EFFECTIVE: 6th August 2007
These By-Laws are the rules governing the internal affairs of the Benalla Netball Association. They are the
operating procedures that determine the conduct and direction of the organisation.
“Constitution” means the constitution of an Association or Club. It may otherwise be referred to as the Rules of
Incorporation. If an incorporated association does not have its own Constitution, the model rules will apply.
“Bylaws” are additional rules which apply to members which generally deal with internal and administrative
matters. The Bylaws are made under the Constitution. Accordingly, the Bylaws are subordinate to the Constitution
and must not be inconsistent with the Constitution.
An Association or Club should have a clause in the Constitution that provides the power to the Board or Committee
to make Bylaws.
1.0 FINANCE

1.2 Reimbursement/Payments
1.2.1 The Association Committee shall be entitled to claim expenses incurred whilst acting in an
official capacity. Receipts must be supplied.
1.2.2 Umpires will be paid according to grading and Committees discretion.
2.0 REGISTRATION
2.1 Team/Individuals
2.1.1 The Committee shall nominate and advertise a Registration day/days for each season that
shall be at least one month prior to the start of competition
2.1.2 Players/Teams wishing to register must:
i.
Complete the Official Registration Form and Indemnity/Consent forms
ii.
Attend the Registration Day
2.1.3 All players and teams that submit a Registration form will receive an Information Kit
2.1.4 The Information Kit shall include an Information Handbook:

2.2 Programs (Net Set Go)

3.0 NETBALL VICTORIA REGISTRATION
a. Netball Victoria registration fee is set annually by Victorian Netball Association Inc.
b. All players, coaches and umpires participating in Benalla Netball Association competition or program must
be a current Netball Victoria Member.
c. Single Game Vouchers may be used. The voucher must be purchased prior to participating and can be
purchased at office.
4.0 AGE REQUIREMENTS FOR COMPETITION & SQUAD
4.1 Competition
Benalla Netball Association grade players according to their School year
4.1.1 Modified – Grade 3 and Grade 4
4.1.2 Grade 5
4.1.3 Grade 6
4.1.4 Year 7
4.1.5 Year 8
4.1.6 Open – Year 9 and above
4.2 For Net, Set Go
4.2.1 Net Set Go participants must be turning 7 by 31st December of the year they participate.
4.3 Male Participation
4.3.1 In competitions where participants are 11 and under, boys participate unrestricted.
4.3.2 Where participants are aged 12-15 inclusive, a modified mixed division may be offered in
appropriate age groups in addition to girls only divisions. Teams may have up to 3 boys
playing at any one time. If two (2) or more boys are on court at one time they must play in
separate thirds of the court, (i.e. one as GS or GA, one as C, WA or WD and one as GD or
GK.)
5.0 GRADING
5.1 The Benalla Netball Association will be the ultimate adjudicator of all grading decisions.
5.2 Grading of registered players
A Junior Development Officer in conjunction with a subcommittee will put registered players into even
teams for the duration of the Season with an appointed coach:

5.3 Team Alterations
Teams may be altered slightly up to and including round 3 if teams are deemed inequitable

6.0 DRESS CODE
6.1 Competition
6.1.1 Each Modified Team will be provided with skirts and a set of bibs for the duration of the
competition
6.1.2 If available Grade 5 and Grade 6 will be provided with skirts and a set of bibs for the
duration of the competition.
6.1.3 Other teams must provide their own same colour skirt and tops and a set of bibs will be
provided by BNA for the duration of the competition.
6.2 Association Uniform
Squad uniform is red dress and red and white tracksuit with white socks. Players will also be provided
with a Tracksuit and Red squad bag.
6.3 Programs – Net Set Go
6.3.1 Participants must wear clothing suitable for activity (i.e. shorts/skirt/tracksuit pants, running
shoes)
7.0 CONDUCT OF MATCHES
7.1 Games
Rules shall be those of Netball Australia, except:
7.1.1 Winter season
Timing
i.
4 x 12 minute quarters, 1 minute ¼ and ¾ time and 2 minutes ½ time – Winter
season.
ii.
No injury time – however, a match may be stopped by the umpires in extenuating
circumstances to ensure a safe playing area is maintained.
7.1.2 Spring Season
Timing
i.
4 x 10 minute quarters – Spring season
ii.
No injury time – however, a match may be stopped by the umpires in extenuating
circumstances to ensure a safe playing area is maintained
7.1.3 Blood Policy
i.
The game is stopped – the clock is not stopped
ii.
Player leaves the court – substitution rules apply (with no time allowance)
iii.
Play is resumed
7.2 Fixtures
Draws/Fixtures will be arranged for all competitions indicating courts and times. Copies of
draws/fixtures will be forwarded to teams.
7.2.1 Benalla Netball Association strongly recommends that for Junior games that players rotate
around each half to ensure they play all seven positions in a 4 week period.

7.2.2 Benalla Netball Association strongly recommends that players rotate around all positions
throughout the season, including finals.

8.0 PROGRESSIVE LADDERS
A weekly progressive points table will be kept and displayed at the Benalla Netball Association venue, except
Modified, Grade 5 and Grade 6.
9.0 BORROWING/QUALIFYING PLAYERS
9.1 In the case where a team requires a fill in, players must be sought from the year level below and may
not play more than two games for any one team.

10.0
SCORING
a. Each team must provide a non-participating scorer for all matches
b. These people must sit together for the duration of the match
c. Benalla Netball Association will provide the Official Scoresheet
d. One Official Scoresheet will be used for each match. This scoresheet will list the complete names
(both given and surname) of all players intending to take the court including substitution players prior to
the commencement of play. This Scoresheet shall also indicate the positions played each quarter and
the match score.
e. At the match conclusion, to indicate their satisfaction that the information on the Official Scoresheet is
correct, the Official Scoresheet is to be signed by:
i. The captains of both competing teams, and
ii. The scorers, and
iii. The umpires to acknowledge that they officiated at the match.
11.0
FINALS
11.1
Rules
11.1.1 These will be played at the conclusion of the rounds in each Year 7, Year 8 and Open
sections.
11.1.2 A round robin day will exist for Grade 6 teams.
11.1.3 All teams involved in Year 7 and Year 8 section will be involved in Final series.
11.1.4 Open divisions play a four-team final series.
11.1.5 Players must play at least three games in a division throughout the season to be eligible to
participate in that Division’s Final series.
11.1.6 Teams found playing an ineligible player during finals will be considered to have lost that
match.
11.1.7 Matches shall be conducted for finals as for rounds. The starting time of finals matches
may alter slightly.
11.1.8 Finals will be centrally times with injury time allowed
11.2
Drawn matches in finals:
11.2.1 There is a two (2) minute time allowance to enable teams to change ends and scores to be
verified on the Official Scoresheet.
11.2.2 Positional changes and substitutions may be made during change over time.
11.2.3 2 x 5 minute halves will be played.
11.2.4 At the end of the first half teams change ends.
11.2.5 Substitutions and positional changes may be made at the beginning of Extra Time.
11.2.6 Should there still be a draw at the end of the second half of extra time, play continues until
one team has a two goal advantage.
11.2.7 In the event of injury or illness during extra time, positional changes and/or substitutions
may be made.
12.0
FORFEITS
a. In the event that a team forfeits prior to the commencement time, games shall only be awarded to
seven nominated players of the non-offending team. No games shall be awarded to players of the
offending team.
b. A forfeit fine determined by the Committee will be imposed and must be paid before the next fixtured
match of the offending team.
c. If a team notifies the Association Secretary by 8.00am on the day of competition of its intent to forfeit,
no penalty will be imposed.
d. A forfeit may result in that team being excluded entry into future competitions.
13.0
CANCELLATIONS
a. When matches are cancelled on account of a total strike (e.g. power, or situation created by a
prolonged petrol strike), weather or some other cause, both teams will be credited with two (2) points
and the competition will continue as per the fixture.
b. Four (4) points can only be awarded for fully completed games, as long as entire round is completed
within that section
c. Should circumstances occur in which successive rounds need to be cancelled, the Committee will
consider the position and determine a suitable course of action.

14.0
PROTESTS
a. A team wishing to protest must;
i. Not sign the Official Scoresheet and notify the Committee of the intention to protest.
ii. Lodge the protest in writing with the Association Secretary within 48 hours of the
match being played.
b. A team shall have a right of appeal to the Committee within 48 hours of notification of a penalty
c. The Committee will advise the result of the appeal and this decision shall be final.
15.0
SELECTION OF REPRESENTATIVE TEAMS
a. The Committee will organize the Squad Team Selection Trials.
b. A copy of the squad policy and philosophy will be made available to all players trialling.
c. Selection Trials will be conducted under the following conditions:
i. Notice of Selection Trials must be received at least ten (10) days prior to the date of
the Trials.
d. Team Selection Panels
i. Minimum of Selection Trials must be appointed for each team and shall be made up of the
Team Coach and two other selectors.
ii. Selectors may be appointed to more than one panel.
e. Players shall be notified, in writing, of the team in which they have been selected within seven
i. (7) days of the Selection Trials
f. The selectors decision shall be final.
g. Parent and Player meeting to be conducted prior to the first tournament each year.
16.0
TEAM OFFICIALS FOR REPRESENTATIVE TEAMS
The Team Officials for Representative Teams are Coach, Manager, Scorer/Timekeeper and Umpire.
16.1
Coaches
16.1.1 A coach shall be appointed for each selected team.
16.1.2 A call for applications to coach shall be made no later than one month prior to the season.
16.1.3 Applications must be in writing stating the applicants qualifications and experience.
16.1.4 All coaches must have a minimum Level 1 Coaching Accreditation
16.2
Managers
16.2.1 A manager shall be appointed for each selected team.
16.2.2 A call for applications for the position of Manager shall be made no later than one month
prior to the season.
16.2.3 Applications must be in writing stating the applicants qualifications and experience.
16.3
Scorer/Timekeeper
16.3.1 A Scorer/Timekeeper shall be appointed for each tournament.
16.3.2 A rotation system will apply for willing assistants.
16.4
Umpires
16.4.1 An umpire shall be appointed for each selected team.
16.4.2 A call for applications to umpire shall be made no later than one month prior to the season.
16.4.3 It is preferred that umpires have a minimum Accreditation of current Section 1 Theory mark
and attend or have attended an accredited Umpires Course.
17.0
SQUAD POLICY
Benalla Netball Association select teams for Representative Squads according to the following:
17.1.1 Participants age is determined as at 31st December of that year.
17.1.2 Minimum age requirements:
i.
Open Sections – 15 years
ii.
17/Under – 14 years
iii.
15/Under – 12 years
iv.
13/Under – 11 years
v.
12/Under – 11 years

17.1.3 For 12 and Under – Benalla Netball Association will make a determination on a case by
case basis on entering a 12 and Under team dependent on the tournament rules of
nominated tournament. Philosophy must align:
i.
All players receive equal court time during the tournament and play different court
positions.
ii.
Primary focus on experience, fun and skill development
17.1.4 For 13 and Under – Philosophy – local association tournaments
i.
Training focuses on skill development

Goals are performance based
iii.
Develop a sense of team

All players should receive equal court time and play in different positions wherever
possible at discretion of coach.
17.1.5 For 13 and Under – Philosophy – Association Championships Qualifier and State

18.0
AWARDS
Recognition awards will be presented by the Committee as deemed appropriate.

19.0
COURSES, SEMINARS & OTHER OPPORTUNITIES
a. The Association shall provide notification of opportunities for all members to improve their skills by
attending courses, seminars and other personal development activities.
b. The Association shall encourage and support members who wish to attend appropriate courses,
seminars and other personal development activities.
20.0
RISK MANAGEMENT
20.1
Injury Reporting
20.1.1 All Coaches are responsible for recording all injuries at the discretion of the injured player
or players’ guardian (player under 18) on the Injury Reports Sheets provided.
20.1.2 All players in a Benalla Netball Association representative team are responsible for
recording all injuries at the discretion of the injured player or players’ guardian (player
under 18) on the Injury Reporting Sheets provided.
20.2
Pre Match Checklist
20.2.1 A pre match checklist will be completed prior to all Benalla Netball Association matches,
programs and training.
20.2.2 Any hazards identified will be
i.
Documented
ii.
Rectified if possible
iii.
Reported to the appropriate agency (local council, reserve committee) if major
repair is required.
20.3
First Aid
20.3.1 The Benalla Netball Association will provide a First Aid Kit complying with Netball Victoria
Infonet RM2 – First Aid for Netball.
20.3.2 The First Aid Kit will be stored inside the clubrooms and all appropriate personnel (court
supervisors, umpires and coaches) will have access to it.
20.3.3 A volunteer will maintain the first aid kit supplies. An inventory is to be completed on a
weekly basis.
20.4
Emergency Procedures
Emergency phone numbers – Ambulance, Doctor, Physiotherapist, Health Clinic and Police and an
Emergency Procedure Plan is to be displayed by the phone and in the First Aid Kit.
20.5
Weather
In the case of extreme weather conditions the Benalla Netball Association will follow Netball
Victoria Infonets RM3 and RM5.
20.6
Blood Policy and Infectious Disease
The Benalla Netball Association will adopt Netball Victoria Infonet U4 and RM6 relating to
blood policy and infectious diseases.
20.7
Pre-participation screening/medical indemnity
20.7.1 All personnel involved with the Benalla Netball Association will be required to complete a
medical indemnity form (Netball Victoria Infonet RM7)
20.7.2 A designated official will store all forms and bring them to all events.
20.7.3 All forms will be destroyed at the conclusion of the season.
20.8
Smoke Free
The Benalla Netball Association will adopt a Smoke Free policy as prescribed by Quit Victoria.
This will include outdoor courts and surroundings.
20.9
Alcohol Free
The Benalla Netball Association adopts an Alcohol Free policy, which includes clubrooms, outside
courts and surroundings.
20.10
Sun Protection
The Benalla Netball Association will adopt a SunSmart policy as prescribed by the Cancer Council
Victoria.
20.11
Codes of Behaviour
The Benalla Netball Association will adopt Codes of Behaviour as prescribed in the Netball Victoria
Member Protection Regulation.

21.0
Drug Policy
The Benalla Netball Association does not support the use of performance enhancing substances
and views any such use as detrimental to both the sport of netball and the spirit of the game. The
Netball Victoria drug policy, August 1993 as amended from time to time, is implemented and will
apply for all Benalla Netball Association competitions.
DISPUTE RESOLUTION
a. The Committee will impose the prescribed penalty or any other penalty to any member that fails to
adhere to this By-law.
b. Any member of a team which does not agree with a penalty or action of the Committee made under
this By-law, may advise the Committee within 48 hours of the penalty or decision being made.
c. The Committee may then:
i. Discuss the issue with the relevant team and make a decision regarding the
matter. The Committee shall inform the party/ies involved of their decision
either verbally or in writing; or
ii. Have an informal meeting with the relevant party/ies in order to discuss and
resolve the dispute.
d. The Committee’s decision is final
22.0
SPECIAL CIRCUMSTANCES/PROVISIONS CLAUSE
a. Where this By-law is silent, a decision can be made that ensures the integrity of the Benalla Netball
Association is maintained at all times.
b. The Committee may in using its reasonable discretion, in exceptional or extenuating circumstances,
alter, vary or waive the requirements set out in this By-Law relating to the Benalla Netball Association.
23.0
INDEMNITY
Except where provided or required by law and such cannot be excluded, the Benalla Netball Association
and its respective officers, members, servants or agents are absolved from all liability however arising from
injury or damage, however caused, arising whilst participating as a member.
