REGISTRATIONANDCREDENTIALS
Registration:Teamsmustregisterbeforetheirfirstscheduledgame.Failuretoregisterwillresultinautomatic
disqualificationfromthetournamentwithoutarefundofthetournamentfee.Atthediscretionofthe
tournament,thedisqualifiedteammaybeallowedtocompeteasa“GUESTTEAM”,butthereresultswillnot
becounted,andthegameswillberecordedasforfeitsandascoreof0-1.
Credentials:Atthemandatoryregistrationteamsmustprovidethefollowingcredentials.AllUSteamsmust
providevalid,laminatedplayerIDcardswithphotos,andsignedmedicalreleaseformsforallplayersandtwo
copiesofastateapprovedroster.Internationalteamsmustprovideacertifiedteamroster,league
identificationcards,medicalreleaseforms,travelpapersandpassports.Intheeventaninternationalteam
doesnothaveleagueidentificationcards,aphotographofeachplayershouldbeprovidedinadditiontothe
passport.
Rosters:USYSAandUSClubteamsmayregisteramaximumof22playersfortheU-15,U-16,U-17andU18/19agegroups,andUSSFregisteredteamsmayhaveanunlimitednumberofregisteredplayers,butall
teamswillhaveamaximumof18eligiblepergame;18playersforU-13toU-14agegroups(playing11v11),
and16forU-11toU-129v9play.U-9andU-10teamsplaying7v7willhavearosterlimitof13playersper
team.
RULESOFPLAY-FIFALawsoftheGamewillapplyasmodifiedbyUSYSAasdescribedherein.

PRELIMINARYGAMES–Allpreliminarygameswillbecallednotlessthanfiveminutespriortothescheduled
startofthenextgameregardlessoftheamountoftimeplayedineachhalfuptothatpoint.Agameis
“complete”uponcompletionofonehalfofplayregardlessofthecircumstancesofterminationduringthe
secondhalfwithfinalresultsbasedonthescoreatthetimethegameiscalled.Preliminarygamescanendina
tie.Halftimeofallgameswillbeexactlyfiveminutes.Refereeswillbeinstructedtogiveawarningatfour
minutes,andstarttheclockexactlyattheconclusionofafiveminutehalftime.
SUBSTITUTIONS–Teamsmaysubstituteonlywiththereferee’spermission.Substitutionswillbeallowedon
anystoppageexceptforwhendefendingacornerkick.Iftheattackingteamonacornerkicksubstitutesthen
thedefendingteammayaswell.
PLAYERSEQUIPMENT–Itwillbeatthegamereferee’sdiscretiontodeterminethesafetyandsuitabilityof
playerequipment,includingthewearingofahardbrace.
COACHING–Allcoacheshavetotalresponsibilityfortheconductoftheirplayers,substitutes,friends,and
spectatorsatalltimes.Coachingfromthesidelines(givingdirectiontoone’sownteamonpointsofstrategy
andposition)ispermitted,provided:

Nomechanicaldevicesareused;
Thetoneofthevoiceisinstructiveandnotderogatory;
Eachcoachorsubstituteremainswithintenyardsofthehalfwayline;
Nocoach,substitute,orspectatormakesderogatoryremarksorgesturestothereferees,other
coaches,players,substitutes,orspectators;
Nocoach,substitute,orspectatorusesprofanityorincites,inanymanner,disruptivebehavior.
CAUTIONSANDEJECTIONS–Aplayerreceivingtwocautions(yellowcards)inasinglegameisconsideredto
havebeengivenanejection(redcard).Aplayerwhohasbeenejected(sentoff)willnotbereplaced.Aplayer
whohasbeenejectedwillnotreturnforthatgameandwillnotbeallowedtoparticipateinthenextscheduled
game.Aplayerwhoisejectedforviolentconductorseriousfoulplaywillnotbeallowedtoparticipateinthe
nextTWOscheduledgames(thisdeterminationwillbemadebytherefereeandsitedirectortogether).Any
playerorcoachwhoassaultsarefereewillberemovedfromthetournament.Acoachwhohasbeenejected
(sentoff)willbesuspendedthesameasaplayerejection.
Duringgamesuspensionsforcoaches,therecanbenocontactbetweentheteamandthecoachduringthe
gameandthecoachmustbeoutofsightandsoundofthefield.Additionally,thecoachmustnotbeinvolved
inunacceptableconduct(definedascoachinghis/herplayersbyanymeansormethod,orharassmentof
opponents/players/referees/staff).Failuretoadheretothisrulewillresultinanimmediateejectionfromthe
tournamentforthecoach.
SUSPENDEDANDTERMINATEDGAMES–Ifintheopinionoftherefereeagamemustbesuspended(for
reason),thegamemayberesumed,butissubjecttobeingendednotlessthanfiveminutespriortothe
scheduledstartofthenextgame.Ifintheopinionofthereferee,agamemustbeterminatedformisconduct
ofplayers,benchcoaches,orspectators;theoffendingteamcouldbesuspendedfromfurtherplayandwill
forfeitthatgameandallremaininggamesbyascoreof0-1.Allpreviouspointsremainasplayed.Additionally,
thehomeleagueandstateassociationwillbecontactedasappropriate.

INJURY–Delaysofthegameduetoinjurywillresultinappropriatetimebeingaddedtothefullgametime,
basedonthejudgmentofthereferee.However,allpreliminarygameswillbeterminatednotlessthanfive
minutespriortothescheduledstartofthenextgame.
TOURNAMENTCOMPETITION
REFEREEDECISIONS–Thedecisionsoftherefereeregardingfactsconnectedwithplayarefinal.Thereferee
mayonlychangeadecisiononrealizingthatitisincorrector,athis/herdiscretion,ontheadviceofan
assistantreferee,providedthathe/shehasnotrestartedplay.

Ifatiestillexistsaftersteps1-5,FIFAPenaltyKickswillbetaken15minutespriortothescheduled

HOMETEAM–Thehometeamwillbetheteam,whichappearsunderthatheadingontheschedule.The
gameballwillbesuppliedbythehometeam,andwillbesubjecttorefereeapproval.Thehometeamwillbe
requiredtoswitchtoalternatejerseystoaccommodateacolorconflictasdeclaredbythereferee.Ifthehome
teamcannotsupplyalternatejerseystheywillhavetowearpinnies.Thehometeamwillhavetheselectionof
thesideofthefieldtheywishtoplayfrom.
FORFEITS–Allteamswhoforfeitwillhavethegamescoredasa0-1loss.Thewinnerwillbeawardedthree
tournamentpoints.Teamsfailingtoreportreadytoplaywithinfiveminutesofthescheduledkickofftimewill
forfeit.Teamsfailingtocheckinatregistrationpriortotheirfirstgamewillforfeit.Teamstakingactions
whichcauseamatchtobeterminatedwillforfeit.
PROTESTS–NOPROTESTSWILLBEALLOWED
DISPUTES–Gameconductisunderthejurisdictionoftherefereeandthetournamentwillnotoverrulea
referee’sdecision.AlldisputesoffthefieldofplaywillbesettledbytheTournamentDirectorortheir
designeeandthedecisionwillbefinal.
GUESTTEAMS–Thetournamentmayaccepta“guestteam”inordertofillalatevacancyinadivision.Guest
teamscannotadvanceoutofabracket.Guestteamgameresultsarepredeterminedtobea1-0againstthe
guestteam.Theopposingteamisawardedthreepoints.
