POSITION OBJECTIVES:
This position provides inspection and other support in operating the City Services reinstatement
system, including the supervision of contractors in the delivery of maintenance programs and
some reinstatement works. The position will provide key support in carrying out risk management
inspections and providing reports on matters involving civil engineering assets maintained by
Council.
POSITION RESPONSIBILITIES:

Assist in arranging effective and efficient maintenance programming.
Undertake inspections of relevant works, and ensuring that appropriate repairs are performed.
Estimate, coordinate and supervise relevant works relating to Council’s reinstatement system.
Provide written determinations to Management and/or Risk Management (SIRs).
Undertake inspections and investigations relating to “Dial Before You Dig” requests.
Respond professionally to resident requests regarding road openings or routine maintenance
operations involving either Council staff or private contractors.
7. Provide key support to the Supervisor responsible for the management of the Reinstatement
Management System where duties include:
 Record and file reinstatement notices,
 Provide exception reports as requested,
 Undertake inspections as required by the position,
 Undertake investigations where discrepancies arise.
 Negotiate with Service Authorities relating to issue resolution for road reinstatements.
8. Supervise contractors in the delivery of maintenance programs as required.

9. Ensure that all works completed are in accordance to regulatory and Council requirements
including OH&S.
10. Carry out inspections and coordinate works for Engineering Services, as instructed by Senior
Subdivisions Officer, dependant on workload and team priorities.
11. Provide advice and approval for temporary compounds.
12. Adhere to all Council’s policies and procedures relevant to this position.
13. Carry out other duties as deemed reasonable and appropriate to the role as directed from time
to time.

Current Victorian Drivers Licence.
Detailed working knowledge of Microsoft Word, Excel and Pathways & Eview.

Demonstrated ability to provide effective customer service to the public and work colleagues.
An understanding of Occupational Health and Safety Regulations, Codes of Practices and
WorkSafe regulations in relation to an Operations environment.

ACCOUNTABILITY AND EXTENT OF AUTHORITY:




Responsible for providing a high level of service to internal and external customers and
providing specialist advice to customers within clear guidelines.
Maintain effective recording systems to meet the objectives of the Unit.
Authority to make decisions relating to specific projects under positions control to ensure
efficient and effective implementation of works. Work generally falls within specific guidelines
with scope to exercise discretion in applying established standards and procedures.
Ensure that all works carried out by Council employees and contractors are in accordance to
all regulatory requirements.
JUDGEMENT AND DECISION MAKING:




Personal judgement is exercised in undertaking the specialised work of the position by liaising
with contractors and internal departments. The incumbent will be required to determine
suitable courses of action in order to provide an effective and efficient outcome that minimises
risk to Council.
Provide support as required with the day to day management of City Services Reinstatement
System which includes:
 Liaison with Service Authorities
 Reinstatement Works Programming
 Contractor coordination
 Inspections
Understand the function of the position within the organisational context including relevant
policies, regulations and precedents.
The impact of decisions and actions may be significant, however guidance and advice is
always available.
SPECIALIST SKILLS AND KNOWLEDGE:









Detailed technical knowledge of civil maintenance, construction and reinstatement programs
with practical experience.
An understanding of the plant and materials used in performing maintenance programs.
An understanding of Contract Management principles.
Detailed knowledge of worksite traffic management.
An understanding of Occupational Health and Safety Regulations, Codes of Practices and
WorkSafe regulations in relation to an Operations environment.
Ability to perform manual work including lifting of weights in accordance with Occupational
Health and Safety guidelines.
Detailed working knowledge of Microsoft Word, Excel and Pathways and Eview
An understanding of Councils Road Management Plan and associated knowledge of
inspection and investigation processes.
Experience in the use of Ipaq data loggers (or similar)
MANAGEMENT SKILLS:




Ability to make decisions with regard to daily allocation of resources and to solve onsite
problems quickly.
Demonstrated time management skills and ability to prioritise responsibilities between the
office and field inspections.
Ability to provide supervision to contractors.
Ability to work without direct supervision or as part of a team.

Ability to provide effective customer service to the public.
Ability to prepare internal reports on matters relating to maintenance or Risk Management
activities.
Ability to effectively gain the cooperation of stakeholders of the projects under the control of
the position.
Demonstrated ability in providing guidance to work colleagues, contractors and service
authorities.
Strong written communication skills to ensure accurate preparation of routine correspondence
and reports.
QUALIFICATIONS AND EXPERIENCE:







Demonstrated experience in the broad range of maintenance and construction activities
performed by a local government authority.
Several years field based experience in the maintenance and construction of civil assets.
A current Victorian Driver's Licence.
Experience in using hand held Ipaq and GPS data loggers (or similar)
Some experience in using computerised office systems to process and maintain administration
records.
Level Two First Aid qualifications would be an advantage.
Worksite traffic management qualifications would be advantage.
ADDITIONAL INFORMATION:

The nature of this position will require the incumbent to have a flexible approach with regards
to working hours during the implementation and monitoring of field operations.
