SWRK 3152 Prior Learning Assessment & Recognition (PLAR)
The Canadian Association for Social Work Education (CASWE) Standards for
Accreditation (May 2012) indicates that “…where academic credit is given for previous
work and/or relevant experience in lieu of the practicum, the academic unit has written
policy that specifies clear criteria and procedures used to assess skills and
knowledge…” (SB 3.2.2., page 13). This may be provided for a maximum of one half of
the required hours of practicum specified in the program. The ddocuments that follow
provide detailed information regarding the application process in addition to course
expectations and requirements for SWRK 3152 PLAR.
(PLAR) is a process of recognizing the prior learning of skills and knowledge in social
work practice. It can be through formal and informal study in a variety of settings as well
as through a diversity of experiences. PLAR provides a mechanism for identifying,
documenting and evaluating learning, thereby acknowledging and giving credit to
students who demonstrate learning equivalent to a student completing a final field
(SWRK 3150)
Applicants require a minimum of 3500 hours (within the last five years) of social work
experience. 500 hours may include unpaid or volunteer work. Significant social work
experience may include (but is not limited to):
Counselling
 With individuals, families and or groups, family mediation
Community/Development/ Social Action
 Involvement with non-profit organizations at community level
 Grassroots mobilization/local development
Advocacy
 Advocating with clients, families and communities
Case Management
 Engagement with clients, initial, ongoing assessment, intervention,
 Case planning and referral

Students will be required to demonstrate:
 social work engagement, assessment, planning, intervention and evaluation; and
 ability to integrate values, ethics, and theoretical frameworks as attained in prior
social work experience and the pre-requisite foundation courses (SWRK 1310,
SWRK 2080, SWRK 2090 & SWRK 3140).
Applicants who have been approved by the PLAR Application Committee are permitted
to register in SWRK 3152 PLAR and the co-requisite SWRK 4200 Field/Focus 1.
Students will be required to complete all assignments on or before the designated due
dates and to contact the PLAR Assessor when additional clarification is required.
Students will be assessed on a pass/fail basis, subject to satisfactory completion of all
assignments.
The Role of the PLAR Applications Committee
All required documentation in application for PLAR is to be forwarded to the PLAR
Applications Committee on or before December 1st.
The PLAR Applications Committee, as appointed by the Dean of the Faculty of Social
Work, will be comprised of a minimum of three members including:
 at least one representative from the applicant’s respective program (e.g.,
Northern Social Work Program, Inner City Social Work Program, Distance
Delivery Social Work Program, and Fort Garry Social Work Program) at least
one representative from the field education program; and
 at least one representative from the Faculty of Social Work
Role of the Student
The student is required to demonstrate prior learning of basic social work skills and
knowledge. The student must submit all assignments on time and in a professional
manner.
Assignments will assess:
 professional values
 knowledge of the Canadian Association of Social Work “Code of Ethics” as well
as application to practice,
 ability to link theory to practice
 self-awareness and personal reflection
 effective engagement and communication skills
 knowledge of social justice and advocacy
 assessment skills
 intervention planning skills

Role of the PLAR Assessor
All students registered for SWRK 3152 will be assigned a PLAR assessor.
The PLAR Assessor will clarify expectations regarding the PLAR assignments, assess
the written work and submit a final grade of “pass” or “fail”. It is not the role of the PLAR
Assessor to teach or mentor. PLAR is offered on the basis that the student has already
developed social work skills and attributes at the level of a first year practicum student
at minimum. PLAR is an opportunity to demonstrate this learning through the
completion of specific assignments.
The PLAR Assessor will have a minimum M.S.W. degree from an accredited university
and extensive knowledge related to the field of social work, including the curriculum
which forms the foundation of the undergraduate degree program of the Faculty of
Social Work, University of Manitoba.

Application Process
A student who has (3500 hours) of previous social work employment experience in the
past five years, may apply to register for the SWRK 3152 (PLAR) in lieu of SWRK 3150
Field Instruction 1. SWRK 3152 (PLAR) is 12 credit hours, equivalent in both credit
hours and tuition costs to that of SWRK 3150. PLAR requires a student demonstrate
current skills and knowledge and integration of social work values and ethics from a
practice perspective.
PLAR applications must be submitted in full by December 1st (no extensions will be
granted):

A PLAR Self-Evaluation form
A current résumé that includes work roles and responsibilities;
Paid Work History Forms and/or Unpaid Work History Forms (if applicable). In
order to apply for PLAR, applicants will require a minimum of 3500 hours, within
the past five years, of significant social work experience, of which 500 hours may
include unpaid or volunteer work experience. Unpaid or volunteer experience
may be considered up to a maximum of 500 hours but does not include
practicum hours completed in a previous educational program; and
6. Completed PLAR Confidential Reference forms from three individuals who have
observed you and can comment on your social work knowledge and skills
including:
 One referee who has supervised you directly in the last five years; and
 Two referees who hold a B.S.W. or M.S.W. from an accredited university,
Or who are Registered Social Workers.
Completed PLAR packages can be emailed to [email protected] or can be
submitted to PLAR Applications Committee, Faculty of Social Work, 521 Tier Building,
University of Manitoba, Winnipeg, Manitoba, R3T 2N2.The PLAR Application, including
all required documentation, is due December 1st for all students applying for course
commencement effective September of the following year.
Applications for SWRK 3152 PLAR will be reviewed in early December. All applicants
will be notified whether or not they have met the requirements on or before January 15.
If you are deemed ineligible to register in SWRK 3152 PLAR, you can subsequently
apply to take SWRK 3150 Field Instruction I, by completing the required application
package and submitting all required forms by the established due date for all field
placement students.

Pre-requisite & Co-requisite Requirements
Students are expected to meet all of the Faculty’s requirements with respect to
pre-requisite and co-requisite requirements. Pre-requisite courses to SWRK 3152
PLAR include: SWRK 1310, SWRK 2080, SWRK 2090, and SWRK 3140. Students
are required to have a Social Work (Subject) Grade Point Average of 2.50 or higher.
Upon registering for SWRK 3152 PLAR (12 credit hours), a student must also register
for the co-requisite course, SWRK 4200 Field/Focus of Social Work Practice I (6 credit
hours).

Application Checklist
Your Prior Learning Assessment & Recognition (PLAR) Application MUST
include all of the following:

A completed Letter of Understanding
A completed Letter of Intent;
A PLAR Self-Evaluation form
A current résumé that includes work roles and responsibilities;
Paid Work History Forms and/or Unpaid Work History Forms (if applicable).
In order to apply for PLAR, applicants will require a minimum of 3500 hours,
within the past five years, of significant social work experience, of which 500
hours may include unpaid or volunteer work experience. Unpaid or
volunteer experience may be considered up to a maximum of 500 hours
but does not include practicum hours completed in a previous
educational program; and
☐ Completed PLAR Confidential Reference forms from three individuals who
have observed you and can comment on your social work knowledge and
skills including:
 One referee who has supervised you directly in the last five years; and
 Two referees who hold a B.S.W. or M.S.W. from an accredited university,
or who are Registered Social Workers.
