner Flags will be provided by PSA. Nets are secured to the goal standards and are not to be removed for any reason. Missing or seriously damaged nets or goals should be reported to either PSA, the Senior Official, or the PSA Soccer Director. 1.3. Field Marking The fields are marked with distinctive lines that are five (5) inches wide and marked according to the dimensions for the appropriate age of players on the fields. ASK Unlimited -1- Updated July-2015 The Field of Play must be rectangular and marked with such lines. These lines belong to the areas of which they are boundaries. The two (2) longer boundary lines are called Touch Lines. The two (2) shorter lines are called Goal Lines. The Field of Play is divided into two (2) halves by a Halfway Line, which joins the midpoints of the two (2) Touch Lines. The Center Mark is indicated at the midpoint of the Halfway Line. All Kick-Offs occur at this Center Mark. A circle is marked around the Center Mark and is called the Center Circle. The radius of the Center Circle is generally ten (10) yards. That radius size is reduced for the younger age groups and the smaller fields. There may be additional marks made off the Field of Play, ten (10) yards from the Corner Arc and at right angles to the Goal Lines and the Touch Lines, to ensure that defending players retreat this distance when a corner kick is being taken. 1.4. The Goal Area Two (2) lines are drawn at right angles to the Goal Line, six (6) yards from the inside of each goalpost. These lines extend into the Field of Play for a distance of six (6) yards and are joined by a line drawn parallel with the Goal Line. The area bounded by these lines and the Goal Line is the Goal Area. 1.5. The Penalty Area Two (2) lines are drawn at right angles to the Goal Line, eighteen (18) yards from the inside of each goalpost. These lines extend into the Field of Play for a distance of eighteen (18) yards and are joined by a line drawn parallel with the Goal Line. The area bounded by these lines and the Goal Line is the Penalty Area. Within each Penalty Area, a Penalty Mark is made twelve (12) yards from the Goal Line at the midpoint between the goalposts and equidistant to them. An arc of a circle with a radius of ten (10) yards from the center of each Penalty Mark is drawn outside the Penalty Area. 1.6. Corner Arc A quarter circle with a radius of one (1) yard from each corner flag is drawn inside the Field of Play. This is called the Corner Arc. 1.7. Technical Area The Technical Area is a designated seated area for coaches, managers, other properly badged team personnel, players and substitutes as described below. The Technical Area is located at least one (1) yard back from the Touch Line and ten (10) yards from either side of the Halfway Line. The Technical Areas will be down- ASK Unlimited -2- Updated July-2015 sized to meet the specifications of the age groups playing and the respective size of the Field of Play. Only coaches, managers, other properly badged team personnel, players and substitutes are allowed into the Technical Area during the match. All of the coaches, managers, other properly badged team personnel, and substitutes must remain within the confines of the Technical Area except in special circumstances (e.g. when the coach or other team personnel enters the Field of Play – with the referee’s permission – to assess or attend to an injured player). All occupants of the Technical Area must behave in a responsible manner and are subject to the same Soccer Laws, PSA Playing Rules and Guidelines as the players on the Field of Play, including Misconducts and Ejections Each team is allowed to have up to three (3) team personnel (i.e. coach, assistant coach, team manager, etc) present in the Technical Area during a match, regardless of how many are listed on the Team Roster. LAW 02 - The Official Approved Ball 2.1. The Ball The Home team must provide a serviceable game ball. In certain cases (extreme windy conditions, proximity of the Field of Play to overgrown areas, creeks, roadways, etc), the referee may require a ball from each team or multiple balls to be on hand to use to keep the game flowing. The referee shall be responsible for determining whether any ball used in the game meets official standards for size, inflation, and other conditions which may prove dangerous to other players. A game ball may only be changed with the referee’s consent and inspection. 2.2. Ball Qualities The ball must be: • Spherical • Made of leather or other suitable material • Properly inflated • Free of defects or other dangerous cuts, scrapes, etc. 2.3. Replacement of a Defective Ball If the ball bursts or becomes defective during the course of a match: • The match is stopped ASK Unlimited -3- Updated July-2015 • The match is restarted with a Drop Ball with the replacement ball at the place where the original ball became defective. Unless play was stopped inside the goal area, in which case the referee drops the replacement ball on the Goal Area Line parallel to the Goal Line at the point nearest to where the original ball was located when play was stopped. If the ball bursts or becomes defective during a penalty kick or during kicks from the Penalty Mark as it moves forward and before it touches any player or the crossbar or goalposts: • The Penalty Kick is retaken If the ball bursts or becomes defective while not in play at a Kick-Off, Goal Kick, Corner Kick, Free Kick, Penalty Kick or Throw-in: • The match is restarted accordingly 2.4. Ball Size The following chart illustrates the ball sizes used for the varying grade levels. GRADE LEVEL BALL SIZE Pre-K 3 Kindergarten 3 1st – 2nd Grade 3 3rd – 6th Grade 4 7th Grade & Higher 5 LAW 03 - The Number of Players 3.1. Teams The game is played between two (2) teams. Team designations of “Home” and “Visitor” are determined per the PSA Soccer schedule. NOTICE: Please see the Appendix for a matrix of the numbers of players allowed per age group. No match may start or be allowed to continue if either team does not meet the minimum number of players for a match. In age groups that provide for it, one of the players must be the Goalkeeper, and shall wear a jersey that distinguishes themselves from all other players on the field. Minimum Player Participation Times (50% Rule) For all Recreational Leagues (PreK through 8th Grade), there is a minimum amount of time that each player is REQUIRED to play. 1. All players must play 50% of each half. 2. Players who show up late, at halftime or have to leave for any reason may be exempt from this requirement at coach’s discretion. 3.3. Team Roster Each team shall supply the referee with a completed roster listing the names of all coaches, managers, and other properly badged team personnel that may be allowed on the Team side of the field during a match. All players and substitutes must be listed with their unique uniform number. No game will be started unless this roster is obtained by the referee. Regardless of the number of properly badged team personnel listed on the roster, there is a limit of three (3) who are allowed inside the Technical Area during a match. Any coaches or teams that have a “Disciplinary Non-Playing Form” for players who must sit out for Red Card Ejections or other disciplinary actions must provide the Referee with the proper documentation. The referee will certify the documentation and provide it to the opposition coach as needed. 3.4. Team Substitutes All Players not participating on the Field of Play are called “Substitutes” who are also under the jurisdiction of the Soccer Laws, or PSA Playing Rules and Guidelines. Only players, coaches, managers, and other team personnel are allowed in the Technical Area. All team personnel in the Technical Area must wear in plain sight the official PSA Coaches Badge. No photographers, family members or medical staff is allowed in the Technical Area without a badge. 3.5. Substitution Procedures To replace a player with a substitute, the following conditions must be observed: • The referee must be informed before any proposed substitution is made. A team requesting the substitution must notify the referee or assistant referee for the next stoppage in play when they are allowed to substitute. • The substitute may only enter the Field of Play at the Halfway Line and during a stoppage in play. The substitutes must be up and standing at the Halfway Line, ready to enter the game, at the time of the request for substitution. Any request where the players are NOT standing at the Halfway Line may be disallowed. • When the referee acknowledges the request for substitution, the players are then called off the Field of Play. None of the substitutes may enter the Field of Play prior ASK Unlimited -5- Updated July-2015 to their counterpart leaving the Field of Play – unless the substitute is specifically beckoned onto the Field of Play by the Referee. • The substitution is completed when the substitute enters the Field of Play. From that moment, the substitute becomes a player and the player replaced has become a substitute. • The substitutions are to be accomplished in a timely manner, as a courtesy to the spirit of the game. Violations may be cautioned for Unsporting Behavior – time wasting. • All substitutes ae subject to the authority and jurisdiction of the referee. 3.6. When Substitutions Can Occur 3.6.1. Pre-Kindergarten – 1st Grade • Substitutions at the end of each quarter of play only. • All players must play one full quarter in each half start to finish. Coaches may substitute if a player becomes sick or has a medical problem, with the referee’s permission. • Coaches may substitute the Goalkeeper (where one is allowed) with any field player, by first requesting permission of the referee. 3.6.2. 2nd Grade – 8th Grade ee. Substitutions may be made at the following stoppages with the permission of the refer• Throw-In: The team that is in possession of the ball at the time of the Throw-In MUST be the team that initiates the request for the player substitution. As a result of the stoppage in play and provided that the terms of section 3.5 are met, both teams may substitute. • Goal Kick: Both teams may substitute at any Goal Kick. • After a goal has been scored: By either team. • Injury: If a coach or other team personnel is beckoned onto the Field of Play to attend to an injured player, that player must be substituted off. The opposing team may substitute as well on an equal player basis. • Half Time: By either team. • Or any other time deemed necessary by the referee. 3.7. Changing the Goalkeeper Goalkeepers may be changed at any designated substitution by the team in possession, provided that: The referee is informed before the change is made. The change is made during a stoppage in the match. ASK Unlimited -6- Updated July-2015 3.8. Players and Substitutes Sent Off Any player Ejected or Sent Off from a sanctioned PSA soccer game (once the game has officially started) shall NOT be replaced and that team must play “SHORT” for the duration of the match. If the Ejection occurs prior to the initial Kick Off, that player may be replaced. 3.9. Injured Player In the case of an injured player, the Coach (or their designee) is beckoned onto the Field of Play by the Referee to tend to the injured player. That player must be substituted for and shall not return to the Field of Play until a normal stoppage and must be approved by the near side Referee. If medical assistance is required (such as EMT or paramedics), the referee reserves the right to stop the match. If the time delay is greater than the remainder of the game, that game shall stand as of the time of said injury. 3.10. Infringements and Sanctions If a substitute or substituted player enters the Field of Play without the referee’s permission: • The referee stops play (although not immediately if the substitute or substituted player does not interfere with play). • The referee cautions the substitute for Unsporting Behavior and orders them to leave the Field of Play. • If the referee has stopped play, it is restarted with an Indirect Free Kick for the opposing team from the position of the ball at the time of the stoppage. If a player changes places with the goalkeeper without the referee’s permission before the change is made: • The referee allows play to continue • The referee cautions both of the players concerned when the ball is next out of play. In the event of any other infringements of this Law: • The players concerned are cautioned • The match is restarted with an Indirect Free Kick, to be taken by a player of the opposing team from the position of the ball at the time of the stoppage. LAW 04 - Players’ Equipment A player must not use equipment or wear anything that is dangerous to themselves or another player. 4.1. Basic & Usual Equipment The equipment worn by a player during the entire game shall consist of: Shirt or Jersey with a permanent and unique number Shorts ASK Unlimited -7- Updated July-2015 Socks Shin Guards Footwear 4.2. Shirt or Jersey Each player must wear a shirt or jersey with a permanent and unique number. Magic marker, tape, spray paint used for a number will NOT be acceptable. Any player with this type of number will not be allowed to participate. The decision of the referee is FINAL. These numbers shall be no less than four (4) inches in height. 4.3. Shorts If undershorts or tights are worn, they should be of the same main color as the shorts. Sweat pants and other long legged sportswear are allowed to be worn over the top of the shorts. 4.4. Socks If tape or similar material is applied externally, it must be of the same color as the part of the sock it is applied to. The socks must completely cover the shin guards. 4.5. Shin Guards All players must wear age appropriate Shin Guards during play. Shin Guards are defined as protective equipment that is commercially available and designed specifically to protect the shin area. Under no circumstances may any player enter the Field of Play without Shin Guards to participate in play. 4.6. Footwear Footwear must be closed toe and be safe. No metal cleats are allowed. Shoes with a “toe cleat” will NOT be allowed. The cleats must not pose a danger to any player or person on the Field of Play. 4.7. Goalkeeper The Goalkeeper shall wear colors that would distinguish that positional player from any other player on the field. Anyone replacing the Goalkeeper shall also wear a distinctive color jersey. The Goalkeeper may wear approved protective headgear or gloves. 4.8. Dangerous Equipment Players are not permitted to wear necklaces, jewelry (this includes earrings), chains, and bracelets during the game. Rings that cannot be removed must be taped to ensure that they do not present a danger to the wearer or any other player. Players wearing any of the prohibited items, once play has begun, shall be removed to their Technical Area immediately and must be re-inspected at a normal stoppage by the Referee before they may re-enter the field. ASK Unlimited -8- Updated July-2015 By PSA Rule, NO HARD CASTS ARE PERMITTED – Splints or braces are at the discretion of the Referee(s). 4.9. Blood The Referee shall send any player to their team’s Technical Area who requires treatment for any sort of bleeding, regardless whether the blood is that player’s or another player’s. Any player who is removed for either having blood on their uniform or is actively bleeding shall not return until being inspected by the Referee. No player shall be allowed to return with fresh blood on any part of their person or uniform. 4.10. Infringement For any infringement of Rule 4, the player(s) in violation shall be removed off of the Field of Play to the Technical Area to adjust the equipment or the portion of the uniform which was found to be in violation. The Player(s) shall not return without first reporting to a Referee, who shall re-inspect said violation(s) and be satisfied that the necessary repairs and or adjustment have been completed. The Player(s) shall re-enter ONLY at the referee’s permission. Should a player(s) re-enter without satisfying the requirements, that Player(s) shall be cautioned for entering the Field of Play without the referee’s permission. If play is stopped by the referee to administer a caution: The match is restarted by an Indirect Free Kick taken by a player of the opposing team, from the place where the ball was located when the referee stopped the match. LAW 05 - The Powers and Duties of the Referee(s) Each match is controlled by a referee who has the full authority to enforce the PSA Soccer Laws and Playing Guidelines in accordance to the match the referee(s) have been assigned. 5.1. Powers and Duties of the Referee Enforces the Laws of the Game Controls the match in cooperation with the assistant referees and, where applicable, with the Fourth Official or other Senior Official Ensures the field, the ball, and the players’ equipment are safe and legal. Acts as timekeeper and keeps a record of the match Stops, suspends or abandons the match, at the referee’s discretion, for any infringements of the Laws of the Game Stops, suspends or abandons the match because of outside interference of any kind. Stops play if there is a serious injury. Allows play to continue until the ball is out of play if a player is, in the referee’s opinion, only slightly injured. ASK Unlimited -9- Updated July-2015 Ensures that any player bleeding from a wound leaves the Field of Play. The player may only return on receiving a signal from the referee, who must be satisfied that the bleeding has stopped and all fresh blood is off the uniform or player. Apply Advantage. The Referee may allow play to continue when the team against which an offense has been committed will benefit from such an advantage. The Referee may penalize the original offence if the anticipated advantage does not ensue at that time. Punishes the more serious offence when a player commits more than one offence at the same time. Takes disciplinary action against players guilty of cautionable and sending-off offences. The Referee is not obliged to take this action immediately but must do so when the ball next goes out of play. Takes action against team officials who fail to conduct themselves in a responsible manner and may, at the referee’s discretion, expel them from the Field of Play and its immediate surroundings. Act on the advice of the assistant referee, Fourth Official, or Senior Official of any Rule infringements which may (or may not) result in a Game Misconduct or a Game Ejection. Prevents anyone from coming onto the Field of Play unless beckoned by the Referee. Indicates the restart of the match after it has been stopped. Provides the appropriate authorities with a match report, which includes information on any disciplinary action taken against players and/or team officials and any other incidents that occurred before, during or after the match. 5.2. Authority of Referee The authority of the Referees shall commence when they enter the facility and continue until they leave the facility. When referenced anywhere in these Rules, the word “Referee” shall refer to all Referees on the Field of Play and for the purposes herein the male gender shall refer to both male and female. 5.3. Referee Decisions The decisions of the referee regarding points of fact connected with play, including whether or not a goal is scored and the result of the match, shall be FINAL. The referees’ power to assess penalties and maintain control of the game extends to violations of these Rules committed during play, during stoppages, and as players or other team personnel proceed to and from the Field of Play. The referee may only change a decision on realizing that is incorrect or, at the referee’s discretion, on the advice of an assistant referee or Fourth Official or Senior Official, provided that the referee has not restarted play or terminated the match. Game Report The Referee shall provide a Game Report that includes both teams’ rosters, the result of the game, and any disciplinary actions taken against anyone. LAW 06 - The Assistant Referee / Other Game Officials 6.1. Powers and Duties of the Assistant Referees Two (2) assistant referees may be appointed whose duties (which are subject to the decision of the referee) are to indicate: When the whole of the ball leaves the Field of Play. Which team is entitled to a Corner Kick, Goal Kick, or Throw-in. When a player may be penalized for being in an offside position. When a substitution is requested. When a game misconduct or any other incident occurs out of the view of the referee. When offenses have been committed whenever the assistant referees have a better view than the referee. Whether, at a Penalty Kick, the Goalkeeper moves off the Goal Line before the ball is kicked and if the ball crosses the Goal Line. 6.2. Fourth Official / Senior Official PSA Senior Official may be part of the Officiating Crew. Any Senior Official has the power and authority to: Advise the referees on the Field of Play on the Rules of the Game or PSA Playing Procedures & Guidelines. Notify the Referees on the Field of Play of any Infringements, Game Misconducts, or any other actions which could result in Game Ejections. Directly discipline or Eject any Coach, Assistant Coach, Team Manager, or Substitute Player (or anyone else allowed in the Technical Area) for Unsporting Behavior. All decisions are still up to the referee’s discretion – other than the direct discipline as noted above. Law 07 - Duration of the Game 7.1. Duration of Quarters / Halves The match lasts two (2) equal halves. Interval Between Halves The time between quarters is three (3) minutes. The time between halves is five (5) minutes. If two (2) grades are combined, the rules from the highest age group will be applied. Players are entitled to an interval at half-time. Any alterations to the half-time interval may be done only with the consent of the referee. 7.3. Extending the Duration of the Half The referee is the official time keeper for the match. In order to keep the games on schedule for PSA, there are no allowances for time lost added to the half or game. Only in the case of a Penalty Kick to be taken or retaken can the duration of either half be extended until such Penalty Kick has completed. The ball does not have to be “In Play” in order for either half to be ended. This is up to the referee’s discretion. 7.4. After the game All teams are asked to quickly remove their teams, their game bags, and trash as quickly as possible from the bench areas. ASK Unlimited - 12 - Updated July-2015 LAW 08 - Start and Restart of Play 8.1. Before the Match Team warmups are NOT allowed inside the Goal Area. Both teams shall have their equipment checked prior to the start of the match, at the request of the referee and/or assistant referee, where they will inspect the teams for the proper equipment. (See Law 04). Both teams must provide a Team Roster to the referee or assistant referee (See Section 3.3). The referees will check each coach, manager, or other team personnel to ensure that each has a valid PSA Coach Badge. The referee will perform a coin toss with captains from each team. The visiting team calls the coin flip. The team winning the coin flip chooses which side to defend. The team losing the coin flip kicks off to start the game. The team winning the coin flip will kick off to start the second half. 8.2. Kick Off A Kick Off is a way of starting or restarting play: At the start of the match After a goal has been scored At the start of the 2nd half of the match At the start of each period of extra time, when applicable (e.g. during playoffs). 8.3. Kick Off Procedures All players must be in their own half of the field prior to the ball being put in play. All defending players must be outside the Center Circle before the ball is in play. The ball is placed on the Center Mark at the Halfway Line. Players must wait for the referee to signal to begin play. The ball is in play once it is kicked and moves forward in the direction of the opponents half of the field. Once touched or played, the ball becomes live and playable by either team. A goal can be scored directly from a kick-off. Teams switch ends at the beginning of the second half After a goal, the team that has been scored upon kicks off. Infringements and Sanctions If the player taking the Kick Off touches the ball again before it has touched another player: An Indirect Free Kick is awarded to the opposing team to be taken from the position of the ball when the infringement occurred. In the event of any other infringement of the Kick Off procedure: The Kick Off is retaken. 8.5. Dropped Ball A Dropped Ball is a method of restarting play when, while the ball is still in play, the referee is required to stop play temporarily for any reason not mentioned elsewhere in the PSA Soccer Laws and Playing Guidelines. If neither team has clear possession of the ball at a stoppage, the referee restarts play with a Dropped Ball. 8.6. Dropped Ball Procedure The referee drops the ball at the place where it was located when play was stopped, unless play was stopped inside the Goal Area – in which case the referee drops the ball on the Goal Area Line parallel to the Goal Line at the point nearest to where the ball was located when play was stopped. The ball is in play when it touches the ground. 8.7. Infringements and Sanctions The ball is dropped again: If it is touched by a player before it makes contact with the ground If the ball leaves the Field of Play after it makes contact with the ground, without a player touching it. If a Dropped Ball enters the goal: If a Dropped ball is kicked directly into the opponents’ goal, a Goal Kick is awarded. If a Dropped ball is kicked directly into the team’s own goal, a Corner Kick is awarded to the opposing team. LAW 09 - Ball In and Out of Play 9.1. Ball Out of Play The ball is out of play when: It has wholly crossed the Goal Line or Touch Line whether on the ground or in the air. Play has been stopped by the referee. Ball In Play The ball is in play at all other times, including when: The ball rebounds from a goalpost, crossbar, or corner flag post and remains in the Field of Play. The ball rebounds from either the referee or an assistant referee when they are on the Field of Play. LAW 10 - Method of Scoring 10.1. Legal Goal Except otherwise provided by the Rules, a Goal is scored when the whole of the ball has passed over the whole of the Goal Line – between the goal posts and under the crossbar – provided that the ball was not thrown, carried, or intentionally propelled by hand or arm, by a player of the attacking side (except in the case of a Goalkeeper within their own Penalty Area when legally propelling the ball). 10.2. Scoring All goals shall have equal value. The team scoring the greater number of goals shall be declared the winner. 10.3. Outside Interference A goal cannot, in any case, be allowed if the ball has been touched or prevented by some outside agent from passing over the Goal Line. If this happens in the normal course of play, the game shall be restarted with a Dropped Ball in accordance with Section 8.5 where the infraction occurred. LAW 11 - Offside 11.1. Offside Position It is not an offense in itself for a player to be in an offside position. A player is in an offside position if: The player is nearer to the opponents’ Goal Line than BOTH the ball and the second to last opponent. A player is NOT in an offside position if: They are in their own half of the Field of Play. They are level or even with the second to last opponent. They are level or even with the last two opponents. ASK Unlimited - 15 - Updated July-2015 11.2. Offside Offense A player in an offside position is only penalized if – at the moment the ball is touched or played by one of his team, that player is (in the opinion of the referee) involved in active play by: Interfering with play Interfering with an opponent Gaining an advantage by being in that offside position 11.3. No Offense There is NO offside offense if a player receives the ball directly from: A Goal Kick A Throw-in A Corner Kick 11.4. Infringement and Sanctions In the event of an offside offense, the referee awards an Indirect Free Kick to the opposing team to be taken from the place where the infringement occurred. RULE 12 - Fouls and Misconducts Fouls and misconducts are penalized as follows: 12.1. Direct Free Kick A Direct Free Kick is awarded to the opposing team if a player commits any of the following seven offenses in a manner considered to be careless, reckless, or using excessive force: Kicks or attempts to kick an opponent. Trips or attempts to trip an opponent. Jumps at an opponent. Charges an opponent from behind unless the latter is shielding the ball in a legal manner. Strikes or attempts to strike an opponent. Pushes an opponent. Tackles an opponent before making contact with the ball. A Direct Free Kick is also awarded to the opposing team if a player commits any of the following three offenses: Holds an opponent. ASK Unlimited - 16 - Updated July-2015 Spits at an opponent. Handles the ball deliberately – except by the Goalkeeper within his team’s Penalty Area. 12.2. Penalty Kick A Penalty Kick is awarded if any of the above ten (10) offenses is committed by a player inside their own Penalty Area, regardless of the position of the ball, provided it is in play. 12.3. Indirect Free Kick An Indirect Free Kick is awarded to the opposing team if a Goalkeeper, inside their own Penalty Area, commits any of the following four offenses. Controls the ball with their hands for more than six (6) seconds before releasing it from their possession. Touches the ball again with their hands after they have released it from their possession and before it has touched another player. Touches the ball with their hands after it has been deliberately kicked to them by a team-mate. Touches the ball with their hands after it has been received directly from a Throw In by a teammate. An Indirect Free Kick is also awarded to the opposing team if – in the opinion of the referee – a player: Plays in a dangerous manner Impedes the progress of an opponent Prevents the Goalkeeper from releasing the ball from their hands Commits any other offense, not previously mentioned in Law 12, for which play is stopped to caution or send off a player. The Indirect Free Kick is taken from the place where the offense occurred. 12.4. Cautionable Offenses (Yellow Cards) The yellow card is used to communicate that a player or a substitute has been cautioned. A player is cautioned and shown the yellow card if they commit any of the following seven (7) offenses. Unsporting Behavior Dissent by word or action Persistent infringement of the Laws of the Game Delaying the restart of play ASK Unlimited - 17 - Updated July-2015 Failure to respect the required distance when play is restarted with a corner kick, free kick, penalty kick, or throw-in. Entering or re-entering the Field of Play without the referee’s permission Deliberately leaving the Field of Play without the referee’s permission. A substitute is cautioned if they commit any of the following three (3) offenses: Unsporting behavior Dissent by word or action Delaying the restart of play 12.5. Sending Off Offenses (Red Cards) A red card is used to communicate that a player or a substitute has been sent off or ejected from the match. A player is sent off if they commit any of the following seven (7) offenses: Serious foul play Violent conduct Spitting at any opponent or any other person Denying the opposing team a goal or an obvious goal-scoring opportunity by deliberately handling the ball. This does not apply to the Goalkeeper within their Penalty Area. Denying an obvious goal-scoring opportunity to an opponent moving towards the player’s goal by an offense punishable by a Free Kick or a Penalty Kick. Using offensive, insulting, or abusive language or gestures Receiving a second caution in the same match. A player, substitute, or team personnel who has been sent off must leave the vicinity of the Field of Play and the Technical Area. Those players who are underage with no parent or guardian present may stay in the Technical Area provided that player wears a pennie or other shirt not to be confused with the other active, valid players. A player SENT OFF must sit out the team’s next League game and the coach must provide documentation form to the PSA Soccer Director that the suspension was served. 12.6. Disciplinary Committee The PSA Soccer Disciplinary Committee exists to review conduct of players, parents, coaches, officials, and spectators. Any action deemed by the committee to be inappropriate in a youth sports setting will result in a hearing with the offender. 12.7. Ejected Coach A coach, assistant coach, or other properly badged team personnel in the Technical Area who has been ejected shall relinquish their PSA Coaches Badge to the referee before leaving ASK Unlimited - 18 - Updated July-2015 the facility. If there is no other coach or parent with a PSA Coaches Badge present to take over for the Ejected Coach, the game is over. This incident shall be written up on a separate PSA Game Report Form, and sent to the Director of the PSA Soccer Program. An Ejected Coach who refuses to leave the facility within a reasonable amount of time shall cause that game to be abandoned by the referee. LAW 13 – Free Kicks Free kicks are either Direct or Indirect. 13.1. Direct Free Kick If a Direct Fee Kick is kicked directly into the opponents’ goal, a goal is awarded. If a Direct Free Kick is kicked directly into the team’s own goal, a Corner Kick is awarded to the opposing team. 13.2. Indirect Free Kick The referee indicates an Indirect Free Kick by raising their arm above the head. They maintain the arm in that position until the kick has been taken and the ball has touched another player or goes out of play. A goal can be scored only if the ball subsequently touches another player before it enters the goal. If an Indirect Free Kick is kicked directly into the opponents’ goal, a Goal Kick is awarded. If an Indirect Free Kick is kicked directly into the team’s own goal, a Corner Kick is awarded to the opposing team. 13.3. Free Kick Procedure For both Direct and Indirect free kicks, the ball must be stationary when the kick is taken and the kicker must not touch the ball again until it has touched another player. 13.4. Position of Free Kick 13.4.1. Free Kick Inside the Penalty Area A Direct or Indirect Free Kick to the Defending team: All opponents must be ten (10) yards from the ball. All opponents must remain outside the Penalty Area until the ball is in play. The ball is in play when it is kicked directly out of the Penalty Area. A free kick awarded in the Goal Area may be taken from any point inside that area. Indirect Free Kick to the Attacking Team: ASK Unlimited - 19 - Updated July-2015 All opponents must be ten (10) yards from the ball until it is in play, unless they are on their own Goal Line between the goalposts. The ball is in play when it is kicked and moves An Indirect Free Kick awarded inside the Goal Area must be taken on the Goal Area Line parallel to the Goal Line at point nearest to where the infringement occurred. 13.4.2. Free Kick Outside the Penalty Area All opponents must be at least ten (10) yards away from the ball until it is in play. The ball is in play when it is kicked and moves. The free kick is taken from the place where the infringement occurred or from the position of the ball when the infringement occurred (according to the infringement). 13.5. Infringements and Sanctions If, when a free kick is taken, an opponent is closer to the ball than the required distance: The kick is retaken If, when a free kick is taken by the defending team from inside their own Penalty Area, the ball is not kicked directly out of the Penalty Area: The kick is retaken 13.5.1. Free Kick Taken by a Player Other Than the Goalkeeper If after the ball is in play, the kicker touches the ball again (except with their hands) before it has touched another player: An Indirect Free Kick is awarded to the opposing team The kick is taken from the place where the infringement occurred. If, after the ball is in play, the kicker deliberately handles the ball before it has touched another player: A Direct Free Kick is awarded to the opposing team. The kick to be taken from the place where the infringement occurred. A Penalty Kick is awarded if the infringement occurred inside the kicker’s Penalty Area. 13.5.2. Free Kick Taken by the Goalkeeper If, after the ball is in play, the Goalkeeper touches the ball again (except with their hands), before it has touched another player: An Indirect Free Kick is awarded to the opposing team Free kick is taken from the place the infringement occurred. ASK Unlimited - 20 - Updated July-2015 If, after the ball is in play, the Goalkeeper deliberately handles the ball before it has touched another player: A Direct Free Kick is awarded to the opposing team – if the infringement occurred outside the goalkeeper’s Penalty Area. The Direct Kick is taken from the place where the infringement occurred. An Indirect Free Kick is awarded to the opposing team if the infringement occurred inside the goalkeeper’s Penalty Area. The Indirect Kick to be taken from the place where the infringement occurred. LAW 14 - Penalty Kick A Penalty Kick is awarded against a team which commits one of the ten (10) offenses for which a Direct Free Kick is awarded, inside its own Penalty Area and while the ball is in play. A goal may be scored directly from a Penalty Kick Additional time is allowed for a Penalty Kick to be taken or retaken at the end of each half or at the end of periods of extra time. 14.1. Position of the Ball and Players The Referee will not whistle for the taking of a Penalty Kick until the players and the ball are positioned in accordance with the following: The Ball must be placed on the Penalty Mark The kicker must be properly identified The defending Goalkeeper must remain on their Goal Line, facing the kicker, between the goalposts until the ball has been kicked. All other players other than the kicker and Goalkeeper must be located: Inside the Field of Play Outside the Penalty Area Behind the Penalty Mark At least ten (10) yards from the Penalty Mark – outside the Penalty Arc. 14.2. Penalty Kick Procedure After the players are properly positioned, the referee signals for the Penalty Kick to be taken. The player taking the Penalty Kick must kick the ball forward. The player must not play the ball again until it has touched another player. The ball is in play when it is kicked and moves forward. ASK Unlimited - 21 - Updated July-2015 When a Penalty Kick is taken during the normal course of play, or time has been extended at half-time or full-time to allow a Penalty Kick to be taken or re-taken, a goal is awarded if, before passing between the goalposts and under the crossbar: The ball touches either or both of the goalposts and/or the crossbar and/or the goalkeeper. The referee decides when a Penalty Kick has been completed. 14.3. Infringements / Sanctions If the referee gives the signal for the Penalty Kick to be taken and, before the ball is in play, one of the following situations occurs. The Referee still allows the Penalty Kick to proceed. The action taken depends upon the result. Throw-In Procedure At the moment of delivering the ball, the thrower: Faces the Field of Play. Has part of each foot either on or behind the Touchline & on the ground. Holds the ball with both hands. Delivers the ball from behind and over the head. Delivers the ball from the point where it left the Field of Play. ASK Unlimited - 22 - Updated July-2015 Other considerations include: All opponents must stand no less than two (2) yards from the point at which the Throw-in is taken. The ball is in play when it leaves the player’s hands and crosses the plane of the Touchline. After delivering the ball, the thrower may not touch the ball again until another player has touched the ball. 15.2. Infringements and Sanctions If, after the ball is in play, the thrower touches the ball again (except with their hands) before it has touched another player: An Indirect Free Kick is awarded to the opposing team, the kick to be taken from the place where the infringement occurred. If an opponent unfairly distracts or impedes the thrower: That player is cautioned for Unsporting Behavior LAW 16 - The Goal Kick A Goal Kick is awarded when the whole of the ball passes over the Goal Line, either on the ground or in the air, having been last touched by a player on the attacking team, and a legal goal is not scored (see LAW 10) A goal may be scored directly from a Goal Kick, but only against the opposing team. 16.1. Goal Kick Procedures The ball is kicked from any point within the Goal Area by a player of the defending team. Opponents remain outside the Penalty Area until the ball is in play. The kicker must not play the ball again until it has touched another player. The ball is in play when it is kicked directly out of the Penalty Area. 16.2. Infringements and Sanctions If the ball is not kicked directly out of the Penalty Area from a Goal Kick: The kick is retaken LAW 17 - The Corner Kick A Corner Kick is awarded when the whole of the ball passes over the Goal Line, either on the ground or in the air, having been last touched by a player on the defending team, and a legal goal is not scored (see LAW 10). ASK Unlimited - 23 - Updated July-2015 17.1. Corner Kick Procedures The ball must be placed inside the corner arc nearest to the point where the ball crossed the Goal Line. The corner flag post must not be moved. Opponents must remain at least ten (10) yards from the corner arc until the ball is in play. The ball must be kicked by a player of the attacking team. The ball is in play when it is kicked and moves. The kicker must not play the ball again until it has touched another player. 17.2. Infringements and Sanctions If, after the ball is in play, the kicker touches the ball again (except with their hands) before it has touched another player: An Indirect Free Kick is awarded to the opposing team, the kick to be taken from the place where the infringement occurred.
