ROLE SPECIFICATION Service and Role Scope (Senior Specialist – Estate Regeneration) FIXED TERM CONTRACT – until 31st December 2018 Service Scope Strategy and Commissioning In collaboration: To set the corporate strategy and priorities, ensuring these are based on evidence and aligned with political priorities. Ensuring services, programmes, projects and employees are working towards a common set of outcomes as specified in the Corporate Plan. To design & commission how the outcomes defined in strategic planning get delivered. This will include identifying resources, partnerships and funding, managing large scale procurements and then ongoing strategic contract and performance management. This role may also include representing the Council's interest on third party bodies, wholly or partially owned entities and with strategic partnerships. Bidding for external funding and support from government and other agencies to support growth and delivery of new development in the borough Scope of Senior Specialist (Estate Regeneration) Role • • To lead on all aspects of estate regeneration in the Borough, in particular the regeneration of the Gorse Ride South housing estate with the aim of improving the neighbourhood and delivering additional affordable housing. Act as the Council’s key advisor on estate regeneration matters and build capacity within the organisation. Specific Accountabilities relating to the Role Project manage all parts of the Council’s estate regeneration activity, with a particular focus on delivering the Gorse Ride South project ensuring delivery on time and on budget. Lead on resident engagement and communication, options appraisal and feasibility studies. Work collaboratively with residents and communities, elected members, senior colleagues and relevant partners to understand their requirements and expectations and to develop and deliver a programme which supports the Council’s goals and statutory responsibilities. Commission a delivery partner to develop the scheme. This is most likely to be a Council-owned housing company and the postholder will be expected to work closely with them as the project progresses to ensure the desired outcomes are realised. ROLE SPECIFICATION Build and sustain high-level strategic partnerships with government or regional agencies such as the Department for Communities and Local Government (DCLG) and Homes and Communities Agency (HCA). Matrix management of regeneration projects working collaboratively with other council services and partners to maximise the benefits to the organisation. Lead on all aspects of the preparation and planning stages of the programme, including commissioning appropriate technical and specialist resources to enable delivery. Ensure that all sources of funding are explored to help achieve the aims of the programme and future potential regeneration projects. This will include bidding for external funding and support from Government and other agencies and ensuring that any funding conditions are met. Attend and represent the team, at corporate meetings and on corporate project groups, on regeneration-related issues (preparing briefings and attending senior management team meetings), at meetings with external funding agencies, partner agencies and central, regional and local government agencies. Act as the Council’s key advisor on estate regeneration matters, providing expert briefing and support to elected members and the Corporate Leadership Team. Hold and develop the community of practice for estate regeneration across the organisation, including mentoring staff in order to build capacity within the organisation and support career development.
