Introduction
how to sidearm cast with small closed reel
poles and learn how to do basic knots using
Fishing is a lifetime activity that can
be enjoyed by all ages, young and old. In
Wisconsin, anyone can fish in waters
around the state with a purchase of a
fishing license (although people under the
age of 16 are not required to have one).
Because fishing is a lifelong activity, it is
important for physical educators to teach
students about the various aspects of
fishing. Elementary, middle, and high school
students can learn and improve on many
skills during a fishing curriculum. The main
skills include how to correctly sidearm and
overhead cast with open and closed reel
fishing rods. In addition, students in a
fishing curriculum can learn how to hook a
lure, how to tie various fishing knots, and
become more familiar about the
characteristics of fish found near the region.
an eyehole and rope. Middle school
students might learn the basic types of fish
that can be found in nearby waters, and be
able to differentiate between them. In
addition, they might learn how to overhead
and sidearm cast with a closed and open
reel pole. High school students can learn
the specifics of what bait each fish prefers
and where to find certain fish. In addition,
high school students can refine their casting
skills and learn how to tie knots with the
wire and lure. This way, students can carry
what they have learned from P.E. and be
able to fish on their own outside of a school
setting. In this manual, there are several
different kinds of fishing activities,
assessments, drills, lesson plans, and other
related information that can be utilized in
any physical education class.
Elementary students can start out learning

The DNR mandates that Wisconsin
residents who are 16 years old or older need
a fishing license to fish in any waters of the
state. Residents need a fishing license to
take rough fish by hand, hook and line or to
spear fish where allowed. Residents do not
need a fishing license to take smelt, rough
fish, or minnows with nets, traps, and seines
of legal size.
Nonresidents who are 16 years old or older
need a nonresident fishing license to fish in
Wisconsin waters.
It is illegal to… fish in any waters of the


Lay out all rods in same direction in
designated area.
Use cones to identify area for
students not to walk through so as
not to step on rods.
When carrying rods, carry upright to
avoid contact with other fishers.
Be aware of height of rod when
carrying in an environment with low
ceilings or low hanging objects.
During a lesson, ensure students
have sufficient personal space when
casting to avoid contact with
another student.
During a lesson, have all students
cast in the same direction.
During a lesson, have all students
place their rods on the ground when
giving directions to avoid
uninstructed casting.
Following a lesson, students should
be aware of moving with the rod
and place them back in a designated
area.

4 large hula-hoops
Approx. 20 paper fish with magnets
attached on front
Writing utensil
Music
Organization/Set-Up: Each hula-hoop is set up
at separate areas of the gym. In each one there
are five paper fish with an activity written on
the back of each one (i.e. do five jumping
jacks)—this side should be facing down. The
fishing poles should be lying next to each hulahoop. The class is divided into four, so there are
an equal number of students at each hula-hoop.
Directions:



Students walk over to their designated
hula-hoop, or “pond” and pick up their
fishing poles.
Students try to catch the fish by
touching the magnetic end of their line
with the magnetic part of the paper
fish.
Once they catch a fish they must
perform whatever activity is written on
the other side of the fish.
To
prevent
accidently
hitting
another
student with
their pole, the
teacher should
stress not to swing their pole or line and
be aware of other students around
them.

Once the music stops, students must
carefully set down their poles and travel
to a new pond performing whatever
fundamental movement skill the
teacher calls out (i.e. skipping).

Elementary School
Standards: 1 and 2
Equipment: 25 balloons, 5 cones, 25 bean
bags, 10 hula hoops
Safety: Make sure students stay spread out so
that they do not run into each other.
Goal: To set foundation of overhead casting for
elementary students by having them concentrate
on a few things, foot opposite the hand you write
with should be in front, hand back by your ear,
arm points to target.
Drill Directions:
 Students will be divided up into 5
groups of 4.
 Each group will stand behind one of 5
designated cones
 The students will each have their own
balloon
 When whistle is blown the first student
in line can take the balloon and use
proper form to release it.
 Then they can take two steps and again
throw the balloon using the casting
form.
 When first student goes to cast for a
third time the second student can then
begin.
 When all 4 students in the group get to
the end of the gym they should sit down
in line.
 When all 5 groups are done they should
do the same thing again going back to
the beginning.
 Increase difficulty by giving them bean
bags to “cast”

through with the rod
(stopping around 10 o’clock).
The rod should be facing the
target.
 Students aim their line to hit
the hula-hoop (an easier
target) or the foam pin
(harder target).
 Each of the hula hoops and
foam pins are worth a certain
amount of points (foam pins
that are furthest away are the
most points and hula hoops
closest to students are worth
the least points)
 Students keep track of their
score and see how many
points they earn after 10
casts.
 After everyone does 10 casts,
teacher blows two whistles
and has students set down
their rods, restack any pins in
the ‘fishing zone’ that were
possibly knocked down.
 Then students stand behind
the line at a different spot
than they were before for
their next 10 casts to try
casting in a different view.
19. Inclusion Suggestions:
 Have students cast closer to
the targets to decrease
difficulty
 Use larger targets or add
more targets to increase
chance of hitting the them
 Work in pairs and have each

Need to be cautious of other fishers
rowing and casting
 When rowing, avoid poking other
people with rod
 Fishing lines getting tangled
7. Directions:



In the center of the gym, a large
geometric shape is made using blue
painters tape (the lake)
Inside the lake are Styrofoam
bowling pins (fish)
Around the lake are safety cones,
each holding a capped fishing rod
36

The cones are placed a rod’s length
away from one another for safety
persuasions
 At each end of the gym are scooters
(boats)
 Each child will carefully walk to a
scooter (Last names A-J start on
near end. L-Z far end scooters)
 When I say “Go” the students will
sit on their boat and scooter
themselves towards the lake
 Each student will grab a fishing
rod out of the cone
 The students will then scoot
(row) around the lake casting
their rod at a fish knocking them
over
 It is important to remind the
students that the goal of the
lead-up game is to work on form
and not just franticly knock over
as many pins as they can
 Students can keep track of how
many pins they knock over if they
would like for their own personal
records
 When all of the pins are knocked
down, the students are to row
back to their side of the gym and
line their scooters up against the
wall
