GENERAL RULES AND POLICIES
ELIGIBILITY
1. All YSCC members must be USCAA members.
2. All NECA members will follow the YSCC Standards.
REGULAR SEASON SPORTS INFORMATION
All sport information reporting must be completed to the respective season sports information by 12:00
pm on Tuesday. Failure to report all information by 12:00pm will result in the following:
1. First Offense: written notification of non-compliance from Conference President to Director of
Athletics at institution.
2. Second Offense: $25.00 fine payable to the Conference.
3. Third and subsequent offenses-$50.00 fine payable to Conference.
4. For clarification purposes it was made clear that this was for the year and not per sports season.
5. The home teams should make every effort to assist traveling team in getting results to
appropriate news sources including faxing box scores, etc.
6. All members must use conference software where applicable.
7. Fines will be billed at last conference meeting and must be paid by July 1st. Failure to pay fines
could result in a suspension from post season play.
CONFERENCE POLICY ON OFFICIALS
If game officials are late or do not show up at the designated location, the following will occur:
1. If only 1 official shows up and both coaches agree, the game will be delayed for up to 30
minutes, and then will start with only 1 official.
2. If the coaches do not agree to play with only 1 official, after waiting for 30
minutes, the visiting team decision takes precedence.
3. If no officials show up, the teams will wait for 30 minutes, and if still no
officials, the game will be a forfeit for the home team unless extraordinary circumstances exist.
Conference President will vote on the circumstance.
4. The host administrator must call the assignor to determine the status of the
missing official(s) and to explore the possibility of obtaining other collegerated official(s) to do the game.
PAYMENT OF OFFICIALS
The conference will pay for the officials for all league sanctioned tournaments. It is the responsibility of
the host institution to pay officials costs for all play-ins, quarter-finals and semi-final games.

LATE CLAUSE FOR TRAVELING TEAMS
Both teams should confirm the game no later than one day ahead of the game. Confirmation should
include site/date/time etc.
1. If a team is running behind, experiences troubles (weather, bus/van travel trouble) a phone call
is necessary to the host school to let them know about the delay possibilities…
2. Canceling or postponing a game/contest needs to be done a full day ahead of the scheduled
game by noontime to let the opponent know that the game is postponed/cancelled
3. Visitor will pay game management fees (officials, trainer, game personnel etc) for failure to
notify on time
GAG RULE
Gag rule regarding league scouting. Information/tapes/ scouting reports on a conference member will
not be given out to any team outside the conference in any sport except as indicated by USCAA policy.
TOURNAMENT CANCELLATION POLICY
Every attempt will be made to play out all conference tournaments until a champion is decided. If any
YSCC tournament is not completed, the conference representative to the post season tournament will
be the highest remaining seed at the time the tournament is called by the conference President or their
representative.
MAKE UP POLICY
If games are postponed the following policy should apply:
1. Use next available date, then rain date or mutually agreeable date.
2. If play is interrupted due to weather, darkness, etc. results in a no game or stands as official
game by sports standard/rules.
3. Team deciding not to travel accepts a forfeit for conference standings(seeding)/unless it is
agreed upon by both coaches not to play in which both are credited with a loss, again for
conference standings(seeding purposes only).
4. A game that cannot be played for tournament standings would then move to a tie breaker
procedure
COACHES MEETINGS
A coaches meeting in each sport will be held each year at the spring meeting.
HOST SITE CHANGE POLICY
When a site change occurs: host institution will cover the cost of officials/ visitors will cover their own
transportation. When a neutral site is used the “home institution” covers the cost of officials. The home
and away designation does not change from what is on the schedule.

CODE OF ETHICS
The YSCC provides experiences and opportunities for student athletes to develop their mind, body, and
sprit through the integration of athletics, academics, and accomplishment. By providing these
opportunities the YSCC provides each of our institutions and its athletic participants a rewarding
experience.
Article I:
Responsibilities to Players
Section 1.
All coaching techniques and decisions will be within the rules of the game. Every effort
must be made to abide by high principles that promote mutual respect between the
administrator, coach and their student athletes.
Section 2.
It is in the best interest of all for the administrator or coach to consult trained medical
personnel when injuries take place. The orders of the physician or certified
athletic trainer must be followed.
Section 3.
Medication and treatment should be administered only with the direction of a physician
or trained medical personnel.
Section 4.
All administrators and coaches are expected to know eligibility rules and apply them
uniformly.
Section 5.
Prime consideration must be given to the academic performance of the student
athletes.
Article II:
Responsibility to the YSCC
Section 1.
The primary function of an administrator or coach is to educate students through
participation in their chosen sport.
Section 2.
Administrators and coaches are representatives of the institution and the YSCC and
are expected to conduct themselves in a manner that brings credit to the institution and
the YSCC.
Section 3.
All student athletes are expected to follow YSCC policies and will be reminded by
administrators and coaches to seek academic success.
Section 4.
All administrators and coaches must be sensitive to the fact that they are responsible
for promoting a positive image of the YSCC.
Article III:
Rules of the Game
Section 1.
The rules and regulations of the YSCC and the USCAA are an integral part of the code
and must be followed.
Section 2.
Every administrator and coach has a responsibility to know the rules and to teach them
to their student athletes.
Section 3.
The administrator and coach will promote sportsmanship and respect for the opponent
through teaching proper techniques consistent with guidelines provided by the YSCC.

Article IV:
Officials
Section 1.
Officials will have the respect and support of the administration, coaches and student
athletes. Comments during and after the game must focus on the student athletes.
Section 2.
Officials should be treated in a courteous manner and be provided a private room for
meeting and dressing. Concerns about officials should be expressed to the YSCC in
writing.
Section 3.
Public showing of video contradicting an official’s decision has no real value and is
considered unethical. Quick decisions must be made during games and officials will
make the best decision at the time.
Section 4.
Coaches, Administrator, and Players will not use video, email, or any media outlet to
discuss officials in anyway.
Article V:
Public Relations
Section 1.
Use courtesy, honesty, and respect in all dealings with the media.
Section 2.
Coaches should instruct their student athletes as to proper conduct when being
interviewed by the media.
Section 3.
Professional, institutional, and YSCC matters must be kept private.
Section 4.
Comments about upcoming games should be limited to promoting the contest.
Section 5.
Coaches will maintain a level of professionalism that will transcend any reference to
predicting outcomes or gambling.
Article VI:
Scouting
Section 1.
It is considered ethical to scout opponents only during games or agreed upon
scrimmages. The head coach is responsible for the actions of their scouts.
Section 2.
Conference rules must be followed with respect to exchange of game films.
Section 3.
Gag rule regarding league scouting. Information /tapes/ scouting reports on a
conference member will not be given out to any team outside the conference in any
sport except as indicated by USCAA policy.
Section 4.
Video exchange between teams playing each other in the playoffs is encouraged.
Article VII:
Player Conduct
Section 1.
Players will refrain from verbal or physical abuse of an official, opposing coach or
player, YSCC representative, or spectators. Additional players will not cause intentional
incitement of participants or spectators to abusive or violent action.
Section 2.
Use of obscene gestures, profanity, or unduly provocative language (including racist and
bigoted remarks) towards officials, opponents, or spectators, inappropriate criticism of
any official, YSCC official or personnel, another coach or team, or another institution and
its personnel will not be tolerated under any circumstance.

Section 3.
If a member institution believes that an individual from another institution should be
disciplined for such conduct, it shall notify the institution, identifying the name(s) and
the details of the complaint. The recipient Athletic Director shall investigate the matter
and notify the citing institution and YSCC President of the results of the investigation,
including actions taken to discipline the individual(s) or the reason(s) why no action was
taken. All such investigations must be completed within 15 working days of the receipt
of the original correspondence.
Article VIII:
Recruiting
Section 1.
It is unethical for students to be recruited or enticed from the other YSCC Institutions,
either by coaches or any other coach, manager, parent or team representative during
the academic year.
Section 2.
Prior to speaking with any student at any YSCC Institution the AD from the school
initiating contact will notify the other institutions AD.
Section 3.
When discussing the advantages of their institution, the coach has an ethical obligation
to be forthright and refrain from making derogatory remarks regarding other coaches,
teams, and institutions.
Section 4.
It is unethical for any coach to make a statement to a prospective athlete which cannot
be fulfilled; illegal to promise any kind of compensation or inducement for play; and
immoral to deliver same.
Section 5.
Allegations of illegal or unethical recruiting are very serious and should be based on
concrete facts rather than hearsay and innuendo.
Section 6.
Any such allegations of illegal or unethical recruiting must be submitted, in writing, to
the appropriate President of the Conference along with all supporting evidence to prove
such activity.
Article IX:
Other Responsibilities
Section 1.
Before and after the game opposing coaches should meet and exchange greetings.
Section 2.
The coach should limit their comments about the game to members of their team and
encourage their student athletes to do the same.
Section 3.
It is ethical to limit all rewards, celebrations, etc. to the team and to respect the dignity
of the opponent.
Section 4.
The coach must follow all rules and regulations as determined by YSCC policy.
The Yankee Small College Conference encourages and promotes good sportsmanship by student
athletes, coaches, and spectators. We encourage your cooperation by supporting the participants and
officials in a positive manner. Profanity, racial or sexist comments, or other intimidating actions directed
at any of the above parties will not be tolerated and are ground for removal from the site of competition
without refund

USCAA SOCCER GUIDELINES
ARTICLE I:
ORGANIZATON
Section 1:
Divisions
The Men’s and Women’s teams will have separate divisions. The number of divisions
will be based on the number of team and will be determined prior to the season.
Section 2:
Men’s Scheduling
(a) Each team within the conference will play each other once during the regular
season.
(b) All regular season games must be completed by set date voted upon by the
membership at the annual spring meetings.
(c) Hosting and dates of YSCC Championships will be voted upon by the membership at
the annual spring meetings.
Section 3:
Women’s Scheduling
(a) Each team within the conference will play each other once during the regular
season.
(b) All regular season games must be completed by set date voted upon by the
membership at the annual spring meetings.
(c) Hosting and dates of YSCC Championships will be voted upon by the membership at
the annual spring meetings.
Section 4:
Statistical Reporting
(a) During the season, each conference team shall report all scores and relevant
statistics to the YSCC SID and the USCAA by Tuesday at 12:00 pm.
(b) The SID shall provide a weekly report to all conference athletic directors. The report
shall include: team standings, and the top ten individual statistical leaders in goals
made, assists, and saves.
ARTICLE II:
GAME MANAGEMENT STANDARDS
Section 1:
Home Team Responsibilities
The home team shall be responsible for providing the following services:
(a) Field should be ready for warm ups forty five minutes prior to game time.
(b) Official scorer and scorebook.
(c) Scoreboard operator (if a scoreboard exists).
(d) Water, cups, and ice for both the visiting and home bench.
(e) Lined field in accordance with NCAA standards.
(f) Regulation goals with nets.
(g) A minimum of two persons to serve as ball retrievers.
Section 2:
Visiting Team Responsibilities
(a) Provide the home team with a current roster, including jersey numbers, at least two
days prior to the scheduled contest.

(b) Provide an equipped medical kit with sufficient tape and other supplies necessary to
serve the visiting team’s athletes.
Section 3:
Athletic Trainer
(a) The home team shall be responsible for providing medical staff (trainer, EMT, first
aid responder) at all soccer games.
(b) The visiting team shall come to each contest with a medical kit containing adequate
tape and medical supplies for its athletes.
Section 4:
Statistics
(a) Each team will keep their own stats.
(b) The home team will provide a place for the visiting team to keep stats.
ARTICLE III:

(a) There shall be a minimum of two officials for each regular season game.
(b) Officials can only work two games per day, except in the case of an emergency.
(c) The home team shall be responsible for the payment of all officials.

Tournament Games
(a) There shall be a minimum of three officials for all tournament games.
(b) Officials can only work one game per day, except in the case of an emergency.
(c) Host site is responsible for paying for officials.
Section 3:
Assignment of Officials
(a) Officials shall be assigned by a neutral board or assignment pool recognized
throughout New England.
Section 4:
Applicable Rules
(a) All soccer contests shall be played in accordance with NCAA modified rules.
ARTICLE IV:

(a) The top four teams will participate in the post-season tournament.
(b) The tournament will proceed in accordance with a straight bracket, single
elimination format.
(c) Teams shall be seeded in accordance with the league standings.
(d) Teams with identical league records shall be seeded in accordance with the
following tie-breakers:

Tie Breaker Format
(a) First tie-breaker: head to head competition in competition
(b) Second tie-breaker: head to head competition, top to bottom in conference (how
each team did against 1st place, 2nd place, 3rd place, etc. in conference

(c) Third tie-breaker: Goal differential (maximum 3 goals per game) vs. in conference
competition.
(d) Fourth tie-breaker: Goals allowed in conference
(e) Fifth tie-breaker: Head to head competition in out of conference play (Conference
members playing each other in out of conference play)
(f) Sixth tie-breaker: Record vs. out of conference common opponent
(g) In the event of a three way tie, the tie breaker format will be used to determine the
1st of the three teams utilizing the format and then the format will be re-applied to
the two remaining teams starting with the 1st tie breaker.
Section 5:
All Tournament Teams
(a) At the conclusion of the tournament awards will be given to the Outstanding
Offensive Player, Outstanding Defensive Player and Tournament MVP.
(b) Two athletes will be named by the coach of the winning team;
(c) One athlete will be named by the coach of the runner-up;
Section 6:
Miscellaneous Tournament Details
(a) NCAA Tournament Rules including overtime and sudden death will be used
throughout the Conference Tournament.

Selection Process
(a) Teams and Player of the Year shall be chosen as follows:
1. Voting will begin right after the regular season and prior to the playoffs.
2. Each coach can nominate up to 4 student athletes from their team.
3. All student athletes nominated will be added to an electronic ballot and
emailed to the coaches.
4. The votes will be tabulated; the top eleven vote-getters will be named to
the First Team.
5. The top vote getter will be named the Player of the Year
(b) Coach of the Year Award
1. Voting will begin right after the regular season and prior to the playoffs.
2. A ballot listing all coaches in the conference will be distributed to each
coach to vote.

USCAA BASEBALL GUIDELINES
ARTICLE I:
Section 1:
ORGANIZATON
Divisions
The number of divisions will be based on the number of team and will be determined
prior to the season.

season.
(e) All regular season games must be completed by set date voted upon by the

(b) The SID shall provide a weekly report to all media serving the conference region.
The report shall include: team standings, and the top ten individual statistical
leaders in goals made, assists, and saves.

(a) All conference members will use official YSCC Diamond baseball in all home and
conference games and tournaments

Pre Game Practice
Pregame practice routine is only if teams arrive on time. Failure to arrive on time will
result in reduced pre-game practice so the game can start on time.
(a) Home team batting practice one hour prior to game time for 20 minutes.
(b) Visiting team batting practice forty minutes prior to game time for 20 minutes.
(c) Home team infield - 20 minutes prior to game time for 10 minutes.
(d) Visiting team infield - 10 minutes prior to game time for 10 minutes.
ARTICLE III:
Section 1:

(a) All baseball contests shall be played in accordance with NCAA rules.

Length of Game
(a) All regular season games will be seven innings unless:
1. Extra innings is required to determine a winning team.
2. A game is stopped because of inclement weather or darkness; it shall
remain a completed game with the home team ahead after 4 1/2 innings or
with the visiting team ahead after 5 complete innings.
3. A game that has been suspended before becoming a completed game (4 1/2
-5 innings) will become a suspended game, with play being resumed at
exactly the point of being halted with lineups and batting orders exactly the
same.
(b) All post season games will be seven innings unless:
1. Extra innings is required to determine a winning team.
2. A game is stopped because of inclement weather or darkness; it shall
remain a completed game with the home team ahead after 4 1/2 innings or
with the visiting team ahead after 5 complete innings.
3. A game that has been suspended before becoming a completed game (4 1/2
-5 innings) will become a suspended game, with play being resumed at

(a) The top four teams will participate in the post-season tournament.
(b) The tournament will proceed in accordance with a straight bracket, single
elimination format.
(c) Teams shall be seeded in accordance with the league standings.
(d) Teams with identical league records shall be seeded in accordance with the
following tie-breakers:

Tie Breaker Format
(a) First tie-breaker: head to head competition
(b) Second tie-breaker: head to head competition, top to bottom in conference (how
each team did against 1st place, 2nd place, 3rd place, etc.)
(c) Third tie-breaker: Road win vs. highest seed team. (Compare road wins team who
beat the higher seed wins.)
(d) Fourth tie-breaker: coin toss
(e) In a three way tie using flip, the odd toss is out, leaving a head to head review of the
remaining two teams.
Section 3:

Statistical Reporting
(a) During the season, each conference team shall report all scores and relevant
statistics to the YSCC SID and the USCAA by Tuesday at 12:00 pm.
(b) The SID shall provide a weekly report to all media serving the conference region.
The report shall include: team standings, and the top ten individual statistical
leaders in goals made, assists, and saves.

GAME MANAGEMENT STANDARDS
Home Team Responsibilities
The home team shall be responsible for providing the following services:
(a) Field should be ready for warm ups sixty minutes prior to game time.
(b) Official Scorer and Scorebook.
(c) Scoreboard operator (if a scoreboard exists).
(d) Water, cups and ice for both the visiting and home bench.
(e) Lined field in accordance with NCAA standards.
Section 2:
Visiting Team Responsibilities
(a) Provide the home team with a current roster, including jersey numbers, at least two
days prior to the scheduled contest.
(b) Provide an equipped medical kit with sufficient tape and other supplies necessary to
serve the visiting team’s athletes.
Section 3:
Athletic Trainer
(a) The home team shall be responsible for providing medical staff (trainer, EMT, first
aid responder) at all soccer games.
(b) The visiting team shall come to each contest with a medical kit containing adequate
tape and medical supplies for its athletes.
Section 4:
Statistics
(a) Each team will keep their own stats.
(b) The home team will provide a place for the visiting team to keep stats.

Pregame practice routine is only if teams arrive on time. Failure to arrive on time will
result in reduced pre-game practice so the game can start on time.

(c) Home team infield - 20 minutes prior to game time for 10 minutes.
(d) Visiting team infield - 10 minutes prior to game time for 10 minutes.

5. A game is stopped because of inclement weather or darkness; it shall
remain a completed game with the home team ahead after 4 1/2 innings or
with the visiting team ahead after 5 complete innings.
6. A game that has been suspended before becoming a completed game (4 1/2
-5 innings) will become a suspended game, with play being resumed at
exactly the point of being halted with lineups and batting orders exactly the
same.
(b) All post season games will be seven innings unless:
1. Extra innings is required to determine a winning team.
2. A game is stopped because of inclement weather or darkness; it shall
remain a completed game with the home team ahead after 4 1/2 innings or
with the visiting team ahead after 5 complete innings.

NECA SOFTBALL GUIDELINES (Fall)
ARTICLE I:
Section 1:
ORGANIZATON
Scheduling
(a) Each team within the conference will play each other twice during the regular
season.
(b) All regular season games must be completed by set date voted upon by the
membership at the annual spring meetings.
(c) Hosting and date of NECA Championships will be voted upon by the membership at
the annual spring meetings.
Section 2:
Tournament Participation / Seeding
(a) The top four teams will participate in the post-season tournament.
(b) The tournament will proceed in accordance with a straight bracket, single
elimination format.
(c) Teams shall be seeded in accordance with the league standings.
(d) Teams with identical league records shall be seeded in accordance with the
following tie-breakers:

Tie Breakers
(a) First tie-breaker: head to head competition
(b) Second tie-breaker: head to head competition, top to bottom in conference (how
each team did against 1st place, 2nd place, 3rd place, etc.)
(c) Third tie-breaker: Road win vs. highest seed team. (Compare road wins team who
beat the higher seed wins.)
(d) Fourth tie-breaker: coin toss
(e) In a three way tie using flip, the odd toss is out, leaving a head to head review of the
remaining two teams.
ARTICLE II:

GAME MANAGEMENT STANDARDS
Home Team Responsibilities
The home team shall be responsible for providing the following services:
(a) Field should be ready for warm ups sixty minutes prior to game time.
(b) Contracting two officials for each contest.
(c) Official Scorer and Scorebook.
(d) Lined field in accordance with NCAA standards.
Section 5:
Pre Game Practice
Pregame practice routine is only if teams arrive on time. Failure to arrive on time will
result in reduced pre-game practice so the game can start on time.
(a) Home team batting practice one and one-half hours prior to game time for 30
minutes.
(b) Visiting team batting practice one hour prior to game time for 30 minutes.
(c) Home team infield - 30 minutes prior to game time for 10 minutes.
(d) Visiting team infield - 20 minutes prior to game time for 10 minutes.
(e) Ground rules, field, maintenance - 10 minutes prior to game time.
(f) Batting practice for either team will not occur during weekday double headers.

ARTICLE III:

OFFICIALS
Regular Season and Tournament Games
(a) There shall be a minimum of two officials for each regular season game.
Section 3:
Assignment of Officials
(a) Officials shall be assigned by a neutral board or assignment pool recognized
throughout New England.
Section 4:
Applicable Rules
(a) All contests shall be played in accordance with NCAA rules.
Section 5:
Length of Game
(a) All regular season games will be seven innings unless:
1. Extra innings is required to determine a winning team.
2. A game is stopped because of inclement weather or darkness; it shall
remain a completed game with the home team ahead after 4 1/2 innings or
with the visiting team ahead after 5 complete innings.
3. A game that has been suspended before becoming a completed game (4 1/2
-5 innings) will become a suspended game, with play being resumed at
exactly the point of being halted with lineups and batting orders exactly the
same.
(b) All post season games will be seven innings unless:

NECA CROSS COUNTRY INVITATIONAL (Fall)
ARTICLE I:
ORGANIZATON
Section 1:
Scheduling
(a) Teams are encouraged to participate in meets with other YSCC teams but are NOT
required to play any regular season schedule.
(b) Date of NECA Invitational will be voted upon by the membership at the annual
spring meetings.
Section 2:
Tournament Participation / Seeding
(a) All teams that pay the entry fee are eligible to participate. The deadline to register
for the Invitational will be determined by membership at the September meeting.
(b) Schools cannot enter the same team or players in both the NECA and YSCC
tournaments. Schools can have a team in each but there must be different players
on each team.

President or designee.
(d) Schools cannot enter the same team or players in both the NECA and YSCC
tournaments. Schools can have a team in each but there must be different players
on each team. (Clarification, if a team makes the YSCC playoffs that team is not
eligible for the NECA Invitational).
GAME MANAGEMENT STANDARDS
Home Team Responsibilities
The home team shall be responsible for providing the following services:
(a) Court should be ready for warm ups forty five minutes prior to game time.
(b) Scoreboard operator, shot clock operator, official scorer and scorebook.
Athletic Trainer
(a) The home team shall be responsible for providing medical staff (trainer, EMT, first
aid responder) at all games.
(b) The visiting team shall come to each contest with a medical kit containing adequate
tape and medical supplies for its athletes.
OFFICIALS
Tournament Games
(a) There shall be a minimum of two officials for all tournament games.
(b) Officials can only work one game per day, except in the case of an emergency.

(a) Officials shall be assigned by a neutral board or assignment pool recognized
throughout New England.
Applicable Rules
(b) All basketball contests shall be played in accordance with NCAA rules.
