Safer Neighbourhood Board – December 2016
Introduction
This report aims to bring Lewisham residents up to date with policing on the Borough. In terms of
crime levels our performance continues to be measured against the MOPAC 7 crimes. Whilst the
overall level of crime is significantly lower than 5 years ago the past 12 months has seen a marginal
increase of 1.4% in these crimes compared to the previous 12 months. The most significant
reductions in the past few months have been in burglary (-6.2%) and theft of motor vehicle (-19.5%)
whilst robbery has seen a marginal increase of 1.3% and violence with injury has seen an increase of
6.3%. Another key area of business that we have strived hard to improve is our response times to
emergency and non emergency calls. Since August a combination of increasing the size of the
emergency response teams and other interventions has improved our average response times from
83% to 86% within 12 minutes for emergency calls and from 54% to 73% to non emergency calls.
Body Worn Video
In October Lewisham became the first Borough to go live with the roll out of Body Worn Video. The
Mayor and Commissioner attended the launch event patrolling with local officers in Lewisham
central. All front line officers on the Borough have now been issued with this equipment capturing
footage of a range of incidents that they are called upon to deal with. The pilot showed a number of
key benefits including an increase in the number of early guilty pleas, a reduction in complaints
against officers and officers feeling more confident in using their powers with the subsequent
improved standards in terms of professional behaviour. Early indications are that these benefits are
continuing to be realised.
Autumn Nights
In October our seasonal response to the busy Halloween period was delivered under Operation
Autumn Nights. This was anticipated to be a busy period and our policing plan run in conjunction
with partners enabled us to ensure we had sufficient numbers of officers deployed on the main
dates, at key times and in the right locations to provide reassurance and deter crime and anti-social
behaviour. In addition to supporting London wide policing operations, for example, the Million Mask
March event we also assisted the Event organisers to deliver a safe and enjoyable Blackheath
Fireworks event which hosted 60,000 people. During the 2 week period, which also covered school
half term, our levels of burglary and violence reduced from the previous year however we dealt with
a significant number of calls relating to anti-social behaviour, mainly firework related. We will
continue to review this and all of our policing plans to enable us to have the best chance of
improving further in the future.
Tackling burglary: Operation Bumblebee
We continue to have a renewed focus on preventing and detecting burglary. Under Operation
Bumblebee our approach encompasses a wide range of prevention and enforcement tactics and
initiatives. It`s worth highlighting two of these strands of activity. Firstly, MetTrace is being rolled out
across the Borough. MetTrace is the largest crime reduction initiative the MPS has ever run. It
involves visiting over 440,000 households across London between 2015-18. Nearly 4,000 addresses
in Crofton Park, Brockley, Forest Hill and Telegraph Hill have been visited based on long, medium
and short term burglary trends. Households are being given a free SmartWater kit that would
normally cost £75 to help residents who are most vulnerable. SmartWater is a solution which
contains a unique chemical code that when applied to household items is almost impossible to
remove and is only visible under UV light. This forensic code aims to ensure that stolen property can
be traced back to the rightful owners. In addition signs have been erected to act as a deterrent in
streets across the Borough.
Secondly we are focusing our efforts on tackling the disposal of stolen property through the second
hand market. We don’t want Lewisham to become an easy or attractive place to exchange or deal in
the proceeds of crime. We are therefore undertaking an extensive programme of engaging with
shops and traders to raise awareness and working with them to ensure they conduct the necessary
checks on items that are brought in to their businesses to be sold.

We are currently restructuring and reorganising the Neighbourhood Policing Teams to enhance the
service we provide, increase our visibility at key times and locations and improve our proactive

These alterations, which take effect from Monday 5th December, have also enabled more wards to
have 2 Dedicated Wards Officers who will be ring fenced and deployed solely on their wards. The
intentions is for the four remaining wards to have a second DWO by the end of 2017. The ward
teams will be supported by 5 Borough wide Neighbourhood Tasking teams each led by a Sergeant
who will provide a dynamic and flexible response to policing issues when required.
