Assistant Directors who are involved in identifying the beneficiaries and
implementing the Schemes are instructed to follow the guidelines listed
below.

This Master Register of Schemes is to be maintained by all the V.A.Ss at
V.D. level and Divisional A.D.s at Divisional level. This register will be
verified by the Joint Director during visits.
2) The applications of different schemes are designed with specific items
for specific purposes; it is observed that most of the fields in the
applications submitted earlier are found unfilled. Hence it is instructed
that all the fields in the applications have to be filled and the
concerned V.A.S. has to sign after careful scrutiny before forwarding to
the higher officer.
3) A beneficiary is allowed to be benefited with one subsidy only, hence
the V.A.S and concerned Divisional Assist Director have to scrutinize
meticulously with the earlier sanctions, with the details in the Master
Register before forwarding applications to the District office. Later, if it
is found that the beneficiary proposed has already availed subsidy, the
concerned V.A.S. and Divisional A.D. will be held responsible. Hence
utmost care is to be taken before forwarding the applications to the
District Office.
4) Before identifying the beneficiaries the V.A.S.s and Div. A.D.s are
requested to go through the guidelines given with this circular.

1) Mini Dairy Units: (5 Milch Animals/Unit) on 25% subsidy limited to Rs

 Unit Cost: 3.05 lakh (5 Milch buffaloes) –Rs 73750 subsidy /Unit (Cost of Milch
animal + Transport +Insurance).
Linkages: Feed worth of Rs.5625 for 5 Milch animals; Mineral supplement:
costing Rs 750 /5 animals; Chaff cutter & Milking Machines on 50% subsidy. The
Department has provided the option of grounding 2-5 Milch Animals as per
beneficiaries’ choice with 25% subsidy norms

HEIFER INDUCTION PROGRAMME – GUIDELINES -2013-14
 Heifers will be inducted by providing feed health care and transport subsidy.
Selection of Beneficiaries:
 The beneficiaries should have experience in dairy farming.
 Unemployed youth, experienced farmers and SHGs are encouraged.
 SHGs/ women Groups will be encouraged.
 The beneficiary should have sufficient land for fodder production depending
up on unit size.
 Preference will be given to SC, ST, BC & minorities groups as per
Government stipulated norms.
Selection Procedure:
 Selection of beneficiaries will be done during Gramasabhas only.
 The Mandal Level Sanction Committee/Joint Selection Committee
consists of Mandal Development Officer, Mandal Animal Husbandry Officer
and Bank representative, Manager- Milk Chilling Center invite application by
giving wide publicity about the scheme by giving specific period/time for
submission of applications without giving scope for yearlong approach.
 The applications will be scrutinized at Mandal Level and recommended for
District Level Committee for further action.
 Unit size: 1 Heifer.
 One heifer will be inducted per one family/ beneficiary.
Type of animals:
 Both CB and Murrah heifers, pregnant and non-pregnant will be supplied to
the farmers as per their choice.
 Heifers in early pregnancy shall be selected.
 Consent of the beneficiary shall be taken before supply of heifers.
 Heifers will be procured & supplied from the approved Firms and approved RC
Rates, from outside States.
 All the animals supplied shall be invariably insured. It is the responsibility of
the local Veterinarian and district administration to get the heifers insured.
 The model of application form is enclosed as (Annexure-I).
Training to the Beneficiaries:
 A one day orientation programmee will be organized for selected beneficiaries
on dairy managemental practices

The non-subsidy portion can be met either from bank loan or as
beneficiary contribution.
Transportation charges:
 The transportation charges are applicable as per approved RC rates on
actual rates up to a maximum of Rs.4000/- per heifer.
Targets:
 The Division-wise physical and financial targets are enclosed as AnnexureII
Publicity:

The programmes, schemes and details shall be popularized to the public
representatives, VIPs, district administration and line departments.
Records:
District-wise list of the beneficiaries, subsidy released, feed supplied and
acquaintance of the farmers shall be maintained at Veterinary Dispensary Level,
Divisional Level and District level.
Success Stories:
 Success stories shall be documented in the forms of farmer’s statement,
photographs, video films and paper cuttings.
 Success stories shall be submitted to Head Office as per the guidelines
communicated from time to time for onward submission to Government.

6. The non-subsidy portion will be borne by the beneficiary or from Balk loan.
7. The supplied feed shall be provided to the inducted heifer only and other
Animals shall not be maintained on feed.
1. The inducted heifers shall be insured invariably. The additional amount if any
shall be borne by the beneficiaries.

GUIDELINES FOR IMPLEMENTATION OF SHEEP &
GOATDEVELOPMENT (SMALL RUMINANT) SCHEMES FOR THE YEAR
2013-14.
Introduction:
The Government of Andhra Pradesh has released the budget for
implementation of plan schemes under sheep & goat development
programmes included in livestock development schemes for the year 201314.
The following component wise allocations were made under sheep &
goat development:
Implementing Agency:
The schemes of small ruminants will be implemented by Andhra
Pradesh Sheep & Goat Development Cooperative Federation Ltd which is
designated as state implementing agency.
District Level Sanctioning & Monitoring Committee:
The committee will be headed by District Collector comprising with the
members is responsible for implementation of the schemes:

Mandal Level Selection & Grounding Committee:
The committee will prepare the action plan and identify the
beneficiaries by conducting Grama Sabahs in selected cluster villages along
with the area bank manager.
The committee consists of
• Veterinary Assistant Surgeon
• President, PSBCS/Director DSBCU
• Bank Manager, concerned branch.
The Selection of Beneficiaries:
1)
NSP- Normal State Plan:
 The 70% beneficiaries should be selected preferably from among the
members of the Primary Sheep Breeder Cooperative Societies and 30%
from others. The beneficiaries will be selected from the below poverty line
families identified by SERP in Grama Sabahs.
 Rural women and unemployed youth will be given preference.
 Families that have exposure to sheep rearing practices but not possessing
any sheep will be preferred.
 The selection of beneficiaries should be in a proper representation
among the BC, SC, ST families and physically challenged persons as per
norms.
(SC-20%: ST -10%: OC, BC- 70%)

SCSP – Schedule Caste Sub Plan:
 The beneficiaries selected should be from SCs only preferably from
among the members of the Primary Sheep Breeder Cooperative Societies.
 If the beneficiaries not available from the PSBCS, the non-members can
be considered. The beneficiaries will be selected from the below poverty
line families identified by SERP among the SC community .Rural SC
women and SC unemployed youth will be given preference. Families that
have exposure to sheep rearing practices but not possessing any sheep
will be preferred.
 No other community beneficiary should be selected under the SC sub
plan.
3)
TSP–Tribal Sub Plan
 The beneficiaries selected should be from STs only preferably from
among the members of the Primary Sheep Breeder Cooperative Societies.
 If the beneficiaries not available from the PSBCS, the non-members will
be considered. The beneficiaries will be selected from the below poverty
line families identified by SERP among the ST community. Rural ST
women and ST unemployed youth will be given preference.
 Families that have exposure to sheep rearing practices but not
possessing any sheep will be preferred.
 No other community beneficiary should be selected under the ST sub
plan.

Training & Exposure:
All the beneficiaries selected under the above schemes have to
undergo one day training on breed identification, managemental and health
care practices of sheep and goat rearing. All the beneficiaries should be
exposed to the scientifically running sheep and goat farm by the concerned
V.A.S.s & Divisional Assistant Directors.
Purchasing Committee:
The purchasing committee shall consist of
• Veterinary Assistant Surgeon of the concerned area AHD,
• President Primary Sheep Breeder Cooperative Societies
• Representative of that bank,
• MPDO or his representative
• Beneficiary
The purchasing committee should invariably intimate the date of
grounding, name of the shandy for procuring the units to the MD DSBCU and
Joint Directors (AH).
Procurement of the units:
 The units are to be procured as per the choice of the beneficiary from the
respective breeding tracts only.
 The procurement of the units shall be from the recognized
shandies 50 kms away from the beneficiary villages.
 Rahadari bill (way bill)/shandy transaction slip should be obtained by the
beneficiary/JLG of Ram Lamb units.
 The transportation amount paid should be realistic and receipt should be
obtained.
 The beneficiary photo along with the unit / asset created should be
obtained.
Risk Mitigation:
To combat the adverse conditions like diseases, cyclones, accidents,
fire all the assets created should be insured for 3 years with the beneficiary
contribution or with the existing social security scheme being implemented
by either state Govt. or GOI.
Record keeping:
Sub plan wise budget release registers should be maintained at VAS,
O/o. Assistant Director (AH) and Joint Director with the list of beneficiary
selected by district committee headed by District Collector.
The dates of releases to the banks/beneficiary/VD should be in time
and mark a copy to MD, APSGDCFL and DAH.
Beneficiary particulars should be recorded at concerned Veterinary
Dispensary level.
The success stories among the beneficiaries who experiences and
share the benefit should be documented and submit a copy to the District
Collector and MD, APSGDCFL.

Feedback:
The VAS of the concerned area should regularly visit the beneficiaries
where the assets were supplied. The MD DSBCU should visit and verify the
asset supplied on quarterly basis and the status should be intimated to MD,
APSGDCFL. The Divisional Asst. Director (AH) should visit and verify the
assets supplied on quarterly basis. If the VAS finds the units supplied are
sold or the beneficiaries are benami or the transaction is benami, it shall be
brought to the notice of District Collector, Joint Director (AH) to register
criminal cases and to initiate revenue recovery act to recover the amount.
The VAS should fill the strength to the beneficiaries who are exposed
to adverse conditions and take necessary steps for mitigation of risk.

The attention of all the Joint Directors (A.H) I/c. district administration, is invited to the
subject and the references cited and are informed that, the Government have issued orders vide
reference 1st cited for enhanced premium on assured and Government contribution for
implementation of Sheep Insurance scheme during 2013-14.

It is informed that, state level committee meeting was held at the APSGDCF Ltd., with the
officials of insurance companies and discussed about the implementation of the scheme, and the
MOU 2013-14 has been entered with the insurance companies for continuing the scheme during
2013-14 with required modifications. The MOU shall be valid from 31.05.2013.
While enclosing a copy of the MOU 2013-14 the following information and certain
instructions are issued for successful implementation of the scheme.
1. INITIATING IMPLEMENTATION:
The Joint Directors are informed to follow the instructions and to implement the scheme as
per the MOU.
The Joint Directors are requested to convene a meeting immediately with the officials of
respective insurance company and field officers of the department and plan for successful
implementation of the scheme as per the Government orders and MOU 2013-14. The
implementation of the scheme should start immediately with revised rates as the agreement is valid
from 31.05.2013.
The Joint Directors (A.H) are also requested to involve public representatives and local
leaders during the formal inauguration of the scheme as per the revised rates so that it will attract
attention of the sheep rearers and also they will be aware about the benefits of the Sheep Insurance
scheme. The wide means of publicity i.e. media (local T.V. Channel, news papers) may be utilized for
more effective publicity.

5. PUBLICITY AND INVOLVEMENT OF DIFFERENT DEPARTMENTS & AGENCIES:

All the field officers and staff at Mandal and division level may be informed to utilize the
Mandal and zilla parishad general body meetings also for publicity and enlightening the scheme
details so that the local public representatives will be aware of the scheme and will ultimately
ensure the successful implementation of the most prestigious scheme of insuring Sheep for
maximum enrollments.
It is once again informed/reiterated that the representatives of sheep societies and district
unions, NGOs, officials of Panchayat Raj departmental officers & departments involved in rural
developmental activities may be involved for wide publicity of the scheme and for maximum
enrollments.
6. ENROLLMENTS:
Besides wide publicity, the Joint Directors (A.H) are requested to explore all the possibilities
for maximum enrollments. It is also requested to plan for taking area specific measures for speedy
maximum coverage, by exploiting the available, applicable resources within district. For eg: making
use of the public gatherings for enlightening as well as sharing the experiences of the beneficiary
who was benefited with the scheme which attracts attention and shall also serves as strong
motivation for the entire shepherd community.
7. SETTLEMENT OF CLAIMS:

The total success of Sheep Insurance is based upon timely and settlement of genuine claims.

Special emphasis shall be given for speedy settlement of claims.

The very purpose of introducing the scheme is to protect the sheep rearer form unavoidable
risks in sheep rearing.

Speedy settlement of claims gives support to poor Sheep rearers to mitigate & compensate
the economic losses due to sudden death of Sheep.
All the Joint Directors are informed to convene monthly co-ordination meetings at district
level and sort out issues related to Sheep Insurance claim wise and the minutes of the meeting are
to be furnished to the Managing Director, APSGDCF Ltd for further necessary action.




Review on claim wise settlement.
It can be specially emphasized on settlement of claims
Sharing the experiences of field officers where the claim settlement rate is high and plan in
the direction of speedy settlement.
Distribution of policies and claim cheques can also be taken up by the Public representatives
like Hon’ble Ministers, Hon’ble MLAs & Other Dignitaries.
In addition to that, any constructive extended/steps taken at all stages in fulfilling the intention
of Government of benefiting the poor sheep rearers by speedy maximum settlement of claims shall
be highly appreciated.
8. MAINTAINANCE OF RECORDS & REGISTERS:
It is requested to maintain proper records & Registers of the implementation of the scheme
in the prescribed formats followed previously at Mandal, Division and District level i.e. Sheep
Insurance Register, Claims Register, and Ex-gratia Register. (Formats enclosed for ready reference)
9. MONITORING & REVIEW:
The Joint Directors (A.H) are requested to monitor the scheme regularly & vigorously during
the monthly review meetings of the district, division wise and Mandal wise invariably & record in the

10. COORDINATION MEETINGS AT DISTRICTS AND STATE LEVEL:
The state co-ordination meetings with the insurance companies shall be held once in every 3
months i.e. quarterly. Therefore the issues which are not be sorted out, during the regular district
level co-ordination meetings and certain issues which need intervention at state level officers shall
be brought to the notice of Managing Director, APSGDCFL, so that, they can be discussed in the state
level coordination meetings, to sort out the issues.
11. REPORTING OF PROGRESS:
The Joint Directors (A.H) are also requested to furnish the monthly progress reports both on
enrollments as well as on the claims to the head office by 5th of the preceding month, in the
prescribed Performa enclosed, so that it can be informed to the Government. All the Divisional
Assistant Directors are requested to submit report by 3rd of every month.
The Joint Directors are also requested to bestow personal attention, extend all efforts and
ensure maximum enrollments and speedy settlement of claims so that, the intention of the
Government of benefiting the maximum number of poor sheep rearers shall be fulfilled.

1. The objective is to encourage production of Azolla as an alternate source of
green fodder.

2. Identify the farmers in advance who are already cultivating the Azolla so that
their Azolla culture may be utilized for the beneficiaries of this component.
3. The farmers may be provided technical guidance for production of azolla,
providing necessary material to the farmers for establishing azolla production
Unit.
4. Central Govt. assistance under the scheme will be provided to the tune of
Rs.5000/- (50% of total cost of Rs. 10,000) per unit or 50% cost of the azolla
unit and training, whichever is lower. Balance 50% funds shall be met by the
beneficiaries.
5. All farmers and beneficiaries selected under Pasukranthi, Members of Self
Help Groups, Dairy Cooperatives, ATMA/ KVKs other beneficiaries of
Government schemes etc., will be assisted under the scheme for purchases
of the power driven chaff cutters .
AZOLLA - A sustainable feed substitute for livestock
The fodder availability from various crops has also decreased largely due to the
introduction of high yielding dwarf varieties. The shortage of fodder is, therefore,
being compensated with commercial feed, resulting in increased cost of production
of meat and milk. Moreover, as commercial feed is mixed with urea and other
artificial milk boosters, it has a deleterious effect on the quality of milk produced and
the longevity of the livestock.
Azolla, on a dry weight basis, is constituted of 25-35% protein content, 1015% mineral content and 7-10%, a combination of amino acids, bio-active
substances and biopolymers. Carbohydrate and oil content in Azolla is very low.
Thus the bio composition of Azolla makes it one of the most economic and efficient
feed substitutes for livestock. Moreover, Azolla can be easily digested by livestock,
owing to its high protein and low lignin content.
Trials on dairy animals showed an overall increase of milk yield by 15–20%
when 1.5–2 Kg of Azolla was combined with regular feed. 15– 20% of commercial
feed, especially oil cake, can be replaced with the same quantity of Azolla on dry
weight basis, without affecting milk production. It was also found that Azolla feeding
improves the quality of milk and the health and longevity of livestock. Feeding Azolla
to poultry birds improves the weight of broiler chicken and increases the egg
production of layers. Azolla can also be fed to sheep, goat, pig and rabbit as feed
substitute.
To get a sustainable Azolla growth the following methods can
be adopted:
In NARDEP method, an artificial water body is made, preferably under the shade
of a tree, with the help of a Silpaulin sheet.
1) A pit of the size of 3M X1. 2M X 0.5M is dug as a first step. With bricks &
concrete & plastering.
2) This pit is covered with plastic gunnies to prevent the roots of the nearby trees
piercing the Silpaulin sheet, which is spread over the plastic gunnies. About 10 –
15 Kgs of sieved fertile soil is uniformly spread over the Silpaulin sheet.

3) Slurry made of 2-kg cow dung and 30 Gms of Super Phosphate in 10 liters water,
is poured onto the sheet.
4) More water is poured to make the water level reach about 10 cm. About 500
Gms to 1kg of fresh and pure culture of Azolla is inoculated in the pit. Azolla will
rapidly grow and fill the pit within 10-15 days and about 500 Gms – 600 Gms of
Azolla can be harvested daily thereafter.
5) A mixture of 20 gms of Super Phosphate and about 1 kg of cow dung should be
added once in 5 days. This is done to keep the Azolla in rapid multiplication
phase and to maintain the daily yield of 500 gm. /pit. Micronutrient mix
containing magnesium, iron, copper, sulphur etc., can also be added at weekly
intervals to enhance the mineral content of Azolla.
Precautions:
A) A shady place, preferably under a tree, with sufficient sunlight should be
chosen for the Azolla production unit. A place of direct sunlight should be
avoided.
B) All corners of the pit should be of the same level so that the water level can be
maintained uniformly.
C) Azolla biomass @ 300 gms – 350 gms /sq.meter should be removed daily to
avoid overcrowding and for keeping the fern at rapid multiplication phase.
D) Suitable nutrients should be supplied, as and when, nutrient deficiency is
noticed.
E) Plant protection measures against pests and diseases should be taken as and
when required.
F) About 5 kg bed soil should be replaced with fresh soil, once in 30 days, to
avoid nitrogen build up and prevent micro-nutrient deficiency.
G) 25 to 30% water also needs to be replaced with fresh water, once in 10 days,
to prevent nitrogen build up in the bed.
H) Replacement of water and soil should be followed by fresh inoculation of
Azolla, at least once in six months.
I) A fresh bed has to be prepared and inoculated with pure culture of Azolla,
when contaminated by pest and diseases.

All the field staff, Veterinary Assist Surgeons, Assistant Directors working in Krishna
District is drawn to the subject & reference cited, wherein feed supply, distribution
guidelines for the Year 2013-14 were issued by the Director of Animal Husbandry, A.P.,
Hyderabad.
In this connection, the Departmental Officers are informed that the guidelines or
instructions have been issued from time to time for the supply of Cattle Feed under different
schemes. The experience has shown that providing comprehensive guidelines on the subject
will not only bring good clarity but also improves the service delivery system. Therefore the
guidelines are once again communicated for better understanding and for follow-up action
at various stages.
The guidelines hold good for all types of feed supplies under
different schemes for the year 2013-14.

The feed shall be free from harmful constituents, metallic pieces and adulterants.
The feed shall also be free from fungal growth, insect infestation; and from
fermented, musty, rancid or any other objectionable odor.
Urea level in cattle feed shall not exceed 1 percent by mass. In case, if urea
level is in excess of 1 percent the entire quantity of feed supplied will be returned.
The proportionate urea when incorporated shall not exceed 1 percent by mass.
When urea has been added, the feed shall contain not less than 10 percent by mass
of easily digestible carbohydrates like molasses, cereal grains, potato starch, tapioca
starch etc. No Urea will be added in Calf feed & Calf Starter. If the firm
breaches the clause, the entire consignment will be rejected.
 Collection of Feed Sample:


Samples shall be collected from different places, where the feed supplies take place.
Then mix all the samples collected from the different places and collect four (4)
representative samples from the pooled samples and send to the Joint Director’s
Office through the concerned Divisional Assistant Director
The sample shall be marked with full details of sampling, date of sampling, batch or
Code number, name of the manufacturer and other important particulars of the
consignment.
SUPPLY CONDITIONS:
 The receiving VAS are entitled to reject the Feed if it is not of the stipulated quality,
weight, packing or delivered without Invoice (In Triplicate).
 In case of the supplies delivered by the firm are not of stipulated quality/ quantity or
delivered without correct invoice, the Director of Animal Husbandry A.P. Hyderabad /
indenting Officer or any officer authorized by him shall have the power to reject any
such supplies (Unless the firm replaces the same with quality Feed at their own cost)
besides taking suitable action against erring suppliers.
 Any shortage as per invoice during the transit will have to be replaced by the
Approved Firm free of charges; Otherwise payment will not be effected to such
consignment. The concerned VAS must check the weight of the feed
supplied by the firm for each consignment.

RECORD KEEPING:


Acquaintance should be taken from each beneficiary towards the supply of feed
made. Different records should be maintained for each type of Feed at Institutional
level. The lists of beneficiaries with acquaintance should be kept at District &
Divisional levels also.
Records pertaining to feed received and distributed should be maintained for each
type of feed at Institutional– level, divisional level and at district level.
Check List: Most Important
1) The field staff who are receiving the feed must verify physically feed supplied, contents and check the label on the feed bag for
the name of the supply company as indented by the Joint Director.
2) Receive 3 invoices (Bills) issued by the supply company as per the
indent placed by the Joint Director.
3) Check the stipulated quality, weight, packing as per the invoice.
4) Check if the feed contain any harmful constituents, metallic pieces
and adulterants. The feed shall also be free from fungal growth,
insect infestation; and from fermented, musty, rancid or any other
objectionable odor.
5) If any kind of adversity is observed the concerned filed
staff have to immediately report to the concerned
Divisional Assist Director and shall not take the delivery of
such feed and return with written reasons.
6) After taking delivery of the feed, they have to enter the details in
the feed stock register and make stock entries on the back side of
the invoices.
7) Stock Entries have to be made at all levels in the feed stock
registers and invoices by the concerned field staff, concerned
V.A.S. and concerned Divisional Assistant Director. Separate
registers have to be maintained for Cattle feed and Calf feed.
8) At the distribution level, acquaintances have to be obtained
from the beneficiaries.
9) The bills in triplicate with stock entries & four pooled feed
samples have to be submitted by the concerned V.A.S.s to
the Divisional Assistant Directors (through special
messenger) within two days of supply of feed.
10) The concerned Divisional Assistant Director has to submit the
bills in duplicate, four pooled samples (consignment wise) though
special messenger within 7 days of supply of feed.

11) It is important to be noted by the Divisional Assistant Directors
that they have to take necessary steps in submitting the bills and
feed samples within the time frame. If feed bills with feed samples
are not submitted within 7 working days of supply of feed to
the field staff, the feed for the next consignment cannot be

2. Wide publicity should be given about the free supply of fodder seed mini kits.

7. The fodder seed shall be distributed to the beneficiaries in the presence of
people’s Representatives like village Sarpanch, MPTC etc., for a transparent
distribution.
8. The free fodder seed shall be distributed immediately and the Divisional Assistant
Directors shall take all precautionary measures to avoid subsidy fodder seed
distribution and free distribution clash. They should take necessary steps to
distribute fodder seed on subsidy after the free seed was completely

COMPREHENSIVE GUIDELINES
The guidelines , RC Firms ,RC Rates and various models for procurement and supply of
Milking Machines are as follows:1.
Selection of beneficiaries:

Milking Machines will be supplied on subsidy basis to the following
beneficiaries.
A. Beneficiaries of Mini Dairy Units with 5 Milch animals under RKVY.
B. Beneficiaries of Dairy Units under National Mission on Protein Supplements (
RKVY 2011-12) with 5-10 milch animals .
C. Medium Dairy Units with 20 Milch animals under RKVY 2012-13.

Preference will be given to the farmers who are provided Dairy Units under
RKVY.

2.
One Milking Machine will be provided to each beneficiary.


The RC Firms & rates for procurement & supply of Milking Machines have been
finalized for the years 2012-13 & 2013-14.The details of approved RC Firms,
various models and rates for Milking Machines are as follows.

destination. Taxes will be calculated on basic cost, as per the existing norms.

The RC Firms and Rates are valid up to 23-08-2014.

The RC approved rates shall not exceed the maximum retail price as well
as the lowest price at which the Firm sells the product of identical
description to any other department or organization or person anywhere
in the AP State.

and four Firms have been approved for supply of Power Operated Milking
Machines to give wide choice for the beneficiaries.
The V.A.S. and Divisional A.D. (AH) shall arrange a demonstration of
various models of Milking Machines, rates.
The beneficiaries will be apprized about the approved models,
Specifications, additional features, RC rates & RC Firms of Milking
Machines.
The farmers shall have an idea about the types of Milking Machines, RC
Firms, RC Rates, models and their features, so that the farmers can select
the Milking Machines as per his choice and requirement.
The V.A.S. and Divisional A.D. (AH) will not interfere in selection of
models of Milking Machines.
Subsidy amount:

A subsidy amount of 50% of Unit cost or maximum of Rs.15000/(whichever is less) will be provided on Milking Machine per beneficiary.

Specifications of Milking Machines :

The specifications for Power Operated Milking Machines will be same and
certain features will be different for each Milking Machine/ Firm. The
details of Specifications for both Hand Operated and
Power Operated
milking Machines along with spare parts are placed at Annexure-I.
6.
Indenting of Milking Machines:

The V.A.S. through Divisional A.D. (AH) is the indenting Officer for the
supply of milking machines.

The eligible beneficiaries shall be apprized about the different models,
Firms, specifications, RC approved rates and features of above Milking
Machines.

The beneficiary shall be allowed to select his choice of Milking Machines
and the RC Firm as per his choice and requirement.

The V.A.S. and Divisional A.D. (AH) shall not meddle in selection of Firm &
Model of Milking Machines by the beneficiaries.

The V.A.S. and Divisional A.D. (AH) shall collect the choice of farmer and
accordingly place indent for supply of the Milking Machines to the Joint
Director
along
with
the
application
in
the
prescribed
format
enclosed.

The
V.A.S. and Divisional A.D. (AH) shall specifically denote the detail
address of the Farmers in the Indent
and ensure the supply of Milking
Machine to the farmers destination, as the approved rate are finalized for
F.O.R. destination.
7.
Supply of Milking Machines:

The V.A.S. Divisional A.D.
Shall ensure that all the Milking Machines
supplied by the Firms under this contract shall be of quality and as per the
specifications.

The Approved RC Firms shall deliver the Milking Machines indented by the
Joint Director(AH) within (30) Thirty Days from the date of indent
received , failing which , the Divisional Assistant Director (AH) shall report
the same to the District Office for taking action against the Firm.

On arrival of consignment, the receiving officer shall verify the quantity
and accept the consignment if he/she is satisfied with it as per

specifications. The indented goods should be supplied to destination as
prescribed or indented by the indenting officer.

In case any short supply/ substandard supply and/or any other items
scheduled in the contract , by the contractor , any damage loss in transit ,
or any other loss caused in the consequence of usage of items supplied by
the Contractor during the contract period or any period in the continuation
of contract period or any losses to the purchases during differences in
prices , the Contractor shall be liable to bear all the losses, and shall be
liable to supply the equal quantity of standard items to the purchaser at
his own cost to the place of purchase.

Any shortage or breakage during the transit should be made good by the
Contractor at his own cost. Goods found damaged on opening of
consignment shall be replaced by the Contactor at his own cost, within
(15) days of the intimation of the beneficiary.
8.
Demonstration & Training :

On arrival of the consignment, the RC Firm shall arrange for installation and one
time
demonstration of functioning of Milking Machines at Mandal head
quarters/strategic places in each district.

The selected beneficiaries are to be given training on various parts and
smooth
functioning of the unit.

The Divisional administration shall plan in advance about the place and
demonstration / training of the Farmers along with indent of the Milking
Machines.

The Divisional Administration shall denote place and date and Venue to the
farmers and RC Firms for demonstration and training.


Public representative shall be involved in the distribution of assets.
Supply of Spares & User Manual:

The details of Spares parts to be supplied with each modal of Milking Machine/
RC Firm are placed at Annexure-I.

The district administration shall ensure the supply of the spare parts like
liners, cleaning brushes, pump oil, detergents and lubricants required for
each model along with the consignment.

User Manual / literature in Telugu with details of websites shall also be
provide to the farmers along with Milking Machines.

10.
Comprehensive
maintenance
of
Milking
Machines:
The
Firm
shall
take
up
Comprehensive Maintenance of the Milking Machines for the period of 1 year from
the Date of Installation at the Beneficiary location on intimation from time to time
during the warranty period.

The V.A.S. and the Divisional administration will ensure comprehensive
maintenance bond on the name of each beneficiary and arrange to hand
over the same along with Milking Machine to the beneficiary.
11.
Performance Report:

The receiving V.A.S. and Divisional A.D. (AH) shall verify the performance of
Milking Machines and send a detail report every quarter in the prescribed format
enclosed at Annexure-III.

The V.A.S. and Divisional A.D. (AH) should interact with the beneficiaries and
shall include the remarks of the Farmers in their report.
14.
Penalties:

The RC approved rates shall not exceed the maximum retail price as well as the
lowest price at which the Firm sells the product of identical description to any
other department or organization or person anywhere in the AP State.

If such incidence of quoting the higher rates to Animal Husbandry Department of
AP state come to the notice any time during the course of Rate Contract for the
rest of the Rate Contract period, the Director of Animal Husbandry, AP,
Hyderabad reserves the right to initiate an appropriate disciplinary action against
such firms including the recovery of excess amount paid and black listing them
from participating from subsequent tenders called by the Animal Husbandry
Department of AP State.

In case the Milking Machines delivered by the firm are not as per the approved
Tender specifications, the stock will be rejected. All Milking Machines supplied by
the Contactor thus rejected shall be removed by the Firm within seven days after
such rejection and shall have been notified to the contractor by the Officer to
whom the articles were supplied. The Firm shall have to re-supply the Milking
Machines replacing the disapproved stock within 15 days.

If any Milking Machine supplied by the firm is subsequently found to be not as
per the approved specifications, unsound, inferior in quality, or description or are
otherwise faulty and unfit for use, the district administration shall immediately
inform the same to the Head Office for taking further action.

In such case the cost of such supplied Milking Machines will be recovered from
the firm, if the payment is already been made.

If any firm supplies inferior quality Milking Machines to this Department, the
same Firm will be blacklisted for a period of three years, The decision of the
Director of Animal Husbandry, AP, Hyderabad in this regard in all aspects will be
final and conclusive and altogether operative and binding on the Contractor and
could not be opened and subject to question or dispute by the Contractor up to
or any grounds who so ever.

In the event of inferior, substandard supplies, the Contractor will be suspended
and purchases would be made from alternative suppliers. Such Firms may be
black listed for three years beginning from the year following the one which
defective supplies were detected. The Contactor shall also be liable for action
under criminal law and the matter shall be notified to the concerned Licensing
Authority.
16.
Invoices: The Firm shall and will on every occasion when Milking Machines are supplied
under this contact , submit invoices in triplicate to the concerned indenting Officer and on
failure to do so, it shall be lawful for the indenting Officer under employment of Government
of Andhra Pradesh to refuse to accept the said Milking Machines.
17.
General guidelines:
The Firm shall not in any way be interested or concerned
directly or indirectly with any of the servants of the indenting Officers in the
employment of Government of Andhra Pradesh situated in different parts of Andhra
Pradesh in any trade or business or other transactions what so ever nor shall the
Contractor give or pay or promise to give to any such servant directly or indirectly
any money or fee under the designation of customer of
otherwise nor shall be
contractor assign or may ever this contract , directly or indirectly to any person or
persons, who so ever to interfere in the management or performance wherein of
either under the powers of Attorney granted by the Contractor otherwise.
18.
Submission of MPRs:
Monthly Progress Reports shall be submitted by the
Veterinary Assistant Surgeons through the Divisional Assistant Directors in the
prescribed format placed at Annexure-V.
19.
Records: Records containing list of beneficiaries shall be maintained in each
Veterinary Institutions. Farmer’s acquaintance and other details shall be
maintained.
20.
Success Stories: The Animal Husbandry Department is procuring and supplying the
Milking Machines for the first time, under RJVY. The Success stories shall be
submitted to Head Office every month in the form of press clipping, farmers
statements, videos etc.

After careful examination of the proposals submitted by some of the Joint
Directors (AH) and considering the demand of the farmers , it is decided to
enhance the subsidy on Milking Machine up to 50% on the approved cost of
Milking Machine in order to reduce the contribution of the farmers . The details

Under the scheme, distribution of 4 week old chicks of low-input-technology
to the beneficiaries of BPL families shall be taken up @ 45 chicks per
beneficiary.
Selection of Beneficiaries:
Beneficiaries only from the BPL families have to be selected for distribution of 4
week old chicks.
• It should be ensured to cover the targeted number of SC and ST farmers/
beneficiaries. Thirty percent budgetary allocation is to be earmarked for
women beneficiaries.
Selection Procedure:
Selection of beneficiaries shall be done in the Grama Sabahs.
•
The Mandal Level Selection Committee consisting of Mandal Animal
Husbandry Officer and Mandal Development Officer should invite
applications by giving wide publicity about the scheme. Submission of
applications should be taken up with in a specific time frame / period
without giving scope for a yearlong approach.
•
The concerned Joint Director (AH) will receive the applications of the
selected beneficiaries for obtaining the approval from the District Collector.
Supply of chicks:
The chicks of 4 wk old costing Rs. 60/- will be provided on 50% subsidy and
these chicks have to be given to beneficiary families in installments checking
progress at 16 and 32 weeks.
•
Each beneficiary shall get 45 birds in 3 cycles @ 20, 15 and 10,
respectively, with a gap of 16 weeks between the cycles as one time
assistance after checking progress at 16 & 32 weeks.
For further
requirements they should invest the revenue accrued from this assistance.
•
Each beneficiary will be provided Rs. 750/- as fixed cost for night shelter,
waterers, feederers etc., for accommodating 20 birds at a time.
•
The number of chicks to be distributed district wise is enclosed in the
annexure enclosed for necessary action.

conducting of camps -Village wise with follow up camps –- issue of certain instructions

In continuation of the above reference and subject cited the following
instructions are issued for implementation by all field Officers and Divisional Assistant
Directors in conduct of Fertility Camps in all Villages in Krishna District in the year 20132014, to enable the productive performance targets of reducing inter calving period and to
achieve higher conception rates for achieving optimum production of Milk.
1.
All the V.A.S.s have to enlist all their jurisdiction Villages including major Hamlets where
the cattle population is above 250 adults.
2. Propose tentative dates for conducting camps in the Villages in the prescribed proforma.
3. Identify required staff and supporting people from all the above agencies and plan
Village wise, try to coordinate with local people as their involvement will make the
programme effective and successful.
4. Chalk out dates for follow up camps also as it is a must to solve the infertility problems
and to achieve good prognosis.
The details of Villages shortlisted shall be filled in the following format
institution wise (Veterinary Dispensary jurisdiction which includes all R.L.Units,
Gopalamithra centers) by all the Veterinary Assistant Surgeons in the District.

GUIDELINES FOR ORGANIZING THE FERTILITY CAMPS TO BE CONDUCTED BY THE
DEPARTMENT:1. Formation of Veterinary Teams:
Expert Veterinary Teams shall be formed with the following,

4 Office Subordinates/Hospital attendants/GMS /Other Voluntary workers.
Organization of Health-cum-Fertility Camps:
1. Action plan shall be prepared well in advance.
2. All the farmers shall be kept informed well in advance about the Health –cum-Fertility
camps and schedule of the Programme in their respective villages without giving scope
for any criticism.
3. Farmers belonging to all categories can be considered
4. Wide publicity shall be given by making Tom-Tom / Media/Individual information
5. Follow-up treatment for identified animals is very important to achieve the
objective of the Health-cum-fertility camps. The local Assistant Director (A.H)
/ Veterinary Assistant Surgeon shall plan for follow – up treatment of the
identified animals and see that the identified animals are treated for
conception.
6 Hon’ble Ministers, M.P.s, M.L.A., Z.P. Chairman, ZPTC, MPP, MPTC, Sarpanch,
President of Dairy Co-op. Societies and local Public Representatives shall be invited to
inaugurate the camps where ever possible.
7. Any positive or negative remarks that appear in the press on Fertility camps to be
attended promptly by issuing rejoinder on adverse news and the same should be sent
immediately to this office.
8 .The Assistant Directors (AH) shall submit their detailed report in the specified Format
(Annexure–II) about the cases treated along with photographs and also the
perception of the farmers to this Office on the day of the camp conducted.
9. Records must be maintained with proper acquittance of farmers to whom the
medicines has been supplied during the Health-cum fertility camp, at the concerned
Veterinary Institutions.
The Divisional Assistant Directors shall obtain the information in
the above format from their VASs and submit the report in the format on or before -102013. .Care should be taken to include all the Villages (cattle population above 250 adults)
in their jurisdiction,
All the 2nd spell fertility Camps shall be planned from 14th October
2013 to January 2014 including follow up camps. The above information shall be furnished
to Divisional Assistant Directors by all the VASs. The Divisional Assistant Directors (AH) shall
furnish all the proforma Mandal wise to Joint Director (AH). No reminders will be issued on
the subject and slackness will be viewed seriously.
V.V. IMP Note:
The concerned V.A.S. must submit the report of
Fertility Camp in the prescribed proforma to the Joint Director on the day
of camp itself. The Divisional A.D. has to see that the report is submitted
through Special messenger. If no report is received it will be deemed that
no camp was conducted and necessary action will be initiated.
