Seven members of the BSC were present, one member was absent. The BSC was
quorum. One member of the administration was present.
The board meeting was called to session at 1314.15.00 CET, Wednesday April 5th.
2017. Since BSC leader May Bente Eriksen was absent, Katarina Halvardsson
conducted the chair and international coordinator BSC, Mona Lisa Skipnes, wrote the
protocol.
Katarina Halvardsson welcomed everyone to the meeting,
17 cases where processed during the meeting.
Case 1 / 17:
Approval of the notice of meeting
The notice of meeting in BSC 1/17 was dated 17.01.2017 and sent by e-mail from the
international coordinator.
 The notice is approved.
The proposal for the agenda was dated 27.03.2017 and sent by e-mail from the
international coordinator.
 The agenda is approved.
Case 2 / 17:
Formal approval of protocol from BSC meeting 4/16
Approval of the protocol from BSC meeting 4/16, 07.12.2016, in Luleå was sent by
e-mail 21.12.2016
 The protocol for BSC-meeting 4/2016 was approved.
Case 3 / 17:
Barents Summer Games 2017
Kristin Sestå gave a presentation about the status in the preparation of BSG 2017.
She also presented the organization committe with mainly voluenteers and the
budget for the games. BSG will cost about 5,5 mill. NOK. A process of enlisting
volunteers, also interpreters is started. More profiling materials will be bought, and
this will be used later.
Sweden and Finland will go by bus, Russia have not deceided wether they will go by
bus or plain. They will decide this in the beginning of May.
 Order of the flag in the BSG- logo. BSC asked Norway to make the decision
about this. It will probably be the same order as in the BSC-logo.
 It will be difficult to use swedisc, finnisk and russian busses during the BSG
weekend. This is because payment of the drivers, ensurance and payment of
the fuel. The ensuranse rules are very restricted. Eaach country pay
accomodation for their brusdrivers.
 BSC asked the international coordinator to make a proposal for a travelling
policy for all four countries. Most of the participants to every games will go by
bus, and because of that it is important to have a policy like this. A suggestion
will be presented in BSC’s next meeting.
Case 4 / 17:
Economy for BSG 2017
 Sweden and Finland will pay 150.000 NOK (about 17.000 € and 160.000 SEK)
each, in addition to the travel expences, to the organizers of BSG 2017.
 The invoice for this will be sent shortly after BSG 2017.
Case 5 / 17:
Flag ceremony in Bodø 2017
 Every country select one athlete and give the name, size and contact info to
Mona Lisa. The athlete should were a sweater or jacket wilh their own flag.
Case 6 / 17:
Barents Winter Games 2018
 Katarina Halvardsson og Michael Fleuron gave a presentation of the plans for





Barents Winter Games.
BSC decided that Barents Winter Games 2018 will be in Luleå 16. – 18. of
March.
15 different sports with about 1000 participants (alpine, badminton, basket,
biathlon, figur-skating, floorball, futsal, gymnastics (artistic), icehockey,
parasport, skiing cross country, ski-orienteering, swimming, volleyball,
wrestling)
The project committee has already started the work.
The municipality in Luleå will give BWG 2018 economic support.
BSC is positive to a project both for young leaders and young referees
Case 7 / 17:
Decision about each sport BWG 2018
 BSC made decisions about each sport regarding number of athletes, coaches,
leaders and referees. There will be 15 differens sports including parasport in
BWG 2018 and about 1000 participants. The list will be presented in a seperat
document.
Case 8 / 17:
Swimming as Parasport in BWG 2018
Norway has suggest that swimming should be one of the parasports in BWG 2018.
 BSC ask Sweden to discuss with the clubs who are organizing each
competition, wich sports is able to include parasport athletes in BWG 2018
 Three sports were mentioned especially: skiing cross country, swimming and
carpet curling
 The international coordinator will contact the person in charge of parasport in
each country to find out it they have atletes in this sports and what kind of
disability the atletes have
 This case must be discussed in the next BSC meeting
Case 9 / 17:
Allocate the cost between the countries for
International coordinator
 Sweden and Finland will pay NOK 200.000,- each in 2017 for covering
expences for the international coordinator. The invoice will be sent shortly after
BSG 2017 (1. – 3. Of September)
 Russia cover all expences for Finland, Sweden and Norway (exept travelling
expences) when they organize Barents Games.
 A new decission about this matter must bee done in the beginning of each
year.
 The international coordinator makes a new project plan for Barents Games for
the period 2017 - 2020
Case 10 / 17:
Finlands new organization in sport
Päkka Råsanen presented Finlands new organization in sport
and also showed how the money are distributed from the
minestery of education and cultur. 98 % of the economic
support to sports come from the national betting company.
Finland have 15 regional organizations, 3 of them are
Lappland, Norra Norbotten and Kajaanaland.
It is of great importance that we know how the sport
organization in each country works and have a better
understanding and knowledge for each other.

BSC want to thank Pekka for doing the research and the presentation.
17.05.2017 they will have their annualy spring-meeting were the name of Kalott
urheilu will change to Barents urheilu.
Case 11 / 17:
Track & Field – international sanctions
The board of IAAF have in their meeting 6th of February 2017 decided to maintain the
sanctions against Russia. This does not apply for Parasport athletes.
 Parasport athletes in Track & Field from Russia will participate in BSG 2017
Case 12 / 17:
Barents Games in 2021, 2022, 2023
Barents Games have earlier been organized in this countries:
2014: BWG in Norway, Tromsø
2015: BSG in Finland, Oulu
2016: BWG in Russia, Murmansk
BSC have earlier decided that Barents Games will be organized in this countries in
the next four years:
2017: BSG in Norway, Bodø
2018: BWG in Sweden, Luleå
2019: BSG in Russia, Murmansk
2020: BWG in Finland, Kajaani
 Barents Games will be organized in this county for the period 2021 – 2023

 The countries national Barents Sport Committees decide where within the
country Barents Gams will be organized.
Case 13 / 17:
New webpage for Barents Sport
The webpage: www.barentssports.com is now launched. Here you will find
information both on Barents Sports in general and also details about the next Barents
Games.
Case 14 / 17:
New sport in Barents Games – application form
 An application form for new sports that want to be a part of Barents Games is
now approved with a small change. The form will be published on our new
webpage.
Case 15 / 17:
Set date for the next meeting in BSC
 The next meeting in BSC will be in Bodø at 12th of June. Arrival 11th of June.
 Meeting will start early Monday 12th of June, and during the meeting BSC will
visit some of the arenas for BSG 2017.
Case 16 / 17:
Referees – payment
BSC had a discussion about if there shoul be a general rule regarding payment for
referees in Barents Games.
 BSC decided that each country must deceide by them selves regarding
payment for referees.
Case 17 / 17:
Anti-doping
 BSC will ask the Norwegian Anti-Doping Agency (NADA) to send the e-learing
program to all athletes.
 The registration form must contain the e-mail adress to every athlete.
 NADA will have a stand in counjunction with the Get-Togehter program
Saturday Evening.
Case 18 / 17:
