In Year Revisions to the Appointment of Lancashire County Council
Nominated Representatives on Outside Bodies 2011/12

Executive Summary
This report is to agree a number of in year revisions to the appointment of
Lancashire County Council nominated representatives on outside bodies 2011/12.
Recommendation
The Deputy Leader of the County Council, is recommended to approve the in year
changes and appointments in relation to the County Council's list of Nominated
Representatives on Outside Bodies 2011/12 as set out in the report.
Background and Advice
The Lancashire County Council appointments to Outside Bodies list is submitted on
a yearly basis for approval by Cabinet. The 2011/12 list was submitted and agreed
by Cabinet on 7 July 2011.
Any amendments or revisions to the list are dealt with as in year changes and are
submitted to the Deputy Leader of the County Council for approval.
Approval is sought in this report, in relation to the following:
1. Heysham Nuclear Power Station Local Community Liaison Council
The Deputy Leader is asked to formally confirm the appointment of County
Councillor Ken Brown in place of County Councillor Janice Hanson as the County
Council representative.
-22. Lancashire Local Environment Forum
The Deputy Leader is asked to formally confirm that the County Council does not
appoint to this body, as it no longer exists and can be removed from the list of
Lancashire County Council Outside Bodies.
3. North West of England and Isle of Man Reserve Forces and Cadets
Association
The Deputy Leader is asked to formally confirm the appointment of County
Councillor Mike France in place of County Councillor Keith Young as the County
Council representative.
4. Parking and Traffic Regulations Outside London (PATROL) Adjudication
Service Joint Committee
The Deputy Leader is asked to formally confirm the appointment of County
Councillor Tim Ashton in place of County Councillor Keith Young as the County
Council representative.
5. Council for Voluntary Services (CVS) - Central Lancashire
The Deputy Leader is asked to note that CVS Preston has merged with CVS South
Ribble and Chorley to form CVS – Central Lancashire and to approve that County
Councillor Michael Green be formally appointed as the County Council
representative for CVS – Central Lancashire.
6. Lancaster University Court
Following clarification received regarding the number of appointments that can be
made to this body, the Deputy Leader is asked to note that the County Council can
appoint four County Councillors to this Outside Body and also appoints an "Exofficio" representative who is the portfolio holder for education. Therefore the Deputy
Leader is asked to formally appoint the following County Councillors as
representatives to this body:





County Councillor Mrs Susie Charles (ex-Officio)
County Councillor Sarah Fishwick
County Councillor Clive Grunshaw
County Councillor Mrs Janice Hanson
County Councillor Geoff Roper
7. South Ribble Committees
The Deputy Leader is asked to note that confirmation has been received from South
Ribble Borough Council confirming that at South Ribble's Council meeting held on
21 September 2011 it was agreed to change the format of the area committees and
make them less formal "Neighbourhood Areas" with confirmation received that whilst
local County Councillors will be invited to attend they will not formally be appointed
as "co-opted" members. Therefore the Deputy Leader is asked to approve that the
-3following Outside Bodies be removed from the County Council's list of appointments
to Outside Bodies:






Leyland East Area Committee
South Ribble Central Area Committee
South Ribble Eastern Area Committee
Penwortham Area Committee
West Leyland Area Committee
Western Parishes Area Committee (South Ribble)
8. Primary Strategic Advisory Board
The Deputy Leader is asked to note that the Primary Strategic Advisory Board no
longer meets in a formal capacity. Therefore the Deputy Leader is asked to approve
that the Primary Strategic Advisory is removed from the County Council's list of
Outside Bodies.
9. Preston Strategic Partnership Board
The Deputy Leader is asked to note that the Preston Strategic Partnership (PSP)
Board has been disestablished to be replaced by a new body called the Preston
Strategic Partnership (PSP) Conference. Therefore the Deputy Leader is asked to
approve that the PSP Board be removed from the County Council's list of Outside
Bodies with the PSP Conference added in its place, and that the following County
Councillors, who were the County Council representatives on the PSB Board be
appointed as the County Council representatives on the PSP Conference:




County Councillor George Wilkins
County Councillor Jennifer Mein
10. Preesall and Knott End Youth and Community Association
Following consultation with the relevant Group Secretaries, the Deputy Leader is
asked to confirm the appointment of County Councillor Mrs Vivien Taylor as the
Preesall and Knott End Youth and Community Association – Wyre District
representative to which there is currently a vacancy.
Consultations
Consultations have taken place with the appropriate organisations and officers in
relation to the above changes / appointments. Relevant Group Secretaries have
also been consulted on all changes / appointments.
Implications:
This item has the following implications, as indicated:
-4Risk management
The risk to the County Council of this decision not being taken is minimal. However,
if the decision is not agreed the list of County Council appointments to Outside
Bodies will remain out of date.
Any representations made to the Cabinet Member prior to the issue being
considered in accordance with the Public Notice of Forward Plans
