LivewithintheboundariesorattendaschoolintheBethelSchoolDistrict. th 2. Beintheappropriategradelevelthatisofferedandplayforthegradetheyareenrolledin(kindergarten–6 grade). Exception: • Achildhaspreviouslybeenamemberofateamandthechildwasheldbackatschool(thechildmaycontinueto playforhis/herpreviousteam). Section2:Homeschoolandprivateschoolchildrenwillfollowthebelowprocess: 1. Mustprovidebirthcertificateandproofofresidencyorschoolattending. st 2. Mustbe5yearsoldbytheBethelSchoolDistrict’scutoffforattendingschoolinkindergarten(August31 ). 3. Mustplayforthepublicschooloftheirresidency. 4. ChildrenattendingprivateschoolswithintheBethelSchoolDistrictboundarieswillplayforthepublicschoolnearesttothat privateschool. Exception: • Iftheprivateschoolhasenoughplayerstocompleteateam,theymayhavetheirownteam. Section3:ChildrenattendingspecialprogramsintheBethelSchoolDistrict: 1. Childrenbussedoutoftheirresidentschoolforspecialprograms(Endeavorprogram,etc.)mayplayfortheirschoolof residence(nottoincludeElkPlainSchoolofChoice–notaresidentschool)orplayfortheschooltheyattend. ARTICLEII:ENTRYFEE®ISTRATION Section1:RegularOnlineRegistrationorWalk-inRegistration: 1. All participants must have a completed registration filled out either online at bethelrec.org or as a walk-in registration at select locations and have paid the entry fee of $50.00 during the regular published registration dates. Section2:ScholarshipRegistrations: 1. Allapprovedscholarshipchildrenmustberegisteredandpaid(thereducedpriceof50%offtheregular registrationfee)beforetheclosingoftheregularregistrationperiod. Section3:WaitListProcess: 1. Anychildthatmissedtheregularregistrationmayregisteronlineforthewaitlist.Thewaitlistwillbeopenforone weekfollowingtheclosingoftheregularregistration. 2. Childrenonthewaitlistarenotguaranteedtobeplacedonateamorifplaced,notwiththeirschool. 3. ChildrenwillonlybeapprovedandplacedonateambytheprogramcoordinatorandtheBethelRec.Director. 4. Childrenmustbeplacedonteamsfortheirschoolandgradethattheyattend. Completeanon-lineVolunteerCoachApplication. 4. SignandabidebytheCoachesCodeofConduct. 5. CompletecertificationforSuddenCardiacArrestandConcussioninYouthSportsthroughNFHS. 6. Returnallequipmentfromthepreviousseason. Section2:Volunteercoachesarerequiredtoattendthepre-seasoncoach’smeeting. Section3:BethelRecreationvolunteercoachesareplacedwithteamsaccordingtothefollowingguidelines: 1. All volunteer coaches who participated in the previous season for that sport and abided by the Coach's Code of Conductandreceivedasatisfactoryvolunteerevaluationattheendoftheseasonhaveprioritytocoachthesame teamthefollowingyear. 2. Abilitytocommittotheentireseasonandisavailabletocoachduringthetimesoftheprogram. 3. Returnedallequipmentfromthepreviousseasonthattheycoached. ARTICLEVIII:SCHEDULES/GAMES Section1:ForallBethelRec.programs(exceptbaseball/softball)allteamswillbescheduledtoplayseven(7)games(possiblyeight (8)games),ifthereisanunevenamountofteamsinoneleague.Forbaseball/softball,teamswillplay10games(possibly11games). Section2:FormostprogramsgameswillbeheldonSaturdaysandweeknightsafter5pm.Football/Volleyball/Cheer-Theseare double-headerleagueswithmostteamsplayingtwo(2)gamesback-to-backeachSaturday(possibleweeknightgamesmaybescheduled). ARTICLEXI:TEAMUNIFORMS Section1:AllteamsarerequiredtoweartheBethelRec.T-shirtprovidedastheoutermostgarmentunlessyouregisteredlateand onecouldnotbeprovided.Noadditionalfundsshouldbecollected.Lossofcoachingprivilegescouldbeassessedforviolationof uniformrules. Section 2: Teams can add names to the back of their uniforms at a minimal cost only if all parents agree and there is financial assistanceofferedforthosethatcannotaffordtheadditionalfee.Coacheswillcoordinatenamesonshirtswiththeshirtcompany. ARTICLEXII:CONDUCT Section 1: Coaches, players, and spectators MUST follow all BSD rules and regulations including- NO use of alcohol, tobacco, smokelessandvapor/e-cigarettes,marijuanaandNOanimalsonBSDproperty.Coaches,playersandspectatorscannotswear,be abusive,strikeanofficialorremoveateamfromthegame. ***Penalty:Possibleremoval,suspensionandforfeitureofgame. Teamswillhave30secondstostartaplayoncetheballisspottedandthewhistleisblown.Failuretodosowillresultinadelayofgameand lossofdown.Twodelaysinarowinthelastfive(5)minutesofthegamewillresultinalossofpossession. 5. Thedefensemustlineupatleastone(1)yardfromthelineofscrimmage.Theremustbeatleastone(1)yardbetweentheheadsofthe interiorlinemen. 4. Thedefensecandropbackintoazone,oncetheballhasbeensnapped. 5. Ifanoffensiveplayergoesinmotionthedefensiveplayermustfollowtheoffensiveplayerordropback3yardsoffthelineofscrimmage. Theonlyexceptionisiftheoffensiveplayerstartsinthebackfield. 6. Onceplayhasstarted,thequarterbackhasfive(5)secondstopasstheballbeforethedefensecanrush. 7. Oncetheballhasbeenhandedofforpassed,alldefensiveplayersareeligibletorush. 8. Onarolloutpass,oncethequarterbackisconsideredtobeoutsidethetacklepositiononeithersideoftheline,thedefense maythenrushthepasserregardlessofthefive(5)secondcount. 9. Adefensiveplayercannotholdthereceiverinordertopulltheflag. 10. Thedefensecanscoreatouchdownifthepassisinterceptedandreturnedtotheendzonewithouttheirflagbeingpulled. 11. Slapping,striking,strippingtheballandpushingaplayertothegroundoroutofboundsareNOTallowedandaten(10)yard unsportsmanlikeconductpenaltywillbecalled.(Thegoalofthegameistopulltheflag!) SCORING 1. Six(6)pointsshallbeawardedforatouchdown. 2. Afteratouchdownismade,theteamwillbeallowedone(1)downforanextra-pointattempt.Anextra-pointconversionmaybeattempted fromthefive(5)yardline.Two(2)pointswillbeawardedforanextrapointattemptthatisapassplayandone(1)pointwillberewardedfor arunplay. 3. Ifthedefenseinterceptsthepassonanextrapointconversionandrunsitbackforatouchdown,thedefensewillbeawardedtwo(2)points. 4. Two(2)pointsarescoredonasafety.Asafetyisscoredwhentheteamdefendingthegoalcausesaliveballtogobackoverthegoallineor whenanoffensiveplayerflagispulledinsidetheirownendzone.Afterasafety,theteamwillpuntfromtheirten(10)yardline. 5. Forwardmotionoftheballcarrierintotheendzoneaftertheflaghasbeenpulledwillnotcountasatouchdown.Theballisdownatthe pointwheretheflagwaspulledfree. KICK-OFFS&PUNTS 1. Thereceiver/ballcarriercannotslapatthedefendershands,fanorguardtheflags,stiff-armorhurdleadefender.Hewillbecalleddown wheretheinfractionoccurs. 2. Oncetheballcarrierhastheballinhispossessionheisnotpermittedtorunthroughadefensiveplayer.Hemustattempttoavoidthe defender. 3. Spinningisallowedbutplayerscannotleavetheirfeettoavoidadefensiveplayer(nojumpingordiving).Thefirstinfractionwillresultina warning.Afterthatanyinfractionswillresultinafive(5)yardpenaltyandalossofdown. 4. Theplayermusthaveatleastonefootinboundswhenmakingacatch. 5. Ifaplayercatchestheballorisinpossessionoftheballandloseshisflagsinadvertently,playwillcontinueandonehandtouchwillcomein effect. 6. GAMECONDUCTANDDISCIPLINARYACTION Coaches,players,andspectatorsMUSTfollowallBethelSchoolDistrictrulesandregulationsincluding-NOuseofalcohol,tobacco, smokelessandvapor/e-cigarettes,marijuanaandnoanimalsonDistrictproperty. • Coaches,players,orspectatorsmaynotdisrespectfullyaddressoryellatanofficial. • Coaches,players,orspectatorsmaynotattempttoinfluenceanofficial’sdecisionorarguecalls. • Coaches,playersorspectatorsmaynotuseprofaneorinappropriatelanguageorobscenegestures. • Coaches,playersorspectatorsmaynotdisrespectfullyaddress,bait,ortauntanopponent. • Coaches,players,spectatorsmaynotconfrontofficialsbefore,duringorafteragame. • Atnotimeshallacoach,playerorspectatormakeathreatofphysicalharmorusephysicalforcetowardsanofficial,supervisor,staff,orother coachesorplayers. • Iffamilyorfriendscometopracticesorgames,children/siblingsmustbesupervisedandallgarbagemustbepickedup. • Theheadcoachisresponsiblefortheconductandbehaviorofplayers,benchpersonnelandspectatorsfromtheirteam. • Anycoachwhoremoveshis/herteamfromtheplayingfieldpriortothecompletionofagame,orwhocausesagametobeforfeitedbecauseof theirconducttowardtheofficialshallbesubjecttoimmediatesuspension. • Coachesmustprovidethenamesoftheirparentsorspectatorswhenaskedbysupervisorsorofficials. ***PENALTY: Any coach, player or spectator who fails to comply with the above rules will be subject to disciplinary action described in Bethel Recreation’sCodeofConductandincludessuspensionandforfeitureofgames. Depending on the severity of the violation, supervisors and officials have the authority to remove individuals from the fields. In extreme circumstancesthepolicemaybecalledifindividualsdonotcomply.
