To coordinate ACF interventions at field level in conformity with overarching
strategy and the standards set internationally, by ACF and by national policies.
Mission 1: Coordinate ACF country strategy implementation at field level
The Field Coordinator is responsible for:
 Contributing to the design and update of the country strategy by providing field inputs to Country
Director
 Analysing the humanitarian context and define local strategic objectives
 Overseeing the implementation of the country strategy at field level in collaboration with Head of
Technical Department and Program Managers
 Collect information to identify humanitarian gaps in his area of intervention;
 Monitor and analyze key contextual indicators in the field of intervention;
 Brief the CD / DCD Programs on possible interventions and design potential responses within
the country’s operational strategy;
 Integrate contextual analysis in the APR on a monthly basis and in capitalization reports;
 Take notice of the sectorial orientations of national strategy and understand implications for
his/her field of activities;
 Identify the presence and the strategic orientations of others partners in the field with a view
of improving coordination and effective working;
Mission 2: Coordinate overall implementation of program at field level
The Field Coordinator is responsible for:
 supervising and monitoring the implementation of regular programs at field level
 facilitating the new project’s conception in collaboration with Head of Technical Department and
Program managers

 supervising the work of the support services at field level, in collaboration with Head of Support
Departments
 ensuring the synergy between Technical and Support services at field level
 ensuring the implementation of recommendations from ACF high/middle level management
resulting from internal audit, experts’ field visits….
 Ensure the overall monitoring (operational & financial, qualitative & quantitative) of the
project with a particular focus on the deadlines, objectives and indicators;
 Ensure that the technical protocols, manuals, guidelines and forms used in the field are in line
with ACF validated technical tools and when available and possible, with national guidelines;
 Analyze the programs’ activities and results (Sphere standards, national standards and ACF
standards) and proposes improvements and modifications in collaboration with technical
departments;
 Support the PM in setting-up tools for monitoring the logical framework indicators and
following up the budget;
 Ensure regular field monitoring visits;
 Put forward recommendations for the definition and elaboration of programs (localization,
methods of implementation, context...);
 Work on the definition of programs, taking into account logistics, administration, other areas
of intervention, partners etc.
 Contribute to proposals for further intervention (logical framework, covering literature, text,
budget, time scales and logistics.....) with concerned departments.
Mission 3: Manage the team at field level
The Field Coordinator is responsible for:
 supervising and managing of all direct reports
 recruiting of direct reports (for expatriates upon request of Country Director)
 monitoring the social climate at field level and report to Country Director in case of social issues
 promoting the commitment to ACF Charter and prevention of frauds and power abuses and
inform the Country Director in case of frauds or power abuses
 Define the Human Resources needs of his/her area and establish the organisational chart of
his/her team;
 Supervise the recruitment process of team members;
 Organise and lead regular team meetings;
 Work out and monitor individual action plans for team members;
 Provide appraisal interviews for team members;
 Identify the training needs of team members and propose training plans;
 Create, organise and lead training sessions
 Manage conflict resolution among the team.
Mission 4: Facilitate good relationships with the team in capital
The Field Coordinator is responsible for:
 Update of the coordination team on program implementation
 Proactively refer to the coordination team for any matter that could jeopardize the programs, the
funding or the security of staff and premises
 Ensure field teams proactively expresses relevant demands of support to coordination team in
order to maximize operational efficiency and impact
 Generally speaking, be a facilitator between the field and the capital
 Pilot the follow-up on technical and support departments’ recommendations
 Organize base meeting and share regular sitrep/MoM with the coordination team;

 Coordinate with the technical HoDs for technical support and visits to the project and
accompany project team for the follow up of technical recommendations;
 Follow up procurement plan and coordinate with support departments in capital for all needs
related to supply, finance, recruitment and administration formalities;
 Communicate with the logistics and administration departments in order to have appropriate
follow up of respective departments (supply requests, stocks, etc. and budget and expense
follow ups) and solve problems as they arise;
Mission 5: Represent ACF and liaise with regional authorities, UN, NGOs at field and regional level
The Field Coordinator is responsible for:
 monitoring and supervising the overall partnerships relations at field level
 participating in the humanitarian coordination activities at field or regional level in rotation with
the Country Director
 developing the networking for effective implementation and coordination




Coordinate with other actors including NGO, UN and government present in the area;
Take an active part in coordination mechanisms and influence decisions when needed;
Ensure continuous communication with the authorities to ensure authorizations of work;
Define action plans with partners and regular follow up of its implementation;
Mission 6: Ensure reporting, capitalization and contribute to quality and accountability;
The Field Coordinator is responsible for:
 providing the Country Director with all relevant reporting documents requested from the field in
collaboration with Program Managers
 the overall implementation of best communication practices at field level
 Ensure that the monthly activity report is properly documented;
 Review contractual donors reports before sending them to coordination;
 Compile all documents dealing with the essential techniques and methodologies involved in
the project (including, when appropriate, the list of beneficiaries and distribution etc..) for
capitalization and audit purposes;
 Write a handover report at the end of the mission;
 Initiate any relevant survey at required time of the different programs;
 Implement the recommendations made as a result of internal and external assessments in the
context of a specific work plan (quality control);
 Ensure effective complaint mechanisms and responses;
Mission 7: Security
The Field Coordinator is responsible for:
 monitoring the security environment (networking, collecting and analysis of information..)
 maintaining an effective network, with local input, on contextual and security matters, collection
and analysis of information to establish the risk and context analysis
 ensuring the application of security procedures when alerted by the Logistics Manager
 managing any security incidents at base level and report to the Country Director
 actively participate to audits and ensure the implementation of recommendations
 Validate the local security plan written by the Logistics Manager and transmit to the Logistics

 Attend all security meetings at field level;
 Briefing ACF team on local context and security.
