This was reconfirmed with JCT-VC at the current meeting. However, the possibility remains under consideration to begin, prior to FDIS approval, the development of extensions for additional functionality such as bitstream scalability. 10.1.3 The video subgroup recommends, according to the plans established at the 94th and 95th meetings and after further consultation with ITU-T SG 16, approval to establish the BSD license with preceding sentence declaring that contributor or third party rights are not granted, as recorded in N10791 of the 89th meeting, as the HEVC reference software copyright license header.
