2.Tie-breakers/Preferences
SFUSD’sstudentassignmentsystemisaschoolchoicesystemthatis
designedtoplacestudentsinschoolswithinSFUSDinadherenceto
BoardofEducationPolicyP5101.
Thesystemusesa
seriesof
preferences,known
astie-breakers,to
placeapplicantsin
schools.
Beforeplacements
arefinalized,the
systemlooksfor
potentialtransfer
sets thatwould
resultinplacements
tohigherranked
requests.
Studentswhodo
notreceivea
requestedschool
areassignedtoa
schoolthrougha
processof
designation which
considers
geographical
distance.
3.CohortSets
• Todeterminetheorderinwhichrequestsaresorted,eachrequestis
assignedtooneormore“cohort”.Acohortisagroupofstudentsor
requeststhatsharedatie-breaker.Forexample,requestssubmittedto
aschoolbystudentswhohaveoldersiblingsattendingtheschoolare
partofthe“sibling”cohort.
• Foreachtype(citywideorattendancearea)andlevel(elementary,
middle,high)ofschoolandprogram,adifferentlistofcohortordersis
used– theseare“CohortSets.”
• Eachschoollooksatalltherequestsitreceived,anditsortsthe
requestsbylookingatthecombinationoftie-breakercohortsinorder
ofpreferencebasedonthecohortset thatmatchesthetypeandlevel
ofschoolandprogramrequested.Forexample,arequestfora
kindergartenattendanceareaschoolhasacombinationofSibling,
AttendanceArea,andCTIP1 tie-breakerswillberankedhigherthana
requestthatonlyhasaSibling tie-breaker.Higherrankedtie-breakers
alwaystrumpcombinationsoflowerrankedtie-breakers.
Studentsareplacedintheirhighestrankedchoiceaslongasthereare
openings.Thestudentassignmentsystemsortsrequestsusingaseries
ofpreferences,knownastie-breakers, toplaceapplicantsinschools.
Thefollowingtie-breakersarerequestleveltie-breakers,whichmeans
theyareappliedtospecificrequestsfromstudents.
• AAP.RequestsfromPrekorTKstudentswholiveintheattendance
areaoftheschoolandarealsoenrolledinanSFUSDpreKorTKinthe
sameattendanceareaoftherequestedschool.
• AA.Requestsfromstudentswholiveintheattendanceareaofthe
schoolrequested.
• Bayview.RequestsforBrownMSfromstudentsenrolledinCarver,
Drew,Harte,orMalcolmX.
• CL.Requestsfromstudentswhoareenrolledinandwishtocontinue
inalanguageprogram.
• CLS.Requestfromstudentswhoareenrolledinandwishtocontinue
inalanguageprogramANDwhoaretheyoungersiblingofastudent
whoisenrolledinandwillbeenrolledinthelanguageprogramatthe
schoolatissue.
• MSF.RequestsfromstudentswhoattendanelementaryK-5whichis
