I. WELCOME:
Conscient Football welcomes you to the Conscient Premier Football League (CPFL) 2015.
During CPFL, let your child discover the pleasure of the world’s most popular game with practice field
time sessions and of course, the unique feature of this venture – a Fir play League, where every child
will learn the most treasured values of being a sportsperson; values of discipline, honor, strength of
character, compassion and humility.
At Conscient Football, we encourage each child to participate and play within the true spirit of the
game. Which is why we believe, and ensure, that every child is part of the action at all times. Without
limiting ourselves to the children alone, Conscient Football also encourages the participation of
parents and guardians, who play a vital role in creating impressions that last on these young minds
permanently. We maintain that the best teachers are those who conduct themselves impressionably to
earn respect from their students and peers, and thus uphold these values to translate from master to
disciple.

IV.3.2) Team balancing rule:

During pre season (matches before the league start), nominated football coaches/experts will
evaluate players on their footballing abilities. They will be group into 3 broad categories (Level
1, Level 2 and level 3) for a particular age group. Level 3 player having the higher level of
footballing ability in the view of the nominated football coaches/experts.

The average number of level 3 players will be established for a particular age group, and this
will be used as the sole criteria to balance team – i.e. all teams will, wherever practical, have
the same number of level 3 players within an age group.

Level 3 players in team(s) with more that the average number of level 3 players will be
swapped with level 1 or 2 players from teams with lower than average number of level 3
players in order to balance the number of level 3 player in a team across the age group.

Wherever possible, the mix of level 1 and level 2 players will be considered and balanced
during the transfer. This will be done in discussion with the manager/coaches involved and with
8|Page
their agreement where ever possible. However the final decision will rest with Conscient
Football.
IV.3.3) Substitutions:
To encourage all listed players to actively take part in each match of the league, the following
substitution rules shall be used:

A player that starts the game can be substituted off and back on again onto the pitch but then
cannot be substituted off unless they are injured.

A player that starts the game on the substitutes’ bench can be substituted on, but then cannot
be substitute off unless they are injured.

It is mandatory for all the players to play at least full one half of the match.
Number of players per side in a match:



.
9|Page
This rule applies if the number of players eligible to play on match day ( i.e. dressed in full
football kit, have shin pads, are registered for that team etc. 5 minutes before the stated
start time) exceeds the number of players per side stated as the format for the league (e.g.
7 aside).
In the above case, the number of players per side shall be increased until both sides have
at least 2 substitutes. The number of players per side can never be decreased below the
number of players per side stated as the format for the league. The number of players per
side shall be fixed by the pitch coordinator at the start of the match.
If player(s) arrive late (5 minutes before the stated match start time) then these players
shall go immediately to the substitute’s bench and would be treated thereafter as
substitutes. Players that arrive late must sit on the bench for a minimum of 5 minutes.
At half time, the number of players per side can be increased. The declared number of
player per side at the start of the match can never be decreased. If at half time the number
of players eligible (i.e. dressed in full football kit, have shin pads, are registered for that
team) has increased (due to late arrival of players for example), then the number of players
per side can be adjusted as per the above rules. Please note the following:
1. If a player was injured in the first half and will take no further part in the
second half then that player would be treated as an ineligible player in
determining the number of player per side.
2. Players with Red cards will be treated as eligible player in determining
the number of player per side.
3. Once a player has received a red card in a match, that player is not
allowed to play again during that match. Once the number of players per
side has been decided, then the number of players allowed on the field
at the start of the second half is the Number of Players per side minus
the Number of players who received a red card in the first half (see
example below). Then play continues as normal.
For example:
At the start of the match:




The number of players per side stated as the format for the league is 7 a side.
Team A has 12 eligible players; Team B has 13 eligible players on match day.
Then the pitch coordinator declares a 10 aside match. Team A will have 2 substitutes,
whereas Team B 3 substitutes.
If during the match, the team strength falls below the declared number of players (due to
injury/ red card or any other reason) then the team will continue to play with the number of
players available. The other team can continue to field the declared number of players, in
this example 10.
If at half time:
Team A, two players arrived late so Team A has two more Eligible players at half time. Team A also
has one injured player who cannot continue in the second half. Team B has one player that received a
red card.
Team A now has 13 eligible players (i.e. 12+2-1, 2 late arrivals minus the injured player). Team B still
has 13 eligible players (i.e. still including the player on a red card). The Match is declared at half time
as a 11 aside (i.e. 13-2). However, Team B will start the second half with only 10 players on the pitch
due to the player with a red card not being able to participate any further in the match.
IV.3.4) Offside rule:
The Offside rule shall not be applicable for any CPFL matches, for any of the divisions. Conscient
Football encourages that the sport is played without breaking the continuity of the game.
IV.3.5) Team Defaults:
Teams that cannot play a match because of players less than the stipulated number aside (due to
exams, field trips, festivals, and sickness or for any other reason) shall be governed (unless an
exceptional circumstance has been agreed and announced by Conscient Football in advance) as
follows.
If a team, at kick off, has:
a)
2 or more players less than the stipulated number of players aside or
b)
less than 4 players to start a match at Kick-off time or
c) Fails to turn up
That team will forfeit the match to their opponents.. The opponent of the team forfeiting the match will
be given a walk over. The team with the walk over will receive 3 points with 3 goals for and 0 against.
The team forfeiting the match, their points and goal difference will remain the same.
10 | P a g e
In each of the cases above, a friendly match will be played. Other registered players from the same
Division may be borrowed simply to have a friendly match and to reward those who have turned up.
The match shall be officiated by a CPFL appointed referee. Neither points, nor score differences will
be taken into account for such matches.
In the case that both teams forfeit the match according to the above rules: 3 points will be deducted
from both teams. Goal difference will not be changed.
Exceptional Circumstances.
If Consceint Football, Parent, Parent Manager or Parent Coach identifies (in advance – at least 3
days) a valid reason why a significant number of the players of a particular team or division will be
absent on a particular match day, then Conscient football will, based on the understanding of the
impact, announce the rules under which the game can be played on the day or reschedule the match
to a spare slot. If no suitable arrangement for all parties can be found before the matches affected are
due to be played, the Team default rules will apply to the match (es) affected.
IV.3.6) Match postponement:
A match will be considered postponed under the following circumstances:

If the referee feels that the match is cannot be played safely, e.g. bad weather, pitches not
playable, lights not working, etc.

If pitches are not available for staging matches.
Postponed matches will be scheduled during the spare days, according to the availability of resources,
solely at the discretion of the CF Board.
IV.3.7) Match Abandonment:
Only the referee can decide to abandon a match. If a match is abandoned, then the result at that time
of the match stands as the final result.
A match will be considered abandoned under the following circumstances:

If both teams are not available at the venue on time (ready to start the match 5 minutes before
the game), the match stands abandoned and 3 points are deducted from both the teams.

If anyone (parents, managers, coaches, players, etc.) manhandles the referee and/or CPFL
coordinators, over their decisions.
IV.4) the referees:
For all the Divisions, there shall be one referee to officiate the game.
11 | P a g e

In every match, Fair play should be actively promoted through the Fair Play flags, green card, posters,
etc.
Referees will show Green Cards to players for exhibiting fair play during matches and each green card
will carry points. The green card points will decide winner of the Fair play trophy.

5 points will be added to the team for each Green Card earn by the team.

15 points and 10 points for each Red Card and Yellow Card respectively will be deducted from
teams Fair play points.

13 | P a g e
IV.8) Points scoring:
For all divisions, 3 points are awarded for a win, 1 point for a draw and 0 points for a loss. The overall
score at the end of the season will determine standings. In case teams end up with the same number
of points, the goal difference will decide (goals scored minus goals conceded). In case this still leads
to teams being in the same position, the number of goals scored by a team against the opponents will
define the outcome.
Coaches / managers must inform the CF coordinators of match results within the same day of
match play.
IV.9) Attendance:
For all divisions, missing more than two games or practices in a row will result in the expulsion of the
player from the team and the CPFL. A player is permitted to miss a maximum of 2 practices and/or
matches during the entire season provided they notify their team coach or manager in advance - by email, SMS or phone call that is acknowledged - and must give a valid reason, with documentation, if
necessary. Please note that valid reasons do not include additional tuition, picnics or other extracurricular activities. After a third absence the coach or manager must bring this to the attention of the
CPFL coordinator who will then remove the player from the team and replace the player with a new
child from the wait list.
IV.10) Punctuality:
Conscient Football expects all the participants, including the parent-coaches & managers to turn up on
time for the scheduled matches. Failure to do so will result in the concerned team not being awarded
any points and the match will be considered as a Friendly game, despite their victory in that particular
match, whereas their opponents will get full points from the game (if they arrived on time prior to the
match).

If one of the teams is not present at the venue on time, then that team would forfeit that match
and 3 points will be deducted from their tally and their opponents will be given 3 points.

If both teams are not available at the venue on time before the game, the match stands
abandoned, and 3 points are deducted from both the teams.
