ELKO COUNTY HUMAN SERVICES 571 Idaho Street Elko, NV 89801 775.738.4375 775.738.5984 (fax) Job Code: Date Est.: Last Rev.: FLSA: Probation: 29701 09/2016 Exempt LIBRARY DIRECTOR DEFINITION Under general and policy direction of the Elko-Lander-Eureka County Library System’s Board of Trustees, serves as executive director of the library system pursuant to the Library System Board of Trustees by-laws and Nevada Revised Statutes. Plans, directs, administers, and evaluates the activities and operations of the Library System including both general library administration and public services; develops library policies, programs, and procedures; supervises library staff, programs, and operations; provides highly responsible and detailed administrative support to the Library System Board of Trustees. SUPERVISION RECEIVED AND EXERCISED This position functions as the department head of the Elko-Lander-Eureka County Library System under the policy direction of the Library System Board of Trustees. Performance is formally reviewed by the Library System Board of Trustees. The employee in this class is unclassified; the incumbent is an “at will” employee serving at the pleasure of the Elko-Lander-Eureka County Library Board of Trustees. EXAMPLES OF DUTIES The following duties are typical for this position. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. Assumes full management responsibility for all library services and activities including program development, materials acquisition, and general administration. Manages the development and implementation of the Library’s goals, objectives, policies, and priorities for each services area; establishes, within Elko-LanderEureka County policies, appropriate services, and staffing levels; allocates resources accordingly. Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative support systems, and internal reporting relationships; identifies opportunities for improvement; directs the implementation of change. Represents the Library to other County Departments, elected officials and outside agencies; explains, justifies, and defends Library programs, policies, and activities; negotiates and resolves sensitive, significant, and controversial issues. Provides leadership to employ and develop high performance professional and support staff. Selects, trains, motivates, and evaluates professional and supervisory Library personnel; provides or coordinates staff training; creates and implements staff development plans; coaches and counsels employees to maximize professional potential (identifies and corrects deficiencies, implements disciplinary procedures). Manages and participates in the development and administration of the Library System budget; directs the forecast of additional funds needed for staffing, equipment, materials, and supplies; within Elko-Lander-Eureka County policies, directs the monitoring of and approves expenditures; directs the preparation of and implementation of budgetary adjustments as necessary; prepares grants and actively seeks alternative funding. Recommends new and revised policies to the Library System Board of Trustees; implements policies adopted by the Board; supervises all clerical and administrative support for the Library Board of Trustees (such as preparation of meeting agendas, minutes, and correspondence). Coordinates Library building projects; manages building and physical maintenance of all County owned, leased, and occupied properties in conjunction with the appropriate entity Public Works Department. Coordinates Library activities with those of other departments, outside agencies and organizations; prepares and presents all reports and other necessary correspondences. Oversees all Library publicity and promotion, including but not limited to, press releases, newsletters, public service announcements, bulletins, articles, radio spots, and TV interviews. Responds to and resolves difficult and sensitive citizen inquiries and complaints. Performs related duties and responsibilities as required. Accomplishes all Library business in a timely and professional manner. Participates on a variety of boards and commissions; attends and participates in professional group meetings; keeps staff abreast of new trends and innovations in the field of Library and information services. QUALIFICATIONS Education and Experience Master of Library Science from an American Library Association accredited program or be in the process of obtaining, or be able to complete, a Master of Library Science from an American Library Association accredited program within three years of employment. A minimum of five (5) years full time professional library experience, with a demonstrated increase in responsibilities, with at least three (3) years in a supervisory and management capacity, or any equivalent combination of related education and experience. Knowledge of… operational characteristics, services, and activities of a comprehensive library services program; organizational and supervisory and library management practices as applied to the analysis and evaluation of programs, human resources, and fiscal resources; modern and complex principles and practices of library policies, procedures, techniques, programs, and resources; computer technology as applied to library system operations; and pertinent Federal, State, and local laws, codes, and regulations. Ability to… plan, organize, direct, and coordinate the work of management, supervisory, professional, and technical personnel; delegate authority and responsibility; select, supervise, train, and evaluate staff; provide administrative and professional leadership and direction for the Library; identify and respond to the community, Library System Board of Trustees, and County Board of Commissioners concerns and needs. develop, implement, and administer goals, objectives, and procedures for providing effective and efficient library services; prepare and administer a multiple branch library system budget, allocate limited resources in a cost effective manner, analyze problems, identity alternative solutions, project consequences of proposed actions and implements recommendations in support of goals; research, analyze, and evaluate new services, delivery methods, procedures, laws, and regulations; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with superiors, subordinates, associates, County officials, officials of other agencies, media representatives, and the general public.
