South West Slopes Cricket League By Laws and Regulations As from the commencement of the 2016/17 season the South West Slopes Cricket League will be led by a committee formed as follows in this document and the League will conduct its seasons cricket as per the rules stated in these By-Laws. For all other matters not addressed in this document we will follow the MCC Laws of cricket and in the “Spirit of the game” For the purpose of this document a Division 1 player is a player registered in a Division 1 team and a Division 2 player is a player registered in a Division 2 team. The Members of the League shall consist of : Associations playing under the banner of the South West Slopes Cricket League shall provide 2 delegates to attend each and every meeting of the above mentioned League either in the form of a committee member or simply a delegate. The Committee formed shall consist of a President, Vice President, Secretary, Treasurer and Publicity officer. Each delegate shall hold one vote on all matters affecting the League. Rules and Playing Regulations Law 1 – The Players 1.1 Nomination of players Teams are expected to nominate to their relevant Cricket Associations a list of 12 players in order to be considered a registered team for the South West Slopes Cricket League. These nominations are expected to be received no later than 4 weeks prior to the commencement of the season. 1.2 Player Eligibility 1.2.1 Junior Players Players registered to participate in the South West Slopes Cricket League and any of its sanctioned competitions, who are under the age of 16 as of the 1 of October 2016 are unable to be graded and therefore can continue to play between all grades made available by the SWSCL primarily including the Premier League and Division one ; Players under the age of 16 throughout the season have no restrictions placed on them in relation to moving up and down between the two available grades. 1.2.2 Senior Players A player over the age of 16 as of the 1 October 2016, who usually plays Division One level can be demoted to Division Two for various reasons. However if a Division One player is demoted to Division Two the following restrictions are immediately placed on them : May only score 50 runs when batting - May only bowl five (5) overs when bowling. Player is also not permitted to return at end of innings after retiring st st Once a Division One graded player has played more than five games in Division Two they are unable to play Division Two, and therefore if not able to play Division 1 for any reason must then sit out that weekends match. In the case that a player commences the season as a registered Division One player and is deemed not at that playing standard he can be released via a formal permanent transfer to a Division Two side. 1.2.3 1.2.4 Finals Eligibility A player must have played a minimum of four matches for a team in order to be eligible to play Finals cricket for that team; A player “new to town” must have played at least three (3) matches AFTER Christmas to be eligible to play Finals Cricket for that team. Washed out games do count as a game for a player on the provision that they were entered into the online MyCricket system as part of the teams 12 players for that weekend by the Friday deadline. MyCricket Team Nomination Each ‘captain’ will be given a unique login to handle online information for his side in the South West Slopes Cricket League. The Captain, or a delegate appointed by the captain, must name twelve players to be his team for the upcoming weekends games no later than 5pm Friday – this is to allow teams using the MyCricket Scoring Application to download the teams at 5pm and be prepared to score the games on Saturday; 1.2.5 Failure to input the team onto MyCricket by the deadline could result in incorrect statistics used – and therefore players missing out on the End of Season Awards. First offence will incur a warning, Second and any subsequent offence will incur a 0.5 penalty on the competition ladder . Player Uniform A player is required to wear the SWSCL supplied team shirt for the team that they are playing with on the day of participation (or a white cricket shirt in lieu of a SWSCL supplied shirt); A player must wear white cricket pants (shorts are not allowed) All players under the age of 14 must wear a helmet while batting, and or fielding within the 15 metre circle. All players must wear enclosed shoes eg : no thongs when on the field of play. 2. Results sheets/Media Obligations 2.1 MyCricket Website All match results, including ALL players scores must be entered into the MyCricket system within 24 hours of the match completion (6pm Sunday) Failure to enter match results including players scores will see the same penalties applied as not entering team lists 1 offence will be a warning, Second and any subsequent offence will incur a 0.5 penalty on the competition ladder st 2.2 MyCricket Scoring App/Scorecards Teams may use scorebooks in order to keep score throughout the match. However in the case of one team using the scorebook, and the other using the MyCricket scoring app the official score will be that which is displayed on the MyCricket Scoring Application. 2.3 Special Feats All captains, or their delegates, must make use of the ‘Match Notes’ section on the MyCricket website to inform the association of special achievements throughout the match. This assists in cricket write ups in the papers, and for the website and television coverage. 2.4 Photography/Video Teams are encouraged to use cameras either on their smart phone, or a digital camera to catch either photographs and/or video footage of the match where possible in order to create a gallery of images for the website and to assist in television coverage. 3. Balls Balls used throughout the season must be a red 156g Kookaburra Tuff Pitch ball (we are currently working on a deal through Kookaburra and will supply order codes and details as soon as they are available) These will be supplied via your individual Sportspower stores and will be branded with SWSCL logo. Please ensure you liaise with your association committee as to how to correctly obtain these balls to ensure we are able to redeem the rebate from Kookaburra. 4. Umpire/Umpire Fees Due to the lack of numbers in umpires, umpires will be reserved first and foremost for Premier League matches at a total cost of $80 – with each team to pay $40 per match; Teams from the Premier League Division who have the BYE – unless previously acknowledged or arranged – are required to supply players to umpire Division One matches. These umpires are paid $80 per match with each team responsible for $40 of the umpire fee. It should also be noted that we are looking to put as many people as possible through umpires courses to ensure we have an ample pool of badged umpires available with a view to always have independent umpires at all games. 5. Alcohol 5.1 Alcohol is NOT to be consumed by any player on the field during the hours of play. No player will be allowed to take the field if, in the opinion of the official umpire, they consider the player to be intoxicated. 5.2 No Alcohol or cigarettes are to consumed on any school premises at all. 40 OVER COMPETITION CONDITIONS 1. 3. Duration of matches Matches shall be of one day’s scheduled duration. The matches will consist of one innings per side and each innings will be limited to 40 six ball overs. A minimum of 20 overs per side shall constitute a match. Hours of play Should a game be subject to bad light it will be the role of both captains and the umpire to determine whether it is safe for play to continue. Intervals for drinks 4. 3.1 One drinks break per session shall be permitted, after 20 overs have been bowled. An individual player may be given a drink either on the boundary edge or at the fall of a wicket provided that no playing time is wasted. No other drinks shall be taken onto the field without the permission of the umpire. 3.2 Extreme heat When temperatures are above thirty eight degrees drinks breaks may be taken more frequently at the captains and umpires discretion. Fielding Restrictions 2. 5. 6. 7. 8. 4.1 LEG SIDE At all stages throughout the match no more than five fieldsmen shall be on the leg side of the batsmen – if more than five players are on the leg side of the batsmen the umpire shall deem the field setting to be illegal and call a No-Ball. At no time during the match can there be more than 2 fielders behind square leg. 4.2 Power plays For the first twelve overs only two fieldsmen shall be permitted outside this fielding restriction area at the instant of delivery. Following this ‘Power Play’ period no more than five fielders shall be permitted to field beyond the thirty yard (27.43m) circle. Bowling Restrictions A bowler is limited to a maximum of ten bowling overs in a match. This rule is only altered in relation to a Division One player playing in the Division Two competition in which a bowler is restricted to just five overs. No Balls Any delivery, from any form of bowler (whether pace or spin), that is above the waist of a batsmen standing his ground and in an upright position shall be called a no-ball with the only way of a batsmen being dismissed is run-out. ALL no-balls shall be immediately followed by a ‘FREE HIT’ delivery whereby the batsmen can only be dismissed run out. Wide Ball Any ball bowled down leg side shall be deemed a leg side wide by the umpire. Common sense, and now this rule book states that if a batsmen is unable to reach the ball from a regular standing batting position on the off-side that the ball be deemed wide by the umpire. These rules will be upheld in Division One. Division Two will be at the discretion of the umpire and team captains in relation to a fair and reasonable delivery that is pitched in line. Short Pitched Delivery A bowler shall be allowed to bowl one fast short pitched delivery per over. The umpire at the bowlers end shall advise the bowler and the batsmen on strike when one short pitched delivery has been bowled. In addition, for the purpose of this regulation, a ball that passes clearly above the head height of the batsmen, that prevents him from being able to hit the ball by means of a normal cricket stroke shall be called a WIDE and will also count as the one allowable ball above shoulder height for that over.
