• “Commercial project developers seeking to develop
significant renewable energy projects (above £2.5
million in project costs) for the primary purpose of
exporting energy onto a public network should offer
local people the chance to invest alongside the
developer.”
• a minimum of [5 – 25%] of the project should be offered
• offers should conform to one of following models
– Split ownership
– Shared revenue
– Joint venture
• (if want to offer crowd funded debt, developers can’t do it in isolation…
they must put one of above three on table as well)
