DAF Course Architecture Development

Strategic Direction
Block 09
Overview
• Intent
Show the use of a tool that helps you take a
strategic approach when building an EA
• Content
– Introduction to Analysis of networked Links (AnnL)
– Using AnnL to list pressures, stakeholders, concerns,
and values
– Using AnnL to determine strategic risks of existing
system
What is a “Strategic Approach”?
Our definition of ‘strategy’ is
Selection of objectives for the whole
enterprise
and the initiatives that can contribute to
achieving these objectives
over the time span for that organization
Why take a strategic approach
when building an EA?
• Why do you think EA should consider ICT
strategy?
• Do EA set the ICT strategy?
Welcome to AnnL
• Analysis of networked Links (AnnL) is a series of
Excel functions that produces reports that you
can use when preparing:
–
–
–
–
–
Strategic plans
Business cases
Policy statements
Functional and performance specifications
Procedural manuals
• We will use it as the basis for managing the
strategic risks for the use of ICT in support of
Defence operations
Prepare to use AnnL
• Find the AnnL In sheet on your CD, under
Day 3 Resources
• Also, find the manual, in the same place
• Remember: Read The Bloody Manual is
important here too
List Pressures
• We usually start with a list of pressures acting
upon the organization (“Enterprise”)
• Pressures are external circumstances or internal
conditions
• Based upon the W6 Checklist:
–
–
–
–
–
–
Way: Legislative or procedural factors
Who: Social or behavioural factors
With: Scientific or technological factors
Worth: Economic or commercial factors
Where: Environmental or locality factors
When: Rate or date factors
Listing Pressures in AnnL
Determine plausibility of
pressures
Report Pressures
Other reports
Activity: List pressures
• As a team
• For 5 minutes
• Make some changes to the list of
pressures
• See what happens in the reports
List Stakeholders
Determine clout of stakeholders
Report clout
Other reports
Activity: Link points-of-view
• As a team
• For five minutes
• Make changes to influences between
points of view
• See effects in reports
Show concerns from links of
POVs to Pressures
Report concerns
Show values
Weight values
Key Point
• At this stage, we are interested in those values
that:
– Refer to capability and to capacity
– Have a high impact estimate
• These values become the objectives
= the strategy
• Based upon what key pressures are of concern
to which key points-of-view, and how much they
are willing to pay to reduce these concerns
Report desires
Build values tree
Report values
Other reports for values
Activity: Form values
•
•
•
•
•
•
As a team
For 10 minutes
Look at desires
List values
Change willingness to pay or power
See effects upon reports
Assess risk
Report risks of As-Is system
Summary
Strategy is setting objectives for the
enterprise as a whole
We use AnnL to determine ‘who wants what’
because of their concerns about pressures
Next Block
• consider emerging technologies as
alternatives in the design of an EA that
overcomes these strategic risks
