PRESIDENT’S UPDATE
The Little NHL Executive would like to acknowledge the exceptional
job Blaine LaForme, President and the Six Nations Minor Hockey
Association committee members did on the 2013 LNHL and wish them
the very best in hosting the 2014 Little NHL tournament.
The Little NHL Tournament will be returning to the City of Mississauga,
Ontario. Currently 10 ice surfaces are booked and approximately 30
hotels. Amazingly NOT a hotel will be 15 minutes away from any
arena! All teams or individuals who want to receive our special group
rates must contact Tuesday Johnson/MacDonald immediately for more
information via email [email protected].
Opening Ceremonies will be starting on Sunday, March 9, 2014 at approximately 7:00PM at the Mississauga
Hershey Centre. All games will begin Monday, March 10 thru Thursday, March 13, 2014.
New for 2014! The Little NHL tournament has incorporated a working agreement with Hockey Canada for the
2014 Tournament. Any player that is registered with Hockey Canada, will now be able to utilize their player
registration cards for insurance purposes. Any player that is not registered with Hockey Canada a $15.00 card
fee will apply, and will be added to individual team registrations.

Any player disputes will be dealt with prior to final registration date between managers or within two (2) weeks after FINAL
registration date.
There maybe a Little NHL coaching, speak out or trainer clinics offered prior to the tournament. We also encourage potential
managers, coaches, trainers to take the appropriate clinics in your area.

Little Native Hockey League Rules and Regulations
(These rules and regulations were revised and approved by consensus at the Community Forum on April 21, 2007 in Batchewana – 13 Ontario First Nations were in attendance at the meeting.)
1: The following Little Native Hockey League Rules and Regulations will be used specifically for governance of the
Little Native Hockey League Tournament. All Tournament decisions and related activities for the participating teams, both
on and off the ice, made by the Little Native Hockey League Executive Committee are final.
2: Team Eligibility:
The Little Native Hockey League Tournament is an Inter-Reserve Recreational Minor Hockey Tournament. All Teams and players
must represent an Ontario First Nation in order to enter the tournament.
3: Registration Deadlines
The following Deadlines will be the permanent dates for all upcoming Little NHL Tournaments:
Early Bird Registration Deadline: December 15th prior to the next tournament
Final Registration Deadline: January 31st prior to the next tournament
Late team(s) Registration Date is now February 7th and a $250 late fee is paid, to the Little NHL Executive. Additional player
additions to the roster can be made up to February 15th. Failure to make all payments and submit all registration criteria by
the above deadline dates will result in your team’s disqualification.
The registration criteria are listed below. The LNHL Executive will review and will visually approve each team registration criteria
ASAP. Your team will be contacted if there are any potential player conflicts prior to the tournament.
4: Team Registration Criteria & Check List – send in the following step 1-7 to fully complete your registration package.
Step 1:
send your registration fee by certified personal cheque, money order or First Nation cheque to the Host Committee
Step 2:
enclose a completed Player Registration Form (minimum 11 players to a maximum 19 players) to be sent with your
payment. NOTE all player liability and waiver forms hand in at the Tournament do not fax these in!
Step 3:
Performance bonds have been eliminated for the 2014 LNHL Tournament.
Step 4:
enclose a completed Team Management Registration form
Step 5:
release forms must be submitted for all pick up players - see rules 5, 6, 7 & 8.
Step 6:
for players using their parent’s status cards; include ”Statement of Live Birth” - long form or the parent’s First Nation
B.C.R. stating parent’s name and Band Number and Child’s name.
Step 7:
Player must be a resident of the First Nation and BCR from that community stating living on that First Nation. A letter
required from School Principal that they were registered by the beginning of September 2013 Calendar year.
No later date of residency BCR or Principal letter will be accepted...

5: Player Eligibility
a) Players must have a valid “Certificate of Indian Status” indicating an Ontario First Nation; OR
b) Players, without status cards from Ontario, must have at least one biological parent who has a “Certificate of Indian
Status” card from an Ontario First Nation. Any player using their parents’ status card MUST provide a “Statement of
Live Birth” long form or B.C.R. from their Parents’ First Nation which verifies that the parent is a member of that
Ontario First Nation. Document MUST be received by the Host First Nation by the final deadline date.
6:
Home First Nation
Every player is expected to play for his/her home First Nation as indicated on the status card being used, unless the player is using
residency option or has been released by his/her First Nation. Residency option is described below.
7:
Residency Option: For On-Reserve Residents only
Players that meet eligibility requirements of rule 5 a) or b) and live on a different Ontario First Nation may play for that First Nation
without being considered a pick up player and without requiring a release from any other Ontario First Nation.
To prove residency the team Manager must submit the following documents with the team registration before the Final Deadline date:
a) BCR indicating that the child does live on that First Nation as of the beginning of September 2013.
b) Letter from school Principal stating the player was registered as of the beginning of the school year 2013.
8:
Player Release Requirements
Any players not playing for their Home First Nation must obtain signed Player Release Forms from all relevant First Nations.
See attached Official LNHL Player Release Form. Please note: This release form may only be approved/authorized by the following
individuals of the First Nation providing the release. Please request a signature in the following order, only one signature is required:
1st President of their Minor Hockey Committee/Association
2nd Manager of the team that has rights to the player but is willing to release the player
3rd Chief of all relevant First Nations
Any team manager that feels they may have territorial rights to a neighbouring First Nation’s player must notify the LNHL
Executive in writing by February 15th. All Player disputes must be settled prior to the tournament. No player release OR
residency option protests will be accepted at the tournament.

Player Pick up Limits
The Little NHL Executive Committee will use the latest available Indian Registry Results provided by INAC to determine Total OnReserve Populations of the Ontario First Nations. Please see attached INAC On-reserve population list to determine the maximum
number of Pick up players/team that your First Nation is allowed to bring to the tournament.

10: Teams Eligible To Pick Up Players Only: Exception to Maximum Pick up
A team may pick up one goalie without using up one of their pick up spots. All goalies are expected to play for their respective First
Nation, unless he/she is released.
11: Team minimums and maximums
Each team may have a maximum of 17 skaters and 2 goalies registered to play in accordance with all eligibility rules. Each team
must have at least 11 players registered to play prior to the tournament. All teams must have 6 players ready to play at any
game. At any time when a team has less than 6 players the game will be forfeited immediately.
12: Team Files & Managers’ Duties
The LNHL Executive Committee and the HOST Committee NO LONGER require Copies of Status Cards or Birth Certificates;
HOWEVER, all team managers ARE REQUIRED to keep these documents with them at each game during the tournament.
All team managers must also keep copies of all coaching staff qualifications and documents turned in with registration packages
(B.C.R.’s, Principals letter, Statement of Live Birth – long forms, Waiver of Liability forms, Parents letter of consent for player to move
up-if applicable, Player Registration form and Team Management Registration form). Etc.: For every player on the team list – in
case there is a protest for eligibility.

In order to enhance the quality of the Tournament Experience for the players, referees, linesman, tournament organizers and

Ineligible Player Protest
Only the Team Manager can protest an ineligible player. The protest must be player(s) specific and submitted in writing within one
hour of the completion of the game, to Little Native Hockey League Executive or an Arena Captain. Protest fees are no longer
required. See rules 7 & 8 for released or residency option players.
Any team manager failing to provide proof of eligibility within a reasonable time frame will result in loss of game and player(s) will be
disqualified for the remainder of the tournament. The Little Native Hockey League Executive Committee will ensure all eligibility
rules are adhered to at every game of the Tournament.

Division Designation Introduced 2012 NO BODY CHECKING- All Divisions Ontario Wide Rule for all House
League & House League Select Teams and Tournaments! The Little Native Hockey League
Tournament was originally created & designed for House League Teams.
Introduced 2014: Managers can register their Team for Only the “B”” Division See Registration Form! Your team may
play against other teams registered in only the B Divisions provided we get a least 3 to 8 teams or more per category
using this option see covering letter for more info!
Players are not permitted to play on more than one team during the tournament.

Girls Divisions
a) Girls are permitted to play in all Boys Divisions ( New 2013 )
b) Boys are NOT permitted to play in any Girls’ Division.
17: Moving up a Division: Most players, for safety reasons, are expected to play within their designated age group. If a
player wants to move up one or two divisions, he/she MUST provide written consent/approval from their parent/guardian to the
Little NHL Executive Committee prior to the tournament.

Tyke Division - Game Time Frame & Special Rules
a) All tyke games will have three 15 minute STRAIGHT time periods, including Championship games.
b) The buzzer will sound every three minutes for a complete line change and the players will line up at centre ice.
c) No changing on the fly, let everybody play!
d) To maximize the amount of play within the three minutes; in the event of offside OR when the goalie freezes the puck,
the puck will be thrown into a neutral corner by the referee and play will continue immediately.

All Divisions (excluding Tykes) - Game Time frames
c) All divisions Novice to Midget and Girls divisions will have three 10 minute STOP time periods, including Championship
games.
d) If any game has a goal differential of five or more goals, then the game will switch to STRAIGHT time.

Sudden Victory Overtime: All games in all Divisions that end in a tie after three periods will go into Sudden
Victory Overtime as follows:
e) Tykes 3 on 3 for 3 minutes. Still Tied another 3 on 3 for 2 minutes NO TEAM CAN USE THE SAME PLAYERS TWICE
ANY SUBSITUTIONS DURING PLAY TEAMS HAVE TO USE THE REMAING PLAYERS ON BENCH!!
f) Tykes still tied go to shoot out. See rules below.
g) Novice to Midget 3 on 3 players for Five Minutes at Stop time. Still Tied 3 Player shoot out. Still Tied Sudden Victory
shoot out. NO PLAYER CAN SHOOT TWICE UNLESS ONE TEAM IS GONE THROUGH LINE UP AND THE OTHER
TEAM IS ALLOWED TO REPEAT PLAYERS.
h) The goalie is not permitted to go beyond the center ice line and can only be pulled for a delayed penalty.
i) If a penalty is called, the opposing team will add one player. Once the penalty time expires, the penalized player may
join the play until the next whistle. At that stoppage in play, both teams must remove their additional players and
resume play according to the amount of players eligible at that point during the overtime.

Rules of Play
j) Penalties will be called in accordance with the Hockey Canada Official Rule Book (HCORB). All other sections of
the HCORB rules DO NOT apply to the Little Native Hockey League Tournament, with the exception below:
k) If any player incurs a major penalty for fighting or another major infraction which carries an automatic match
penalty, the player will be disqualified from the tournament. Furthermore, the Executive Committee will review
these types of penalties to determine if further disciplinary action is required.
l) All teams must be ready to play 30 minutes before their scheduled game.
m) In the event that two teams have the same color jerseys, the Home Team will be responsible for changing their
sweaters.
n) A 30 second time out will be allowed in the Championship A and B games only.
o) No other rules from any other hockey association apply to this tournament, except for rules stated above.

All participants under the age of eighteen (18) years of age at the time of signing must have their parent or guardian sign the
Release and Waiver of Liability.
IN CONSIDERATION of the acceptance of my entry and permission to participate in and attend the Little NHL 2014
Tournament I, for myself, heirs, executors, administrators, and assigns, hereby release, hold harmless and discharge forever the
Little NHL 2014 Tournament all organizers, volunteers and workers and all other associates, sanctioning bodies, promoters,
sponsoring companies and organizations in any way associate with put name of event and their respective offices, directors,
employees, agents, officials, servants, contractors, representatives, successors and assigns (collectively or singularly the
“Release”) of and from any and all liability, claims, demands, damages, costs, expenses, actions, and causes of action whether in law
or equity of death, accident, injury, illness, loss or damage to my person or property caused by the negligence or otherwise of the
Release arising directly or indirectly as a result of, or in any way connected with my participation in or attendance at the tournament
whether as spectator, participant, competitor or otherwise, whether prior to , during or subsequent to the tournament and waive any
such claims arising directly or indirectly from or attributable in any way to any action or omission of the Release in connection with
the sponsorship, organization and execution of the Tournament.
The participant hereby fully assumes responsibility for any risk of bodily injury, death or property damage howsoever arising out of
this event, whether foreseen or unforeseen, whether cause by negligence or otherwise.
I undertake to save and hold harmless and agree assumes to indemnify the Release from and against and all liability incurred by any
or all of them, whether caused by the negligence of the Release or otherwise, arising directly or indirectly as a result of, or in any
way connected with my participation in or attendance at the Tournament whether as spectator, participant, competitor or otherwise,
whether prior to, during or subsequent to the Tournament.
I consent to receive medical treatment in the event of my death, injury or accident and/or illness at or during the tournament.
I represent and warrant that I am in proper physical condition to participate in the Tournament and that participation can, in some
circumstances, result in physical injury.
I understand that the Tournament may be photographed, filmed, or recorded and I consent to allow my photograph, audio or video
likeness to be used for any purpose by Tournament organizations or any of its agents, officials, servants, contractors, representatives,
successors, or assigns.
I have read this Release and Waiver of Liability and understand its terms. I also understand that I have given up substantial legal
rights by signing. I have signed it freely and voluntarily and intend my signature to be complete and unconditional release of all
liability to the greatest extent of the law.
