Rainout Policy
In the event of total tournament rainout, partial refund equal to entry fee less
tournament startup costs. No refunds once tournament games begin.
In case of partial rainout, games rescheduled as possible.

Valid photo US Soccer ID card for each player and coach
Signed Medical Release for each player outside of STYSA
Travel permits for out-of-state teams
Coaches/Players without proper paperwork will not be allowed to

Tournament Rules
PARTICIPATION
The Tournament is open to teams of players properly registered through the South Texas Youth Soccer Association,
or other State Associations and organizations affiliated with US Soccer. Appropriate credentials must be presented
at check-in for each player. Coaches must present a current Adult Participation Pass. Players not listed on the
roster presented at check-in will be considered ineligible to participate. A player can only participate with one team
during the tournament.
TOURNAMENT FORMAT
Each team in every age group will be scheduled to play a minimum of three (3) games, except for Instructional teams
that will be scheduled for two (2) games. Every effort will be made to schedule the best matches between teams.
The Tournament Committee reserves the right to determine which age group a team will play. The Tournament
Committee will schedule the first round of games based on the information provided on the team tournament entry
forms. The Tournament Committee will use the scores from the first round of games to match-up teams for their
second round games, when applicable. The format of second round games will depend on participation. There will
be no results posted and no second round games for U4-U8 teams.
HOME TEAM
First team listed on the schedule is the Home team. For second round games, the team with the higher point
total from first round play is the home team. Home and Visiting teams will occupy one sideline on the field. Parents
and spectators will occupy the opposite side. Players and coaches will remain inside the technical area. The
technical area for purposes of this tournament is the area 1-yard outside of the touchline and between the 18-yard
lines (or equivalent for smaller fields). The referee has the authority to redefine the technical area as needed. Home
Team must change jersey color in case of color conflict.
GAME BALLS
Home team will submit at least one ball of regulation size, weight and pressure. The Referee will select a game
ball from those provided. (Note: if not suitable, Referee may select a game ball from the Visiting team.)
SUBSTITUTIONS
Unlimited substitutions may be requested at the following times:
 Prior to throw in, only by the team awarded the throw in
 Prior to goal kick, by either team
 After a goal is scored, by either team
 At half time, by either team
 After an injury when the referee stops play, by either team
 Immediately after a caution (cautioned player only)
When the referee gives permission for a substitution, either team may substitute players.
GAME LENGTH
ALL games will be played as follows:
 U4-U6
7 minute quarters
 U7-U8
8 minute quarters
 U9-U10
20 minute halves
 U11-U12 25 minute halves
 U13-U14 30 minute halves
 U15-U19 35 minute halves
SCORING
The Tournament Committee will use the scores from the first round of games to match-up teams for their second
round games, when applicable. The following scoring system will be used:
 3 points for a win
 1 point for a tie
 0 points for a loss
Tie Breakers: In the event two or more teams accumulate an equal number of points within any group, the following
tiebreakers will be considered in order until the tie is broken:
 Winner in head-to-head competition (this criteria is not used if more than two teams are tied)
 Highest goal difference (goals for minus goals against) with a maximum of three (3) goals difference per
game counted both for and against. For example, if the score is 8-3, the calculation would be +3 goals
for the winning team, -3 goals for the losing team. If the score is 6-4, the calculation would be +2 goals
for the winning team and -2 goals for the losing team.
 Total goals allowed. (Team with the fewest total goals allowed advances.)
 Penalty kicks
Progress through the tie-breaking sequence only as long as all teams entering the sequence remain tied. Once the
result at any step of the sequence is different for at least one team, standings shall be assigned using the results
from that step. Should any teams remain tied within the assigned standings, repeat the progressive sequence
starting at step (1) with only the tied teams.
Tied score at the end of regulation time for Semi-finals and Finals: No extra time. Proceed to Penalty kicks.
FORFEITS
Game time is forfeit time. A team with less than the minimum number of players at the scheduled game time will
forfeit the game. A team playing an ineligible player will forfeit the game. Forfeits will be scored as a 3-0 win for the
opposite team.
EXTERNAL CONDITIONS, WEATHER, ETC…
In the event conditions necessitate the rescheduling, curtailment, cancellation of games, the Tournament Committee
shall have absolute authority to modify tournament play as necessary.
The sounding of warning horns signals that everybody must evacuate the fields immediately, and seek
shelter in protected areas or vehicles.
Wet conditions at the Complex can cause extreme problems with parking.
Carpooling is strongly recommended, if conditions call for rain.
Parking is only allowed in the designated parking areas.
Parking within the containment levy area is prohibited.
Damages to vehicles are solely the responsibility of the owner.
PROTESTS
There is no formal protest procedure. The Field Marshal or Tournament Director will resolve all disputes after the
conclusion of the game.
TOURNAMENT COMMITTEE DECISIONS
All decisions of the Tournament Committee are final. The committee reserves the right to decide
on all tournament matters.
