Thesystemusesa seriesof preferences,known astie-breakers,to placeapplicantsin schools. Beforeplacements arefinalized,the systemlooksfor potentialtransfer sets thatwould resultinplacements tohigherranked requests. Studentswhodo notreceivea requestedschool areassignedtoa schoolthrougha processof designation which considers geographical distance. 3.CohortSets • Todeterminetheorderinwhichrequestsaresorted,eachrequestis assignedtooneormore“cohort”.Acohortisagroupofstudentsor requeststhatsharedatie-breaker.Forexample,requestssubmittedto aschoolbystudentswhohaveoldersiblingsattendingtheschoolare partofthe“sibling”cohort. • Foreachtype(citywideorattendancearea)andlevel(elementary, middle,high)ofschoolandprogram,adifferentlistofcohortordersis used– theseare“CohortSets.” • Eachschoollooksatalltherequestsitreceived,anditsortsthe requestsbylookingatthecombinationoftie-breakercohortsinorder ofpreferencebasedonthecohortset thatmatchesthetypeandlevel ofschoolandprogramrequested.Forexample,arequestfora kindergartenattendanceareaschoolhasacombinationofSibling, AttendanceArea,andCTIP1 tie-breakerswillberankedhigherthana requestthatonlyhasaSibling tie-breaker.Higherrankedtie-breakers alwaystrumpcombinationsoflowerrankedtie-breakers.
