EXPESSION OF INTEREST TO DEVELOP BUFFALO CITY TVET COLLEGE MASTER PLAN: BID No. (1703/01) Background Buffalo City TVET College intends to engage a service provider / consortium to provide consultancy services for the development of the College Master Plan. This College Master Plan will give a general framework for the layout of physical development of the College admin block, campuses and student residences while enabling the Institution to translate its strategies into functional spatial development. Please note: Suppliers are requested to download the following documents from the College website (www.bccollege.co.za) Standard Bid Documents (SBD 1, SBD 2, SBD 3.1, SBD 4, SBD 6.1, SBD 7.2, SBD 8, SBD 9) Scope of Work. STAGE 1 – Elimination Criteria Non registration with SACAP (Please attach proof) Non registration with CSD (Please attach proof) Blacklisted companies Submission of an invalid Tax Clearance Certificate STAGE 2 - Functionality Functionality Evaluation Criteria Quality and Cost Based Selection (QCBS) will apply. Please note that 2 envelopes marked “Envelope A – Technical proposal” and “Envelope B – Detailed Financial Proposal” must be submitted in a sealed envelope. Technical proposal envelopes will be opened to select the highest ranked technical proposal. CRITERIA FUNCTIONALITY 1. Experience with similar project 0 = Less than 1 year 25% = 1 to 3 years 50% = more than 3 to 5 years 75% = more than 5 to 10 years 100% = More than 10 years MAXIMUM POINTS TO BE AWARDED 100 POINTS 50 2. Previous work done 50 Demonstrating ability to provide Master plans on large organisations (Assets of more than R50 Million) with customer details and contactable reference of not more than five. 0 = No similar plans done 25% = 1 to 3 similar plans 50% = 4 to 5 similar plans 75% = 6 to 10 similar plans 100 %= More than 10 similar plans Please note the bidder who scored the highest points will pass to stage 3. STAGE 3 – DETAILED FINANCIAL PROPOSALS Opening of envelope B with detailed financial proposal The detailed financial proposal envelope of only the selected service provider will be opened and the rest will be remain unopened. These required envelopes must be deposited in the bid box situated at the reception area at Buffalo City TVET College, Admin Centre, Corner Lukin & king Streets, East London, not later than 11:00 on Friday, 31 March 2017. Negotiation (if possible) on price will be between the successful service provider and the Accounting Officer. Please Note: Suppliers are requested to be registered for VAT and must submit a valid SARS Tax Clearance Certificate with their proposal in order to be considered. A certified valid B-BBEE status level verification certificate must be submitted. Please note that a sworn affidavit in terms of the amended B-BBEE codes, dated 11 August 2015 will be accepted for the exempted micro enterprise (EME). INTERESTED PARTIES SHALL TAKE NOTE OF THE FOLLOWING CONDITIONS: Late proposals will not be accepted. Failure to complete all supplementary information may result in the proposal being deemed null and void (eliminated).
