2017 Regional Director’s Report
Good Evening Everyone,
First and foremost, I want to thank North County Schutzhund Club for hosting our 2017 Regional
IPO Championship. For those of us who have hosted a Regional, we know what it entails, we’ve
experienced how difficult it is to find a venue (and you’ve found a great one), we know how
difficult it is to find tracking, and you’ve accomplished that, the trophies, concessions, draw night,
judge’s dinner, acquiring two good judges, —Mr. Nathaniel Roque and Ms. Ann Marie Chaffin, —
catalogs, competitor bags, tee shirts-- and on and on, North County, you’ve done it all and we thank
you.
As always, I want to thank one of the hardest working Regional Boards. These are volunteer jobs
and these people never hesitate to give of their time, sometimes their own out of pocket expenses,
but always there to give service to this organization.
This has been an incredibly busy year. Our region hosted not three Regional events but actually 4.
Our Regional IPO Championship was hosted by OG Red Rock and that one may go down as one to
remember. Great, Great job. The Regional Conformation Show was hosted by Anacapa Working
Dog Association. While, initially plagued with CA winds playing havoc with our pop ups tents,
Anacapa members never stopped and pulled off a wonderful event. Because we operate on a fiscal
year and not a calendar year, we technically had two Regional Seminars for the 2015/2016 fiscal
year. We had Dave Deleisseguess in late 2015 hosted by North County Schutzhund club and Don
Yelle in early 2016 hosted by East Valley Working Schutzhund Club. The Don Yelle seminar was
bought and paid for without the help of national
monies by the region.
Our Regional monies are stable (with over $7,000 dollars) and again this year I believe we’ll be
able to sponsor even more regional events. If you have some ideas for an event please let Teresa
know or any Board member, so we can throw these ideas into the mix for consideration.
Our region has continued to grow, we are the third largest region in the country. We have 23 clubs,
three of those affiliates. This year Orange County requested as a club to go affiliate for one year
and we chose to honor that request. We had 5 clubs join us this year, 3 came to us thru WDA, one
was a transfer club and Lake Matthews one of our older clubs decided to rejoin us.
Looking at this year’s stats was really interesting. One can always find argument with
statistics but I find that they have some merit as we look at our decision-making process especially
with respect to monies.
Our statistics do not include our Regional events, the IPO Championship nor our Regional
Conformation Show and Breed survey.
Last year we had 14 trials, this year 19 trials
Last year we had 3 Helper Classifications, this year 5 classifications
And 1 club level Conformation show.
This year also, while not a USCA event, Anacapa hosted a Dog Fest, which was extremely
successful and hugely attended.
We had 210 overall entries into our working dog events. If we are inclusive of all titles and degrees,
we awarded 161 new titles to people this year. That comes out to a 77% success rate.
But let’s go a little deeper. If we look at 65 BHs 39 IPO 1’s 34 IPO2 and 34 IPO 3’s
which one is in need of the most help?
I have an 88% success rate with our BH’s.
We have a 44% success rate with our IPO 1 79% with the 2’s and 74 % with the 3’s.
So now we look at tracking, obedience and protection. Which one needs the most help? Again, not
much of a surprise, tracking is the area of most concern, then OB and finally protection.
So, while statistics don’t’ tell the whole story, They do give us a little insight. So, my
question to you is; knowing that tracking is one our biggest areas of concern at the
IPO 1 level, what are we doing about it at a club level and yes, ultimately at a Regional Level? And
yet, the name of the game for all three areas is really obedience, obedience, obedience. So why this
is all food for thought, we must ask- Where are we spending our time, our monies, and our
seminars to ensure the best possible results for all of our people.
Finally,
Our accomplishments and improvements this year have been noticed by all. As I’ve said before, we
are like the mythological Phoenix who rises from the ashes to be
powerful again. We have a solid base and a stable financial status. We have a widely read face
book page and web site. We have new interest in our region AND we awarded over 160 new titles
to people this year.

2017 SW Regional Breed Warden Report
1). The first show of the year was our SW Regional Conformation Show hosted by ANACAPA Working Dog
Association with the SV Judge & Kӧrmeister, Frank Goldlust, on April 16th and 17th. On Saturday Heidi Theis
held a Conformation Show Seminar and on Sunday the show had 38 entries and 5 breed surveys.
The club agreed that one of their former members, Heidi Theis, would be able to do her first apprenticeship as a
Conformation Judge at our SW Regional Show.
Our Regional Working Class Winners were:
The Working Class Female V1 went to Basha vom Zucherreich owned by Cynthia Brockway.
Working Class Long Coat Male V1 was Jack vom Haus Freier owned by Rachelle Salerno and Working Class
Male V1 Ken vom Team Baierblick owned by Linda Lundborg.
I want to thank ANACAPA for all of their hard work on putting on our SW Regional Conformation Show.
2). Our second show was hosted by a new club, Deutscher Schäferhunde Club of San Diego. The show was held on
June 3rd through 5th with the SV Judge & Kӧrmeister, Juergen Hoffman with 29 dogs, 2 AD’s, and 2 Breed
Surveys.
3). USCA sponsors a trophy in each region for Highest Scoring Breed Surveyed Dog at the Regional IPO 3
Championships. The trophy for 2016 was awarded to Teresa Cowart & her HOT dog, Chaos vom Haus Courtland,
who was also our SW Regional IPO winner.
4). This past year our region approved a new program called the SW Region Universal Sieger and Siegerin
designed to promote the GSD breeding in the US and in our Region addressing both the physical qualities as well
as the character attributes as the foundation of the true GSD. This new program required that a GSD be shown in
both the Regional IPO Championships obtaining at least a “G” rating and the Regional Conformation Show
receiving at least a “SG” rating in the same year, be breed surveyed, and have obtained the title of SchH/IPO3.
We had one winner who was awarded the SW Universal Sieger Award this past year which was Teresa Cowart’s
dog, Chaos vom Haus Courtland. Chaos not only won our Regional IPO 3 Championships, he also won High Hot,
BHOT, and the Highest Scoring Breed Survey Award in addition he received an “SG” rating at our SW Regional
Conformation Show. Teresa is not only the handler, owner, and trainer of this dog; moreover, she is also the
breeder of Chaos. A huge congratulations to Teresa and Chaos!!!
5). The 2016 USCA Sieger Show was held in Indianapolis, IN on April 28th through May 1st. The judge for all of
the Males Classes was SV Judge Helmut Koenig and for the Female Classes it was SV Judge Dieter Oeser. The
Performance Judge was our own USCA/SV Judge Nathaniel Roque.
There were 330 dogs entered with 11 Progeny Groups and 5 Kennel Groups.
We had 4 notable dogs owned and/or bred from within our region.

Working Class Females: VA4 Naila vom Haus Munsinger Dunn

Kapitan had a Progeny Group presented and was also one of five Male dogs awarded the Performance Award.

6). The 2017 USCA Sieger Show will be held in Atlanta, Georgia on April 20th through 23rd. Wallace Payne’s club,
South Metro Atlanta SchH Club, is co-hosting this event. The judge for the Males will be SV Judge Peter Arth and
for the Females the SV Judge is Richard Brauch. The Performance Judge will again be our own USCA/SV Judge
Nathaniel Roque.
The Sieger Show Committee is currently hard at work preparing for this show.
We are expecting this to be quite a huge show this year especially since USCA will comply with the SV-WUSV
requirement for one National Sieger Show per country per year. With this requirement it is understood that we
will alternate years hosting the Sieger Show with the GSDCA. USCA will host it in odd numbered years and
GSDCA will host it in even numbered years.
7. The 2017 Regional Conformation Show will be hosted by Scottsdale Schutzhund Club in Arizona on December
1st through 3rd. The Judge will be SV Bernd Weber and it will be held at Grand Canyon Community College in
their Soccer Stadium.
8. Once again, this past year the Executive Board approved funding reimbursement for up to $1,000.00 for the
club hosting the Regional Conformation Show to help with some of the expenses and to promote and encourage the
regional shows. This is on a year to year basis of approval.
9. We already had a conformation show held this year. On January 14th through 15th West Coast Schutzhund
Club hosted a show with the SV Judge & Koermeister Lothar Quoll. It was a huge show with 20 breed surveys, 6
AD’s, and 80 show entries.
10. Addendum to the USCA Breed Survey Regulations & Rules
The problem of USCA Only Breed Survey was presented to the BAC for review. Numerous times the USCA Only
Survey has mistakenly been sent to Germany for processing. Members have paid the USCA Only processing fee.
The Office has incurred the additional SV processing fees, costing USCA money. By adding the three (3)
addendums it will help to clarify the protocol to our clubs, members, and office staff.

4.3.7 The Show Secretary and Koermeister are responsible for noting at the top of the survey USCA ONLY, or
SV ONLY
4.3.8 The USCA ONLY BREED SURVEY is to be sent to the USCA Office, and processed in house and
4.3.9 The USCA/SV Breed Survey is sent to the office, then forwarded to Germany for processing
11. Update USCA Compliance with WUSV Sieger Competition Rules
In an effort to maintain USCA compliance with the WUSV-Universal Sieger competition rules, it is recommended
to change the verbiage for Universal Sieger Team Selection by removing the wording ‘or the current year WDC’.
The WDC will act to fill any vacant spot. The dog and handler team must participate in the previous year’s
Nationals.
CHANGE TO: All Team members must meet the minimum qualification as established by the WUSV entry into
the World Universal Sieger competition.
i.e. the dog must be Pronounced with a minimum of 80 points in protection at the USCA GSD National, receive a
minimum show rating of “G” with Pronounced Performance rating at the Sieger Show.
12. Another Addendum which was made to our Sieger Show Rules regarding VA Excellent Select rating a second
time.
Dogs previously awarded the VA Excellent Select show rating in the United States or another country, that are
competing for the VA Excellent Select rating a second time must have a SchH3/IPO3 title.
13. Currently it is being requested and voted on to offer for the first time a Long Coat Kennel Group in addition to
our Stock Coat Kennel Groups at the Sieger Show and the dogs must be of the same coat variety. With the Long
Coats now being able to be shown at the shows it follows that this request for Long Coat Kennel Groups at the
Sieger Show should be passed.
14. The SV has directed their Conformation Judges to list the actual height measurements of dogs entered in
Breed Surveys. This study is an unofficial record of true size. Eventually, they will list true size on pedigrees and
ultimately have a combined number that you (as a breeder) will not be permitted to go over. Similar to the ZW,
i.e. you may not breed two dogs if the combined number is greater than 200; they plan to do a similar notion with
size. This is to stabilize the size of the dog within the frame work of the standard and to avoid possible problems
with health and the working ability of the dog.

6.9 Motion by Roanna Banducci for Practice Conformation Show
Requirements to Host the SW Regional Conformation Show and Breed Survey
Background: Currently, other
organizations rules and procedures differ from
USCA’s Conformation Shows and Breed Surveys. Therefore, a club needs to have
hosted a USCA Conformation Show and Breed Survey.
In addition, due to the yearly changes in the rules, the changing amount of
paperwork, and requirements of hosting a conformation show and breed survey, a
club needs to have hosted a USCA Conformation Show and Breed Survey within
the past 8 years of the date of the show they plan to host. Otherwise, the club
needs to host a practice show to become familiar with the required changes in
order to ensure that the actual show is run properly and that the catalog and
paperwork turned into the SV, Judge, and USCA Office is properly filled out.
Proposed changes:
2. Any full member regional club who has never hosted a (ADD--USCA)
conformation show (ADD the following words--- or who has not hosted a
conformation show and breed survey within the past 8 years from the date of
their planned show) must first do a practice conformation show before being able
to host any club show or Regional Conformation Show and a Breed Survey.

regional meeting) conformation show or who has not hosted a conformation show
and breed survey within the past 8 years from the date of their planned show (rev

The practice show must be organized and run like an actual show with all the
necessary paperwork, a minimum of 15 dogs shall be entered, etc. The Regional
Breed Warden, Regional Director or USCA (rev 2/2017 regional meeting)
Conformation Judge appointed by the Regional Director should officiate the
practice show so that the club can be evaluated as to its understanding and ability
of hosting the actual event and they are the ones who give the go ahead to set up an
actual event.

meet the proper standards, requirements and/or training, or do not have the correct
classification, the selection committee can then pursue helpers from outside the region.)
The Regional Training Director will ask for helper applications 90 days prior to the trial. Helper
applications will include an un-edited IPO3 routine including both front and back halves (can be
more than one video), bio and the last 5 trial pages scanned from the helper-book. Helpers who have
worked the SW Regional Championship, USCA Nationals or the USCA WDC in the last 5 years may
be exempt from sending in a video for evaluation (Revised 03/2015). The Regional Training Director
will share this information with the other members of the helper committee which will include the
Regional Director and a member of the Host Club.
Helper applications will close six weeks prior to the close of entries. The helpers will be selected and
announced by the helper committee not less than 30 days prior to the close of entries.
The Helper Committee will announce their decisions regarding the selection of four helpers.
ADD AND REPLACE:
The stadium judge (part B&C) will then determine the placement of the helpers at a helper
tryout that will take place prior to Draw Night. Placement will include two IPO 3 helpers-one
to do the front half and one to do the back half. The judge will also determine one helper to do
the IPO 1’s and 2’s and select one helper to be the alternate.
It is recommended that if possible the helpers should be rotated from year to year and the same
helpers should not repeat working the event in the same position to allow other SW Regional Helpers
to advance in experience and skill.
At all times, first and foremost, helpers selected for the Championship must display the safety, skill
and intensity indicative of a Regional Championship event. (Revised 2/2014 at the regional meeting)
