Basketball Tournament
Game day SEPTEMBER 7, 2015. MANDATORY TEAM CAPTAIN MEETING AT
9:30 AM; GAMES BEGIN AT 10:00 AM. Courts located at 290 Howard Blvd &
East Forest Drive at Newport outdoor basketball courts.
Newport Town Hall is located at 200 Howard Blvd., Newport, NC 28570. Please make money order payments
payable to Town of Newport. Deadline is August 31, 2015 at 4:00pm. You may use the drop box or make
payments in person. I.D. verification and signed Waiver of Liability will be required at Tournament Check in. (252)

Newport Summer Slam-Jam 3 on 3 Rules of Play
1. Each game will be to 31 points with a 30-minute time limit. If the game is tied at 30 minutes,
play will continue until a basket is made.
2. Teams score by either regular two-point baskets, by three-point shots taken from outside the
three-point circle, or one point for a made free throw.
3. After a basket has been scored, a player must put the ball in play from past the three-point line
above the foul key.
4. All held balls will be put into play behind the three point line with possession given to the
defense.
5. On defensive rebounds or steals, players must return the ball by dribble or pass across the three
point line before a basket may be attempted. Once across the line, player does not have to pass
the ball before shooting.
6. Any player may convert an offensive rebound.
7. After a basket, the team scored upon will put the ball in play.
8. A foul called in the act of shooting will result in either two or three free throws being awarded
to the team, which was fouled, depending on where the player was fouled. A non-shooting foul
will result in two free throws to the team, which was fouled (as if both teams are in the double
bonus).
9. Substitutions may be made after a basket of an out of bounds play.
10. Each team is allowed one time out. Time will not be stopped to discuss any call.

12. Tournament staff shall have the power to make decisions on any points not specifically covered
in these Tournament Rules, and shall also have the complete authorization to interpret the
intent and purpose of these rules.

Registration Procedures:

Waiver:
Every player must sign the liability waiver. Those 17 and under MUST HAVE A PARENT OR
GUARDIAN SIGN AND BE PRESENT DURING THE TOURNAMENT.
Release of Liability:

Employees and agents from any and all liability for personal injury (including death), financial loss or property
damage caused by any act or failure to act of whatever nature or kind. The Town and its officers, officials, staff,
employees and agents also will not be responsible for any damages or injuries of any kind for any failure to render,
or delay in rendering, supportive services, review of registration, and cancellation of event or any other action
contemplated by the Town of Newport.
To the maximum extent allowed by law, the participant shall indemnify and save harmless the Town of
Newport and its officers, officials, staff, agents, and employees from and against all claims, judgments, costs,
expenses, including reasonable attorney’s fee, which arise in any manner from or as a result of performance of the
agreement by, or the acts of omission of, the Grantee or the Grantee’s officers, officials, agents or employees.

Tournament Code of Conduct
By completing a team registration form and registering for the tournament, all players accept
responsibility for their conduct at the tournament. The Organizers reserve the right to disqualify and
eject individuals and / or teams that behave in an unsportsmanlike manner. All decisions made by event
officers, volunteers or officials will be considered final.
NO PLAYER SHALL: at any time lay a hand upon, shove, spit, hit, threaten or be guilty of physical
attack as an aggressor or in retaliation upon any official, player or spectator anywhere on the
premises. Officials may immediately suspend the player from further play. Such player shall
remain suspended until his case has been considered by the Head Official, whose decision is final.
NO PLAYER SHALL: be guilty of verbally abusive behavior against any player, official, or spectator.
Bad language will not be tolerated.
NO PLAYER SHALL: demonstrate any unsportsmanlike action or language. Officials, scorekeepers,
or event volunteers can and will determine if such acts warrant removal from the tournament.
TOWN OF NEWPORT PROHIBITS: THE USE OF DRUGS OR ALCOHOL ON THE ENTIRE PREMISES
INCLUDING PARKING LOTS AND TOWN PARK. Players who; in the opinion of the Officials or event
volunteers appear to have been drinking or taking drugs shall be ejected from the tournament
and be expected to leave the premises.
A GAME MAY BE STOPPED AT ANY TIME BY THE OFFICIAL IF SITUATIONS WARRANT.
NO parking will be allowed on East Forest or West forest Drive. Park in designated parking spaces
only.

Weather Policy:
Adverse weather conditions & unplayable situations may result in the following changes to
format of tournament:

Delay of games for a period of time until the weather breaks and conditions improve.
Reduce the number of points required to win a game.
Change the format from double to single elimination.
Re-schedule the tournament to September 13, 2015.
Cancel the tournament.
In the unlikely event of the cancellation the maximum cash refund will be $20.00 per team.
Miscellaneous:
The team Captain is always the team spokesperson
Jewelry (earrings, rings, watches, etc.) hats, bandanas, and/or casts are not allowed to
be worn by players during tournament games. No exceptions.
Players must wear wrist bands on their wrists at all times. This bracelet will be put on
by a volunteer at registrations after I.D. check and check in is complete.
Good sportsmanship is a must. Keep it clean and have fun!
