The Panel identified 6 Action Items for which Concrete Action
Plans should be defined
1. Integrate disaster risk potential assessment and risk reduction management into
economic development planning and policy
2. Enhance early warning systems and capacities to respond to water-related disaster
3. Promote water-related disaster reduction in adaptation to climate change
4. Shift more attention and resources from relief to prevention
5. Increase public outreach and awareness to disasters
6. Improve the provision of safe water and sanitation during and after disasters
Working Groups discussion to define Concrete Action Plans (“WHO should do WHAT ”) for
6 Action Items
Principles
- “WHO” must be the most appropriate actor to obtain effective results
- “WHAT” must be viable, so that “WHO” could be persuaded to take the lead in its
implementation.
2. Product of the Panel
- Product of the Panel is a “Panel Report” consisting of a set of “Action Plans”.
- “Action Plans” should be the ones which could provide impetus to realize
existing recommendations/ initiatives.
3. Scope of this Meeting
(1) Finalizing the proposed Action Plans (1st day)
Identify Actions Plans for each of 6 Action Items.
(2) Discussion on the draft Panel Report (2nd day)
(3) Discussion on how to organize the Panel Session (approx. 2hrs) at the
5th World Water Forum (2nd day)
(4) Discussion on how to make the Action Plans happen (2nd day)

Finalizing the proposed Action Plans
To Identify Actions Plans for each of 6 Action Items.
CRITERIA for identification
- Actions that have likelihood of being taken on by the relevant bodies
(i.e. Identified actors of should be the ones to which Panel Members can make
approaches and provide impetus)
- Actions that can add values to existing initiatives
- Actions that can offer breakthrough to overcome existing obstacles
1st draft Panel Report will be prepared
based on the result of the 1st day
2nd day
Discussion on the 1st draft Panel Report
- The result of the discussion will be reflected in the draft final Panel Report,
which will be prepared by the Co-moderators.
- Draft final report will be circulated a month before the 5th meeting for final
comments from the Panel members.
