Finger impressions of trainees are captured & saved in the machine at the time of batch commencement. a) Biometric machines as per specification provided in DDU-GKY guidelines are installed at each SDC. b) Attendance of trainees for both residential & non residential batches are captured daily at all SDCs and Hostels twice a day. c) Attendance of biometric machines in centres across 33 districts is in sync with server at HO –Jaipur on real time basis. BENEFITS a) Attendance of any centre across the state can be checked on real time basis by all heads in Head Office and by District Units Biometric attendance at one of the DDU-GKY Skill Development Centres 25 Rajasthan Best Practices (2/6) PARTICIPATORY IDENTIFICATION OF POOR (PIP) KEY HIGHLIGHTS DESCRIPTION PIP process is used to identify the eligible poor youth (beneficiaries) at all villages in a block a) Gram Sabhas in each 9500 GP were conducted in the state across more than 290 blocks on 10th Dec, 2014, for identification of beneficiaries under DDU-GKY . b) The massive activity was coordinated by RSLDC District & State Team with the stakeholders like District Collectors, BDOs , CEOs, Sarpanch etc. BENEFITS a) Identification through Gram Sabhas on a single day across the State resulted in collecting details of more than 70,000 eligible and interested beneficiaries in the state. Gram Sabhas: Participatory Identification of Poor b) Compiled details are further shared with District Managers of all 33 districts to ensure mobilization support to the PIAs running SDCs in the State. 26 Rajasthan Best Practices (3/6) EFFECTIVE MONITORING DESCRIPTION Effective monitoring in DDU-GKY in Rajasthan involves multi-channel monitoring mechanism for all SDCs running in the State in order to ensure their optimal performance KEY HIGHLIGHTS a) Frequent visits by District Team at the SDCs to ensure availability of required infra & tools for training at the centers. b) Surprise inspection visits by RSLDC officials on regular basis c) Quarterly review with all PIAs d) Periodical inspection by District Teams e) Meeting with Q-team representatives. BENEFITS Surprise Inspection of Skill Development Centres in the State a) It helps in maintaining the training standards & training quality at the respective SDCs in the State. 27 Rajasthan Best Practices (4/6) SKILL ICON AWARD KEY HIGHLIGHTS DESCRIPTION a) Nominations for best trainees in terms of placement & package from PIAs are invited every month. Monetary reward & certification to the trainee drawing highest salary in the month. b) Skill icon for every month is selected on the basis of entries received from the PIAs. c) First Skill Icon award was given by Hon’ble Chief Minister, GoR and second by Hon’ble Minister, Labour & Employment. d) PIA is also declared PIA of the month and awarded with a trophy. BENEFITS a) Recognition of talent in the State. Hon’ble Chief Minister presenting the first Skill icon of the month award for March 2015 to Alka Sharma , a youth trained in Kishangarh SDC of RSLDC. b) It helps in motivating the youth of the State to get themselves enrolled for the training in various offered courses resulting in placement opportunities for them. 28 Rajasthan Best Practices (5/6) EXCLUSIVE CENTRES FOR WOMEN DESCRIPTION In order to ensure women participation in skill development training in villages & backward areas, women exclusive skill development centres are promoted. KEY HIGHLIGHTS a) Areas with low women participation in skill development are identified. b) SDCs are started in those areas keeping focus on the women specific courses which primarily includes tailoring, Beauty Wellness , security, etc. BENEFITS a) Increased participation of women in skill development training in the State. One of the women exclusive DDU-GKY Centres in the State b) Helpful in mobilization of poor women from remote rural areas 29 Rajasthan Training Snapshots Security Guard Training at Bharatpur 11 Rajasthan Best Practices (6/6) INVOLVEMENT OF GOVERNMENT FUNCTIONARIES KEY HIGHLIGHTS DESCRIPTION Active involvement of government functionaries in the field of skill development is helping RSLDC to run the scheme effectively in the State. a) MoU signed with 43 PIAs in two phases in presence of Hon’ble Chief Minister, Rajasthan. b) Launch of first DDU-GKY Centre at Udaipur by Hon’ble CM. c) Inauguration of SDCs in the state by Hon’ble Ministers, District Collectors & other public representatives. d) Frequent visits at SDCs by Dignitries, District Administration & Public Representatives BENEFITS a) Support in terms of setting up of centers, facilities from local administration. b) Support in mobilization of rural poor youth. c) Increased accountability of PIAs in maintaining training quality & standards at SDCs 31 Rajasthan SNAPSHOTS His Excellency, the Governor Shri.
