Financial Assurance (Environmental Protection Act 1994) Template Schedule of disturbance (mining activities) How to use this template This template should be used to present the calculations when proposing the amount of financial assurance under the Environmental Protection Act 1994. This template has been designed for use by environmental authority holders who undertake mining resource activities, and to allow for the varying phases of rehabilitation and the associated costs. Explanatory Notes appear at the bottom of the template and provide further detail and definitions. Disturbance category—Each row should include the activity type that will result in significant disturbance. 2. Rehabilitation category—Outlines the appropriate steps of rehabilitation for which an annual cost will apply. Established—Once the rehabilitation work has been completed it is expected that responsibility for the rehabilitated area continues to require management (e.g. weeding) for a period of 3 years, after which the area may be considered successfully rehabilitated and rehabilitation work is no longer needed. Information on what the department considers successful rehabilitation can be found in the Rehabilitation requirements for mining projects Guideline (EM1122). 3. Unit rehabilitation costs—This column should be used to record the cost of carrying out rehabilitation work in dollars ($) per hectare (ha) of disturbance. For disturbance categories the costs should be associated with all activities necessary to stabilise and re-establish the landform, this should include removal of infrastructure, excavation or back filling. For rehabilitation categories the costs should be associated with stabilising topsoils and establishing vegetation and should include recontouring landform, reestablishing soil profiles, seeding and management of established vegetation (weeding/fencing).
