New Facilities-based Operator (FBO) Licensees
The group of facilities-based operators that will be licensed today has indicated their
commitment towards developing the info-communications infrastructure in Singapore, and
offering a wide range of innovative, high quality and cost-effective services to further
develop Singapore as the leading info-communications hub in the region. Some players will
be landing submarine cable systems in Singapore thus increasing the international
telecommunication bandwidth available from Singapore, enhancing Singapore’s domestic
transmission capacity by deploying state-of-the-art fibre optic and broadband IP networks, or
using innovative transmission mechanisms such as the infrared technology. These providers
will also be bringing in innovative and flexible products and services for the business
community.

Existing Major Licensees Expanding Scope Of Operations And Services
Since the announcement of full market liberalisation, IDA has received applications from
some of our existing licensees, most of whom are major players in the local infocommunications scene, to expand the scope of their operations and services. IDA fully
encourages and endorses such applications. Most of these players have also indicated their
firm commitment towards developing the info-communication infrastructure of Singapore in
terms of investing in submarine cable systems thus enhancing our international connectivity
as well as developing Singapore’s broadband networks. These players will bring with them a
suite of innovative and attractive service and product options and better service quality.
Some of the services provided includes high-speed Internet access and broadband multimedia
services, and enhanced cable entertainment and communications services.

Services-Based Operator (Individual) Licensees
The category of Services-Based Operator (Individual) licensees generally comprises
applicants who intend to lease international transmission capacity from facilities-based
players licensed by IDA. They will be offering a whole range of services including
international simple resale, resale of leased circuit services, public Internet access services,
virtual private network services, and store-and-forward value-added network services.

Since the announcement of full market liberalisation, IDA has registered around 30 additional
companies for the Services-Based Operator (Class) Licence, who can start operation with
effect from 1 April 2000. They will be providing services such as Internet-based telephony,
callback services, store-and-retrieve value-added network services, and resale of public
switched telecommunication services.
