CITY OF SNOQUALMIE PARKS & RECREATION RENTAL PROCEDURES AND RULES
GENERAL
The City of Snoqualmie complies with the State of Washington's "Fair Play in Community Sports Act"
(Chapter 467, 2009 Laws, effective July 26, 2009) that prohibits discrimination against any person in a
community athletics program on the basis of sex. The City also does not discriminate on any other basis
protected by federal or state law.
RESERVATION PROCEDURES
Unless otherwise noted, residents may apply for park rentals one (1) year and non-residents may apply eight
(8) months prior to the event and reservations are taken on a first-paid, first-reserved basis. Applicants must
complete a Park/Ball Field Rental Application to reserve specific use of a field, picnic shelter or other formal
area of a park available for rental. All applicable fees are due at the time of application. This reservation
allows exclusive use of the permitted portion during the scheduled time on the permit. Otherwise the facilities
are open to the public on a first-come, first-served basis. Applications are subject to approval and are
accepted Monday through Friday from 7 a.m. to 4 p.m. Users should have permits with them during schedule
use. If a special event permit is required, no park reservation will be made until that permit is approved by
the City Council.
Tournament applications will be accepted starting February 1 and will only receive a full refund if cancelled
before April 1 (or next business day). League applications will be processed together for the following
seasons, although alterations can be made later subject to normal reservation procedures:
January 3 – requests for January through March
March 1 – requests for April through June
June 1 – requests for July through September
September 1 – requests for October through December
ATHLETIC FIELD PRIORITY SYSTEM
When scheduling athletic fields, the City of Snoqualmie Parks & Recreation Department prioritizes users
in the following order:
1. City of Snoqualmie Sponsored Activities
2. Snoqualmie Valley Youth Organizations
3. Snoqualmie Valley Adult Organizations
4. Snoqualmie Valley School District
5. Other Youth Organizations
6. Other Adult Organizations
The following considerations will be made when allocating field time:
1. A field's configuration and size will determine the age group scheduled.
2. Highest quality fields will be reserved for game use during peak season.
3. The number of teams requesting use of a field may force allocation of available time.
4. A league's geographical location and/or boundaries, as practical, may determine which field is reserved.
5. Historical use of the field will be used but does not guarantee use the following year, especially if
demand and demographics change.
CANCELLATION POLICY
Cancellations must be made at least fourteen (14) days prior to the event in order to receive a full refund
less $10 processing fee. No refunds will be given for inclement weather for rental of picnic shelters and
gazebos, which are covered. If a ball field is unplayable due to weather, users have twenty-four (24) hours
after a scheduled event to notify the Parks & Recreation Director to obtain a refund. Refunds will be given for
rained-out tournaments only. All cancellations must be made in person.
POLICIES & PROCEDURES
All patrons must follow the following policies and procedures. See the City Parks Code (SMC 12.12) and
administrative rules for more detailed regulations.
1. No unauthorized vehicles are allowed on the fields or any park property outside parking lots and
driveways.
2. Open fires/burning and fireworks are prohibited. Fires are only allowed in designated stoves/pits.
3. Alcoholic beverages, including unopened containers, are not permitted on City property except
through an approved Special Event Permit. Smoking is not allowed on athletic fields and
playgrounds or in picnic shelters and restrooms.
4. Use of facilities, which do not provide lighting, ends at dusk.
5. Any event requiring additional parking or crowd control will be the responsibility of the
organization and require a Special Event Permit.
6. During periods of inclement weather, parks/ball field closures may result as determined by the City.
7. Organizations must submit a Certificate of Insurance with the City listed as an additional
insured prior to the event.
8. The City prohibits any cutting, removing or damaging any flower, tree, shrub; or defacing,
disturbing, destroying any building and property.
9. Permission from the Parks & Recreation Director is required to operate a concession within a public
park/ball field. A City Business License may also be required.
10. Inflatable jump toys and other objects require prior approval by the Parks & Recreation
Director. Stakes and other objects shall not puncture the ground as they may damage the
irrigation system.
11. It is unlawful to dispose of any refuse or litter in any park/ball field except in designated
receptacles. It is also unlawful to deposit any refuse not generated in any public park/ball field in
those receptacles.
12. In case of problems (vandalism, irrigation system, etc.), contact the Parks & Recreation
Department at 425-8315784 or 425-888-3333 for the Police Department.
MAINTENANCE GUIDELINES
1. Field users are responsible for cleanup and removing all equipment and materials after use.
2. All facility maintenance shall be performed by Department staff unless written authorization has
been approved. Do not drag the fields.
3. Teams shall not be allowed to warm up or take the field while maintenance crews are working.
4. Fields will not be prepped for practices. Fields are prepped for the first game only. Additional fees
are charged for additional games.
5. Bases will be provided. Please do not remove them.
6. Please do not dig ditches or apply foreign materials to fields in an attempt to dry out fields.
Vandalism fines will be charged (SMC 12.12.120).
7. Do not make any modifications to any facility.
8. Please do not throw, hit or climb cyclone fencing or backstop.
9. Portable fencing will not be allowed without written permission from the Director.
ADDITIONAL CITY PERMITS REQUIRED
A Special Event Permit is required in addition to an approved park rental agreement for events in parks at
which:
1. Alcoholic beverages will be served.
2. An admission charge will be imposed.
3. Food or beverages will be sold for consumption in the park except for the use of established
concession stands with an approved park rental agreement.
4. Food products, arts and crafts, souvenirs or merchandise of any kind will be sold.
5. At which fireworks will be discharged.
6. At which sounds of any origin will exceed 50 dB at any park property boundary after 10 p.m.
7. The event is more than a day long or is a series of events.
8. At which attendance will exceed 25 people for a mini-park, 50 for a neighborhood park and 100 for
a community park.
Special Event Permits require approval of City Council and therefore should be
submitted a minimum of 30 days prior to event. ANY PERMIT SUBMITTED LESS THAN
30 DAYS PRIOR TO THE EVENT WILL NOT BE ACCEPTED.
