Goals FMAP has three main goals Goals Assist consumers in need of insurance coverage. Keep risks eligible for coverage in the private market out of Citizens. Transition eligible Citizens policies into the private market in Florida. Programs There are two main programs in FMAP that work to meet these goals. Program Description Online Referral The web-based program (www.fmap.org) matches Program consumers seeking property insurance with licensed agents and insurers offering coverage in Florida. Data Program Licensed Florida agents may request Citizens policy data reports from Citizens Property Insurance Corporation. Note: For consumers who call FMAP requesting assistance with nontraditional property, commercial, or liability coverage needs, we also offer a Direct Referral Program. The Consumer helpline number is 8200.524.9023. All of FMAP’s services are free to consumers and agents. Term Definition Authorized Insurer A licensed insurance company in Florida with a Certificate of Authority; not a surplus lines company. CLA Citizens’ Commercial Lines Account CPIC Citizens Property Insurance Corporation. CPIC is an Authorized Insurer, but as a government entity, it is not considered a Private Insurer. DFS Department of Financial Services Coastal Citizens’ Coastal Account (previously the HRA Account) Marketing Results An Excel document agents use to track their Spreadsheet marketing efforts of policy leads from the Data Program. OIR Office of Insurance Regulation PDCA Policy Data Confidentiality Agreement PLA Citizens’ Personal Lines Account Policyholder This letter is included with the Data Reports. You can Sample Letter use it as a template when creating your solicitation. Private Insurer An Authorized Insurer other than Citizens Property Insurance Corporation (CPIC). Private Market The pool of Private Insurers. Technical Requirements You should have internet access and a working knowledge of Microsoft Excel in order to retrieve the data and properly follow the FMAP guidelines. The FMAP Data Reports are provided via mail through a link on Serv-U, which you are able to access through the internet. The Data Report email notification will provide you with the link and password for the file. The actual data files are in Excel format. You can open the data in several different ways: Option Step 1. Save the data as an .xls file (Excel 97-2003) 2. Sava the data as an .xlsx file (Excel 2007) 3. Import the Excel file into access Note: The Marketing Results spreadsheet is in Excel format and must be returned in the same format. Agent Guide to FMAP Data Program 04.2015 3 of 10 Data Reports Overview The Citizens Policy Data Reports allow agents to review Citizens' book of business and make offers of coverage to policyholders who can be placed with authorized insurers in the private market. Contents of Data Reports Each Data Report contains the following: The data files in Excel format A Data Description in Excel describing what the various data elements mean A Marketing Results template in Excel which must be completed and returned A Policyholder Sample Letter in Word which you can use as a template for you solicitation. Note: Each Data Report is zipped with a unique password that is provided in the email notification. Policy Types provided in Data Reports There are several different Data Reports, divided by account and line of business: PLA Personal Residential; CLA Commercial Multiperil; Coastal Personal Residential; Coastal Commercial. The amount of time it takes to write a new policy depends on several factors, and is usually longer for commercial than personal residential. To account for this lead time, we have built in a “blackout period” for each Data Report. Policies renewing within the blackout period are not included in the data. To ensure that you receive enough data to be useful, but not so much that it is overwhelming to handle in Excel, we truncate each Data Report and include only those policies renewing within the next few months, which we call “renewal months.” Continued on next page Agent Guide to FMAP Data Program 04.2015 5 of 10 Data Reports, Continued Volume of The following identifies the blackout period and renewal months for each Policy Data of the Data Reports: Provided in Data Data Report Name 2 month blackout 4 month blackout Reports, period / 6 renewal period / 5 renewal continued months months PLA Personal Residential X CLA Commercial Multiperil X Coastal Personal X Coastal Commercial X Note: Once you submit your successful Marketing Results for a specific Data Report, you may request new data. Requesting Data Reports When requesting a Data Report, you must complete the Policy Data Confidentiality Agreement (PDCA) and email it to FMAP. We suggest that you type the information onto the form, but you may complete it by hand if the writing is clearly legible. If you have requested a Data Report in the past, and you have not yet submitted your Marketing Results, the spreadsheet must be included with your PDCA. You must include all policies you have written out of CPIC and into the private market. To be eligible to receive subsequent data, you must provide Marketing Results. Guidelines for Using the Data The Data Reports are provided to agents for the purpose of transitioning CPIC policies into the private market. Guideline Description Agent The FMAP unit will review your PDCA to confirm you Eligibility have an agent’s license (General Lines Agents License, 220) in Florida and that you are appointed with at least one private authorized insurer that writes policies in the same line of business for which you requested data. This authorization is based off of your information alone. Therefore, you are NOT allowed to share the contents of the Data Report with any other agent, except those in your own agency. Agent Guide to FMAP Data Program 04.2015 6 of 10 Data Reports, Continued Guidelines for Using the Data, continued Guideline Company Eligibility Soliciting Insureds Description You may only offer coverage with the following: Private companies with a Certificate of Authority in Florida; Companies with which you have a direct appointment, as recorded with DFS. You may NOT offer coverage with the following: Citizens Property Insurance Corporation (CPIC); Surplus lines companies, as determined by DFS. You may use the insured contact information to prepare solicitations via email, phone, or traditional mail. Insureds agree to participate in the FMAP Data Program as part of the application process for obtaining a policy with CPIC. Therefore, insureds cannot opt out of the Data Program, and you are not required to scrub the Data Report against the national Do Not Call registry. Preparing Offers of Coverage The Data Report will include a Policyholder Sample Letter, which we encourage you to use when drafting your solicitation. You may also forward your draft letter to FMAP for review before releasing it to ensure you are in compliance with requirements set forth in the PDCA. Your solicitation should include an offer of coverage based on the information provided in the Data Report. However, FMAP does not guarantee the accuracy or completeness of the Data Report. You should use the Data Report as a guide in preparing your solicitations, but you are ultimately responsible for confirming the information with the insured. Other resources, such as physical inspections, searches of the property appraiser databases, claim history checks, etc., should all be processed as usual and in accordance with the guidelines of the company offering coverage. Continued on next page Agent Guide to FMAP Data Program 04.2015 7 of 10 Data Reports, Continued Agent Consequences for NonCompliance Agents are required to follow the guidelines set forth in the PDCA, many of which are discussed in this Agent Guide. If the FMAP unit learns of an issue of non-compliance, action may be taken up to and including the following: Guidelines Permanent removal of the agent from the FMAP Data Program Revocation of the agent’s online account with the FMAP Referral Program, if such an account has been created Revocation of the agent’s appointment with Citizens, if such an appointment exists Notification of the issue to DFS. Note: You are responsible for what happens with the policy leads you receive through the FMAP Data Program, including actions taken by your staff on your behalf. Reminder Regarding Insured Consent The Citizens new business application notifies insureds that their information can be included in the FMAP Data Program. Insureds agree to this participation by signing the application. Agent Guide to FMAP Data Program 04.2015 8 of 10 Direct Referral Program Overview For consumers who call FMAP requesting assistance with non-traditional property, commercial, or liability coverage needs, we offer a Direct Referral Program. Through this program, agents can notify the FMAP unit if they are able to write coverage for these types of risks. The information is then retained in a database that our FMAP customer care representatives can reference and provide to consumers who call requesting assistance. In this program, consumers are given the name and contact information for up to three agents who have indicated they are able to write coverage for the consumer’s risk. To participate in the Direct Referral Program, complete the Agent Referral Questionnaire document on the FMAP website.
