GUIDELINES AND APPLICATION FORM FOR SENIOR ROAD SAFETY AUDITOR PREQUALIFICATION Edition: July 2012 DPTI SENIOR ROAD SAFETY AUDITOR PREQUALIFICATION GUIDELINES Disclaimer Other persons and organisations seeking to deal with a Department of Planning, Transport and Infrastructure (DPTI) prequalified Senior Road Safety Auditor must rely on their own independent enquiries and judgment. DPTI and its officers, employees and agents do not represent that any prequalified Senior Road Safety Auditor is technically, financially or otherwise sound. This Guideline outlines the minimum requirements of DPTI and Austroads ‘Guide to Road Safety, Part 6, Road Safety Audit, section 2.5 Experience’. DPTI reserves the right to amend and tailor these requirements or any of the processes outlined in this Guideline as appropriate at any time without notice. To the extent permitted by law, DPTI and its officers, employees and agents are not liable for any costs, loss, damage or injury (howsoever caused) incurred by any person as a result of the exercise of the discretion, without the provision of reason, to grant or cancel a senior road safety auditors prequalification. 1. Introduction Organisations who undertake road safety auditing on behalf or for the consideration of DPTI must as a minimum employ the services of a DPTI prequalified Senior Road Safety Auditor. DPTI’s prequalification is to ensure that road safety audits undertaken by an audit team on behalf or for the consideration of the department are guided by a team leader (Senior Road Safety Auditor) who satisfies the minimum requirements of Austroads ‘Guide to Road Safety, Part 6, Road Safety Audit, section 2.5 Experience’. Note that prequalification is not a measure of the accuracy or quality of a Senior Road Safety Auditors work. DPTI and its officers, employees and agents do not represent that any prequalified senior road safety auditor is technically, financially or otherwise sound. Once prequalified, a Senior Road Safety Auditor must maintain their professional experience by undertaking at least one road safety audit per year. 2. Minimum Prequalification Requirements Applicants must attach a copy of their certificate demonstrating successful completion of an appropriate road safety audit training course of at least two days and confirm that they have: at least five years experience in a relevant road design, road construction or traffic engineering field, & undertaken at least five formal road safety audits, including at least three at design stages. 3. Maintenance of Prequalification To retain prequalification, it is the responsibility of each prequalified Senior Road Safety Auditor to annually undertake at least one road safety audit and advise the Manager, Traffic Page 1 Edition: July 2012 DPTI SENIOR ROAD SAFETY AUDITOR PREQUALIFICATION GUIDELINES and Access Standards by completing and signing the attached annual maintenance form prior to 30 June. Prequalified Senior Road Safety Auditors failing to forward their annual maintenance form prior to 30 June annually may have their prequalification cancelled without notice. 4. No Guarantee of Work Prequalification is not to be construed as a guarantee of work. Prequalification only determines a Senior Road Safety Auditors eligibility to consider for work (e.g. tender), subject to meeting any further requirements. 6. Publication of Prequalification Status Once prequalified, the Senior Road Safety Auditor will be listed on the following web site: http://www.dpti.sa.gov.au/documents/contractsandtenders/prequalification. Prequalified Senior Road Safety Auditors may also seek prequalification by DPTI to be a restricted access vehicle (RAV) route assessor. Refer to the above link.
