NOTICE
Thank you for calling upon BizClim assistance to help you implement in practice your
proposed intervention. The present request form will help BizClim Programme Management
Unit (PMU) understand the intervention and assess your request for assistance.
Consequently, you are kindly requested to complete this form as fully as possible.
On the basis of this application form, and provided the intervention is eligible, the PMU will
discuss with you the drafting of the Terms of References of the intervention. In this process,
you may be asked for additional data and/or correct or complete the one already submitted.
NB:
Some of the footnotes are purely explanatory and are not to be reproduced into the
application forms.
Once this request form is completed, you are kindly requested to send it to BizClim PMU
accompanied by:
 The Applicant Declaration duly signed
 The Partnership Statement of each of your partners again duly signed.
In a nutshell, the procedure for the filing and acceptance of requests is the following:

Request for assistance: All beneficiaries of the technical assistance under BizClim
Facility can in principle file a request for assistance using this standard form. Eligible
requests must be relevant to the objectives and priorities of BizClim facility and
contribute to clearly identify private sector development-related needs of the target
group(s) and final beneficiaries.

BizClim PMU acknowledges the receipt of all requests.

Preparation of the corresponding AIP and Terms of Reference: Upon receipt of
your application, provided it falls under BizClim mandate, an expert will be assigned to
assist you in finalising the design of the intervention, clarifying aspects, fine tuning the
design of the intervention, advising on possible improvements and complementarity
actions and defining the precise terms of reference of the intervention. To this respect,
he/she may come back to you or visit you. This phase leads to the preparation of an
Activity Implementation Proposal.

Circulating the proposed intervention: The draft request for assistance and related
terms of reference will then be circulated among relevant organisations (relevant EC
Delegations, other donors or donor-funded programmes, other stakeholders involved) to
collect their feed-back and suggestions. This process turns to be generally enriching as it
ensures the complementarity of actions and increase the chances of success of the
intervention. In light of the comments received, the AIP and terms of reference may be
adapted.

Approval of the intervention: The finalised requests for assistance – and their related
Activity Implementation Proposals and Terms of Reference - are presented by the PMU
to a Validation Committee composed of members of the ACP Secretariat and of the
European Commission. In this evaluation process, objective and transparent criteria are
used (see Website).

Implementation: If the intervention is approved, the PMU will undertake all contractual
arrangements for the provision of services in close contact with beneficiaries. The
implementation of the intervention must be in full compliance with EU procurement rules
(10th EDF).
