GN3plus Assembly.
This draft will be widely discussed by

TERENA staff and other stakeholder groups.
– Discussions will provide input to the final
proposal for a GÉANT 2020 strategy to be
presented for decision in the GN3plus

What is GÉANT?

GÉANT is a consensus-driven collaboration.
Real progress is only achieved through consensus.
We must focus on strategic objectives that are universally shared, or not at
all.
This does not imply unanimity on specific issues that are subordinate to the
strategy
– Compromise is often necessary
– Multiple approaches can be completed in parallel.
– Examples: Deployment architectures, technology choices, or pricing
models

GÉANT is an NREN colaboration
GÉANT’s strategic objectives have to resonate strongly with the NRENs’
strategic objectives.
Other stakeholders need consideration (the EC in particular)
– Ultimately the NRENs have to ‘buy into’ GÉANT for it to succeed.
– Generous funding is no substitute for intelligent, engaged, and aligned
partners
– Collaboration should therefore take precedence above securing
subsidies.

Strategic goals 1
GÉANT provides value to the R&E community through
a set of advanced (but fit for purpose) services, delivered
through advanced networks (optical, wirefree etc.),
operated by the GÉANT community, in combination with
commercial services.
GÉANT business is driven by the community.
Innovative ideas percolate up from NRENs and their
constituencies, coalescing into propositions that are
delivered back to, and by, the community. This is a key
differentiator from commercial ICT providers.
GÈANT implementing EU´s fifth freedom GÉANT will
seek to build on past successes and present capabilities
by delivering innovative, trusted, secure and reliable
services to all. Services will continue to be provided to
bridge the digital divide and enable the free circulation of
researchers, information and technology. This is in
support of the EU's 'fifth freedom' - the free movement of
knowledge - as ratified in the Lisbon Treaty, December
2009.
GÉANT is a critical enabler in achieving Europe’s
Horizon 2020 vision and maintaining an open, trusted
and accessible Internet.

GÉANT is a public-interest body that provides a
global open information infrastructure to European
knowledge communities. In doing this, GÉANT
facilitates the free movement of knowledge and
information within the Knowledge Economy.
GÉANT adopts a flexible delivery and operations
model to achieve greater efficiency and agility.
GÉANT is working with commercial partners in
public-private partnerships , exploiting developments
from industry while ensuring that GÉANT innovations
are continuously transferred to industry.
GÉANT ensures a trusted, secure and safe digital
environment to serve the R&E community that is by its
nature open. This is achieved by ensuring that the
values and character of the research and education
community are understood and respected
operationally within the infrastructure.

The availability of hi-speed networks will become
abundant. However these will not be optimised for
scientific Big Data flows and real time high precision
interaction. Research and educational applications will
need more isolation and predictable capacity & delay for
real-time collaboration and remote access to distributed
equipment. It is exactly there that GEANT can make the
difference. It will be a requirement to do so in an
economically viable way.
Machine to machine (M2M) communication gradually will
prevail over Human to human communication (H2H) and
followed by Internet of things. Therefore the GEANT
network design must be future-proof and allow for
improvements and flexibility to adapt for on-going
challenges. Even specific and unique services (like
lambdas without regeneration) should be possible.

Learning and researching everywhere, anytime with any
device is key for enabling innovation within our
community. Therefore, end-user access to the NREN
infrastructure, GEANT backbone and services will not
only be based on fixed access but will also become highly
dependent on the quality and availability of a trusted and
robust Wirefree infrastructure. This cannot be done by
one institute or NREN by itself. GEANT needs to play a
role as coordinator, facilitator and service coordinator.
Collaboration is the bread and butter of every modern
scientific endeavour. eScience is enabling that
collaboration by allowing groups of scientists around the
globe to share networking, resources and services.
GEANT and its NRENs should support this with solid
Authentication and Authorization infrastructures, with
group collaboration and by providing generic services.

Cloud and programmable networks will become the
default model for distributing online services, as it is the
most effective and efficient delivery mechanism. A new
generation of users in Research and Education has grown
up ‘choosing their own devices and services’. Cloud
services come natural to them.
Trust is a basic need for users of our networks; the recent
debate about unlawful interception by foreign agencies
has shown how fragile trust in networks can become. We
have a duty of care to our constituencies to safeguard this
trust. This means guaranteeing privacy through
technology and policy and ensuring robustness and
trustworthiness of systems by continuous security
improvements.
