KNOW THE RULES…
Weight or Strength Coaching
Weight or strength coaching, either institutional or noninstitutional, is an
important aspect of training for any collegiate athletic team. But with any
benefit we must work to ensure it is done in a way that is compliant with
NCAA bylaws.
Per NCAA Bylaws, a weight (strength and conditioning) coach may
conduct flexibility, warm-up and physical conditioning activities prior to
any game and prior to or during any practice or other organized activities
without being included in the limitations on number of coaches.
Even though the strength and conditioning coach is not actually counted
in your coaching numbers, the activities that they engage studentathletes in must be counted in the sport’s daily and weekly hour
limitations.
Per NCAA bylaw 17.02.1, countable athletically related activities include
any required activity with an athletics purpose involving student-athletes
and at the direction of, or supervised by one or more of an institution’s
coaching staff (including strength and conditioning coaches) and must be
counted within the weekly and daily limitations under Bylaw 17.1.6.1 and
17.1.6.2.
Exception – Voluntary Athletically Related Activities
In order for any athletically related activities to be considered
“voluntary,” all of the following conditions must be met:
a) SA must not be required to report back to a coach or other athletics
department staff member (e.g., strength coach, trainer, manager)
any information related to the activity. In addition, no athletics
department staff member who observes the activity (e.g., strength
coach, trainer, manager) may report back to the SA’s coach any
information related to the activity.
b) The activity must be initiated and requested solely by the SA. Neither
the institution nor any athletics department staff member may
require the SA to participate in the activity at any time. However, it is
permissible for an athletics department staff member to provide
information to SAs related to available opportunities for participating
in voluntary activities (e.g., times when the strength and conditioning

Brassell violated NCAA
rules.
The school's compliance
department is "gathering
facts," spokesperson Kyle
Campbell said.
The party, held on Jan. 6 at
Oxford's Locker Room
Sports Bar & Grill, was
initially promoted using a
photo of Brassell. It
identifies him as "Snoop," a
well-known nickname, and
as the "true freshman wide
receiver @ Ole Miss."
The flier, which was
circulated on the Internet
and was also used as
Brassell's Facebook profile
picture, indicates a $10
cover charge for the party.
Athletes are not allowed to
use their name, likeness or
photo in for-profit ventures,
according to NCAA rules.

though the punishment was
repealed.
Brassell caught 24 passes
for 336 yards and two

also rushed for 133 yards on

department staff member may assign specific times for SAs to use institutional
facilities for such purposes and inform the SAs of the time in advance;
c) SA’s attendance and participation in the activity (or lack thereof) may not be
recorded for the purposes of reporting such information to coaching staff
members or other SAs; and
d) The SA may not be subjected to penalty if he or she elects not to participate in
the activity. In addition, neither the institution nor any athletics department
staff member may provide recognition or incentives (e.g., awards) to a studentathlete based on his or her attendance or performance in the activity.
Conditioning Activities
Conditioning drills that may simulate game activities are permissible, provided no
offensive or defensive alignments are set up and no equipment related to the sport
is used.
Countable Athletically Related Activities
The following are considered countable athletically related activities and must be
counted in the weekly or daily time limitations specified under Bylaw 17.1.5.1:
Practice, which is defined as any meeting, activity or instruction involving
sports-related information and having an athletics purpose, held for one or
more student-athletes at the direction of, or supervised by, any members of
an institution's coaching staff. Practice is considered to have occurred if
one or more coaches and one or more student-athletes engage in any of the
following activities:
o Field, floor or on-court activity
o Setting up offensive/defensive alignment
o Chalk talk
o Lecture on discussion of strategy related to the sport
o Activities using equipment related to the sport
o Discussion or review of game film
o Activities conducted under the guise of physical education class
work (e.g., any class composed of or including primarily members
of an intercollegiate team on a required attendance basis or where
the class utilized equipment for a sport.
Vacation Periods
It shall be permissible for strength and conditioning coaches, during vacation
periods, to design and conduct specific workout programs for student-athletes,
provided such workouts are voluntary and conducted at the request of the
student-athlete. Such workouts shall not be considered a countable athletically
related activity when conducted by strength and conditioning coaches who are not
countable coaches and who perform duties on a department-wide basis.
Supervision for Safety Purposes
During the academic year, strength and conditioning personnel may monitor,
supervise or assist voluntary individual workouts for safety purposes. During
vacation periods (e.g., summer), strength and conditioning coaches who are not
countable coaches may design and conduct specific workout programs for studentathletes, provided such workouts are voluntary and conducted at the request of
the student-athlete.

The language in the legislation
applies specifically to NCAA
Championship events and NGB
championship events in emerging
sports, as opposed to applying
generally to “postseason events”.**
It is permissible for a student-athlete(s) to receive assistance from an
individual outside of the institution (e.g., consultant, professional instructor)
without the individual being counted in the institution's coaching limitations,
provided:
1. The institution is not involved in any way in arranging for such activity,
2. Institutional coaching staff members do not observe such activity,
3. Such activity does not occur at the institution's facility (either during
voluntary workouts or during regular institutional practice sessions), and
4. The student-athlete(s) must pay all the fees (at the going rate) associated
with the activity and may not receive preferential compensation
arrangements (e.g., discount rate, deferred payments) not available to the
general public.
Compliance Requirements
1. Inform the Compliance office prior to using/hiring an outside trainer.
2. Keep all invoices issued by the trainer, as well as a receipt of your
payment. Turn in one copy of each to the Compliance office and keep one
copy for your records.
3. Make all payments to the trainer by check or credit card at the time the
payment is due. Remember that only you or your parents/legal guardians
can pay for these services.
4. Do not consult or involve your SMC coaches in the arrangement of your
outside training sessions.
Recent Playing Rules Changes
Women’s volleyball
PROP also approved changes in women’s volleyball, including a proposal for substitutions
to increase to 15 per set beginning with the 2012 season.
Previously, teams were allowed only 12 substitutions per set. The Women’s Volleyball
Rules Committee recommended the change to increase playing opportunities.
Additionally, statistics can be transmitted to the bench area beginning next season. The
Volleyball Rules Committee noted that it is common to see electronic devices such as
laptops and iPads in the bench area. However, audio or video transmissions to the bench
area remain restricted.
Another rules change for 2012 is that referee platforms should be distributed evenly behind
the net pole, with the ladder being evenly distributed behind the back of the platform. Some
referee platforms currently are constructed so that players attempting to play a ball near the
stand could make contact with an inflexible object (the ladder, for example).

PROP also backed the rules committee’s clarification on a uniform rule that will be
implemented in 2013. The rule centers on either the libero or her teammates wearing a
solid-colored jersey. The libero’s shirt or jersey must be in clear contrast to the other
members of the team.

A one-inch trim and piping along the seams of the jersey will be allowable. But it is
imperative that the libero’s jersey be distinguishable for identification purposes.
COMPLIANCE IN THE NEWS: Yves Batoba turns down free $750
cleats because of the mean old NCAA
Oklahoma State cornerback Yves Batoba is trying to stay on the NCAA's good side, but Patriots receiver Chad
Ochocinco isn't helping.
Apparently, Batoba has a profound love of shoes and tweeted to Ochocinco that he doesn't have a pair of Louboutin shoes
like the ones Ochocinco wears, which run upwards of $750. Of course, Ochocinco, being a kind and giving soul, offered
to help.
Hear that? Those are NCAA sirens going off. Batoba wisely turns down the free shoes in favor of his eligibility.
"@ochocinco man if I wasn't afraid of that being an NCAA violation, I would. They get you for anything nowadays."
I wonder how many student-athletes have been faced with a similar scenario and done the exact opposite? I'd like to that
that even if this wasn't so public that he would have made the same decision. He even made sure to give a shout out to the
NCAA.
But it wasn't an easy one to make and Batoba did lament turning down a
free pair of those prized shoes. Can you blame him? If a professional
athlete offered you a free pair of ridiculously expensive cleats wouldn't
you be a little miffed?

your fall enrollees to review the
information they are submitting to ensure
its accuracy, paying specific attention to
the enrollment period, the sportparticipation choices and responses to the
questions in the "My Sports" section.
Way it goes for student-athletes, though. Big brother is always watching.
