and Master of Morningside College at the Chinese University of Hong Kong
Prof Sir James A. Mirrlees is a 1996 Nobel Laureate for Economics who has been a
Professor of Political Economy at Oxford and Cambridge universities and is a Distinguished
Professor-at-Large at The Chinese University of Hong Kong. In the work that earned him
the Nobel Prize for his fundamental contributions to the economic theory of incentives
under asymmetric information he studied the problem of optimal income taxation showing how to derive an optimal tax schedule, balancing efficiency and equity and taking into
account the limited information about individuals that is available to the government.
The lecture will look at ways of resolving conflicts and determining coordinated policies
to solve major problems. It will compare arrangements that attempt to do what is right
with those that involve negotiated bargains. Examples that show the difficulty of achieving
either form of agreement are policies to limit climate change and resolution of territorial
claims. What exactly are the difficulties, and what can be done to solve them?
