Introduction
The Corporate Procurement Unit (CPU) would like to begin this report by
thanking everyone who took the time to respond to the Consultation
Survey relating to the new Corporate Procurement Strategy 2016-18.
Background
The Corporate Procurement Strategy 2016 to 2018 leads on from the
previous Procurement Strategy 2013 to 2015 which delivered a number of
benefits and improvements such as development of a robust Contract &
Supplier Management process, a Strategic Training Plan for procurement
staff and the embedding of sustainable tools.
The new Corporate Procurement Strategy sets out the procurement
objectives and actions for Glasgow City Council over the next two years.
The objectives reflect both national and local policies and priorities and
include our approach to Fair Trade, Sustainability, Corporate Social
Responsibility and the creation of opportunities for Social Enterprises and
Co-operatives.
The aim of the survey was to glean feedback on the strategy document
from both our internal and external stakeholders.
The survey was completed in April 2016 via two separate phases – one
internal, the other external. All questions were identical other than
questions 1 and 6 which were tailored to reflect the relevance between the
two stakeholder groups.

Phase 1 (Internal) Response
More information regarding LEO - what is the approach,
with the exception of the regulation changes, LEO will
impact entirely on the CPU. How will this be strategically
reviewed to ensure current services are protected, what
training will be provided. What is expected of current CPU
staff and how will this bare on current workload? More
information about the improvement required on
management information and how the cost savings are
integral to good management information from suppliers,
user departments and ALEOs.
Phase 2 (External) Response
The information is all Council-centric and bore no
relevance to suppliers.

reader and format-friendly, comprehensive and clear.
In relation to the strategy being comprehensive, 11% of
internal stakeholders Disagreed with this statement.

The surveys invoked a large number of open-ended
responses. The responses have been analysed, the
common themes extrapolated and a summary of these

Findings
The majority of comments came from Phase 1 (Internal Stakeholders), and
these centred around the requirement for further information on internal
processes and procedures.
Comments from Phase 2 (External Stakeholders) revolved around Community
Benefits; the Strategy Format; the Relevance of the Strategy to Suppliers;
Preferred Supplier List; Customer Satisfaction and Council Integration with the
NHS.
A summary of Phase 1 and Phase 2 comments, along with responses from
the council’s Corporate Procurement Unit, have been captured within the
