FIFA amendments to the Laws of the Game
Law 3
1) If a substitute, a substituted player, a player
who has been sent off, or a team official enters
the field of play and interferes with play or an
opponent, play is restarted with a direct free
kick or penalty kick
2) If interference from an outside agent does not
prevent the ball entering the goal, the goal can
be allowed if the defenders were not affected
3) A player sent off before team sheets are
submitted cannot be named on the list; a player
sent off after submission can be replaced by a
named substitute, who cannot then be replaced

Law 5
1) If two offences occur simultaneously the more
serious is punished, whether against an
opponent or team-mate (the latter is no longer
automatically indirect)
2) The referee may take disciplinary action from
the time of entering the field of play for the prematch inspection, and may show the yellow or
red card after entering the field at the start of
the match

Law 8
1) The ball is in play at the kick off when it is kicked
and clearly moves (in any direction)
2) The referee has no authority to “manufacture”
the outcome of a dropped ball
3) At a dropped ball restart, at least two players
must touch the ball before a goal can be scored

Law 10
1) Kicks from the penalty mark to determine the
outcome of a game – unless there are safety
considerations to dictate which end will be used,
the referee will toss a coin to decide which goal
is used (previously the referee chose)
2) During the kicks, if one team is reduced in
number the other team’s captain must nominate
a player to go off (previously only applied before
the kicks commenced)

Law 11
1) Players’ hands and arms are not considered
when judging offside (previously only applied to
the attacker, now applies to all players)
2) The free kick is awarded where the offender
becomes actively involved, irrespective of in
which half the offence occurs
3) Players temporarily off the field of play beyond
the goal line are considered to be on the goal
line until the defender’s team plays the ball
towards the halfway line and it is out of the
penalty area

Law 12
1) The wording of the offence “tackles an
opponent” becomes “tackles or challenges an
opponent”
2) If an offence includes contact, it is punished by
a direct free kick or penalty
3) Violent conduct is punished even if no contact
occurs
4) A foul off the field of play is punished by a direct
free kick (or a penalty kick if that point is within
the penalty area) or an indirect free kick on the
nearest point on a boundary line

5) If a player commits a DOGSO offence inside the
penalty area, it will result in a yellow card if the
foul was an attempt to play the ball or to
challenge an opponent for the ball, although the
following will result in a dismissal:
Deliberate handling
Holding, pulling or pushing
Not attempting to play the ball, or
not having the chance to
play the ball
Serious foul play, violent conduct, etc

6) A player who deliberately strikes an opponent on
the head or face (when not challenging for the
ball) will be sent off unless the force used was
minimal/negligible.
7) Any offence against team-mates, substitutes,
team officials, match officials, etc., is now a
direct free kick. Dissent remains an indirect free
kick and caution.
8) A reminder that not every deliberate handling
offence is cautionable – it depends on the
outcome, e.g. stopping a promising attack is
cautionable, as is trying to score by handling

Law 13
1) If, when a free kick is taken, an opponent is
closer to the ball than the required distance, the
kick is retaken unless the advantage can be
applied; but if a player takes a free kick quickly
and an opponent who is less than 9.15 m (10
yds) from the ball intercepts it, the referee
allows play to continue. However, an opponent
who deliberately prevents a free kick being
taken quickly must be cautioned for delaying the
restart of play

Law 14
1) The ball is in play when it is kicked and clearly
moves
2) If the goalkeeper moves early at the taking of a
penalty kick, he will be cautioned
3) If the ball is kicked backwards, award an indirect
free kick is awarded
4) If the kicker stops and feints at the end of their
run, award an indirect free kick and caution the
player. No re-take even if they “score”

Law 15
1) A reminder that the ball must be thrown with
both hands, not thrown with one and guided by
the other
2) An opponent who unfairly distracts or impedes
the thrower (including moving closer than 2m
{2yds} to the place where the throw-in is to be
taken) is cautioned for unsporting behaviour and
if the throw-in has been taken an indirect free
kick is awarded
